AFTER LIMITED DEBATE, THE CONCENSUS OF THE PLANNING COMMISSION IS TO OPERATE AS A COMMITTEE -OF- THE -WHOLE IN A WORK- SESSION FORMAT, WITHOUT CREATING AN AD -HOC ADVISORY COMMITTEE SYSTEM. HOWEVER, THE COMMISSION URGED THOSE WHO SHARE A COMMON SET OF CONCERNS ABOUT THE ZONING ORDINANCE REVISION PROCESS TO WORK TOGETHER INFORMALLY TO FORMULATE RECOMMENDATIONS AND TO CALL UPON THE CITY STAFF FOR ASSISTANCE AS NEEDED. Bruce Bather, representing the Koll Company, then stated that the Tukwila Industrial Council's suggestion of a committee system was intended to avoid development of an adversary climate between the city and business community, and to synthesize pri- vate and public expertise. - "WHEN ?" Guidance from the Commission was then sought as to the sequence of topics to be considered, and the appropriate mechanism for alerting the public to the meeting dates. RESPONSE: THE COMMISSION AGREED TO ADVERTISE THEIR FIRST STUDY SESSION FOR THE SECOND THURSDAY IN JANUARY, AND DIRECTED STAFF TO DEVELOP A PROCESS AGENDA FOR ORGANI- ZATION OF FUTURE MEETINGS. At the staff's request, the Commission recessed at 9:38, and reconvened at 9:50. BOARD OF ARCHITECTURAL REVIEW A. LANDSCAPE PLAN: Seattle First National Bank Drive-Up Facility (N.W. Quadrant, Tukwila Parkway at Andover Park West) Assistant Planner Mark Caughey read the staff report and explained the display drawings. The applicants were represented by David Nordfors,,Principal of Joyce /Nordfors Associates, designer of the drive -up facility. MOVED BY MR. ORRICO, WITH MR. JAMES' SECOND, TO APPROVE THE LANDSCAPE AND IRRI- GATION PLAN FOR SEATTLE FIRST NATIONAL BANK DRIVE -UP FACILITY AS DEPICTED ON EXHIBITS L -1, L -2, and L -3 OF THE APPLICATION. MOTION CARRIED 4 -0. B. LANDSCAPE PLAN: Southland Corporation Office Project (N.W. Quadrant, Upland Drive at Andover Park West) Mr. Caughey read the project staff report. Robert Ringland of Southland Corporation represented the applicants, and stated his agreement with the staff report recommendations. Condi- tion #8 of the approval action required B.A.R. review of the project landscape plan prior occupancy. The development is now under construction. As noted on Exhibit L -1, the location of the outgoing drive -up facility will be replaced by continuation of an existing planter strip. The choice of materials to be placed therein is consistent with the established parking lot landscape theme; per Exhibit L -2, the existing irrigation system will be extended to serve the new plantings. B) Drive -Up Facility Planting Concept When the planting plan illustrated on Exhibit L- l'was;presented earlier this fall, we questioned the concept of providing a rigid enclosure of deciduous trees around the periphery of the site as being too formal and not adequate to screen the public's view of project - related automobile movements. The applicant's designer explained the imperative need to adhere strictly to the proposed design solution, due to constraints of scale relative to the overall "Sea- First" site. The choice of an alternative broad -leaf evergree tree with height and scale characteristics similar to the "Norway Maple" is extremely limited due to climatic constraints of the Puget Sound region. Therefore, staff supports the proposed landscape concept depicted on Exhibit L -1. RECOMMENDATION Staff recommends approval of the landscape and irrigation plan for the Seattle First National Bank Drive -Up facility as depicted on Exhibits L -1, L -2, and L -3 of the subject application. As I mentioned to you on the telephone, I am willing to support the landscape concept before the Board of Architectural Review as you and your clients have proposed it in the building permit plan set. The Board of Architectural Review has scheduled its next meeting for 20 December 1979 at 8:00 P.M. Please submit twenty (20) copies of the planting and irrigation drawings (Sheets L -1 through L -3 of the building permit plan set) to this office by 26 November 1979. Upon receipt of these materials, we shall place the application on the 20 December agenda.. For the night of the Board meeting, we request that you bring a "full- size" color drawing of the planting plan for display purposes. The landscape and irrigation plans were submitted as part of the permit set because the landscape design is an integral part of the project concept; the buildings, lattice screen and landscaping are of equal importance. During the design and documentation phases the landscape design was made part of the docu- ments to insure that it would remain, without change, an integral part of the completed project. It was for this reason that the landscape and irrigation plans were submitted as part of the permit set. To change the landscape concept would require a change in the project concept - -a change we and our client are unwilling to accept. Our approach to the project grew out of the programmatic needs, the specific site conditions and project context. The drive -up facility is ancillary to the branch bank and by its nature smaller in scale and structure and correspondingly of different material. To further aggrevate the issue of scale, the Owner required all of the property to be developed rather than improving only that portion required for the facility (approximately one -half the site). We, as I am sure you do, applaud the Owner for this decision. To resolve this problem of scale, the concept of a park or "village green" was developed. The resulting "landscape structure" is of sufficient scale to relate to the existing bank and adjacent neighbors and be a meaningful element within the fabric of South Center. In addition, the new drive -up facilities being "contained within this landscape structure" are not required to compete with the adjacent bank building or the adjacent sea of parking. It is important that the landscape form be viewed as a complete object - -a concept which would be destroyed by planting a random variety of tree species. Mr. Mark CAughe, Seattle First National Bank Southcenter Drive -up Suggested Changes Landscape Design October 16, 1979 Page 2 With the trees and lawn from street to street, there will now be a park within a portion of Tukwila that is completely devoid of vegetation. With the generous and complete support of Seattle -First and their manager at the Southcenter Branch, we have been able to give to the community an amenity which it does not now have and which it will enjoy for many years to come. With this explanation, I am sure you will better understand the design concept as we and the Owner see it, and why your suggestions are not consistent or supportive of what we see to be a significant contribution to the visual enjoyment of all who visit South Center and travel highway 405. I asked the landscape Architect, Tom Berger, to specifically address items lc & 2c of your letter. His responses, which are attached, clarify these issues. Since Planning Commission review is required, please place this design on the earliest possible agenda. If further clarification of the design or landscaping material is required, please let me know. Proposed Acer Platanoides Screen The plant material choice and spacing are quite important to the design concept and should not be changed. The concern of the aggressive root system is well taken. However, the Norway Maple we have selected is . not considered an invasive specie and in fact is an approved street tree in the City of Seattle. 2. Proposed Prunus Laurocerasus Hedge The variety of laurel we have chosen for the mass planting at the teller's building is "Otto Luyken Laurel". The plant reaches ,a mature height of 3'-0" to 3'-6" maximum. We feel this material does not pose a security problem.. In regard to Planning Commission approval before occupancy; plans should be submitted and project placed on the agenda of the Board of Architectural Review. As you know, the project landscape plan must be submitted to, and approved by the Planning Commission before occupancy of the new drive -up facility. Thus, staff could not at this time endorse sheets L -1 through L -3 as contained in the building permit plan set. However, I am pleased that your design team has already begun work on the planting plan, since we can discuss and resolve related con- cerns well in advance of project completion. Specifically, I believe that the following points represent legitimate public concerns, and are offered for your consideration: 1. Proposed Acer Platanoides Screen a. This tree specimen is deciduous, meaning that the project will not be adequately screened during those months when . the trees are barren. We suggest that your designer con- sider a mix of several varieties of tree specimens, both deciduous and evergreen, to achieve year- around site screening, seasonal color change, and variety of growth habit and leaf texture. b. The strict on- center spacing of the tree screen seems rigid and unnatural. Please consider staggering the tree posi- tions, and possibly grouping some in groves or clusters at strategic view points in order to simulate a more realistic growth pattern. c. Our referrence indicates that this tree has a characteris- tically aggresive root system; please examine this speci- men, or any .substitute, for its potential for root damage to surface improvements or underground pipe lines, conduits or outfalls. Our concern here is not with the proposed plant specie itself, but with the relative density of landscape material immediately adjacent to the teller's building entrance. We certainly en- dorse the approach indicated from a visual quality standpoint; however, the bank's security analyst may view this proposal as a potential danger to employees in the teller building since a thief or mugger could be concealed in the mature shrubbery. If the bank or the Tukwila Police Department do not share this concern, however, the Planning Division will require no changes to this aspect of the planting plan. I would welcome the opportunity to meet with you personally to discuss the items mentioned in this letter, and any other aspect of your building per- mit approval.
