Mr. Sconzo, architect, said the parking and on -site truck maneuvering have been changed to meet the requirements of the City. He said they did not have any objections and would comply with all of the recommendations of staff. MOVED BY MR. WELSH, SECONDED BY MR. ORRICO, THAT THE PLANNING COMMISSION APPROVE THE PROPOSED ADDITION FOR THE GLOBE PLASTICS COMPANY SUBJECT TO STAFF REPORT CONDITIONS 4, 5 AND 6. MOTION CARRIED. RECESS: 10:15 - 10:20 P.M. Chairman Kirsop declared a five minute recess. The Planning Commission meeting was called back to order by Chairman Kirsop, with Commissioners and staff present as previously listed. I DSCAPE PLANS: McCANN PROJECT #447: Kjell Stoknes, OCD Director, read the staff report. Mr. Stoknes remarked that landscaping will have to be done in a manner that will accommodate fire truck entry. Chairman Kirsop remarked that the planting is shown on the east side of the building so that eliminates condition 1 and condition 2 does not seem necessary. MOVED BY MR. SOWINSKI, SECONDED BY MR. WELSH, THAT THE PLANNING COMMISSION APPROVE THE LANDSCAPE AND IRRIGATION PLANS OF McCANN PROJECT #447. MOTION CARRIED. LANDSCAPE PLANS: McCANN PROJECT #464: Kjell Stoknes, OCD Director, read the staff report. Mr. Hunt, architect, said there had been some doubt about the adequacy of the screen around the yard storage area. CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 11 July 1979 8:00 P.M. 26 July 1979 VI B AGENDA ITEM, VI J ,: LANDSCAPE PLANS: McCann Project #447 A detailed landscape and irrigation plan prepared by Weedmans Landscaping has been submitted for McCann Project #447 located at 18200 - 18298 Olympic Avenue South. The proposed landscape plan includes a 15' wide turf strip planted with 6 London Planes (a deciduous tree with maple -like leaves) placed 20' apart on center, along Olympic Avenue South. A parking area separates the turf strip from the south side of the building and an 18' planting bed next to it. The bed is to contain Vine Maples (a small deciduous tree), Euonymus (a deciduous shrub), Pyramidalis (a columnar evergreen tree), and Junipers (a low evergreen shrub). The southwest corner of the building is edged by a 25' - 30' wide turf area planted with 2 trees of an unspecified type. Three 25' x 20' planting islands are spaced 125' apart along the west side of the building. They are to be planted with Black Pines (an evergreen tree) and Junipers. Two of the islands house transformers. No landscaping is proposed for the north and east sides of the building, although the north site edge is proposed to include 5 planting areas of odd shapes and sizes. These landscape areas are to be planted with Black Pines and Junipers. A parking area to the west of the building is to be marked by parking islands planted with 1 or 2 Norway Maples (a deciduous tree) and some unspecified smaller plants. Staff recommends the Planning Commission approve the landscape and irrigation plans with the following conditions: 1. Planting be added on the west side of the building, specific treatment to be approved by planning staff prior to issuance of occupancy permit. 2. The actions which were taken on the projects are as follows: McCann Project #478 Development Plans The Planning Commission approved the development plans for the expansion of the Boeing Computer Services Building with the following conditions: 1. That the parking area be restriped to meet the proposed Off-Street Parking Area Dimensions and provide a minimum of 47 parking spaces on -site. 2. That all roof - mounted equipment be architecturally screened. .3. Provision of a 15' landscape strip along Christensen Road frontage. McCann Project #455 Shared Directional Sign The Planning Commission approved the design of the shared direc- tional sign as submitted subject to landscaping at the base of an area at least equal to the size of the sign. McCann Projects #425 and #426 Landscape Plans The Planning Commission approved the proposed landscape plans for. projects #425 and #426 with the condition that the planting plan for area "8" to be finalized upon completion of construc- tion, subject to planning staff approval. 433 -1845 Mr. Ed Hunt McCann Construction Company McCann Project #447 Landscape Plan The Planning Commission tabled the above referenced landscape plans to the regular July meeting. One of the questions which the Planning Commission had was the effectiveness of the pyramidalis screen along South Glacier Street. This relocation allows us to maintain the existing 40'+ high maple trees that would otherwise have been removed. We do however need to maintain the option of being able to construct the parking lot as originally planned if 1. This relocated parking interrupts truck door use. 2. The City of Tukwila ever requires additional parking. The above revisions /conditions constitute an amendment to the landscape proposal plans to be heard at the July 11, 1979 meeting of the B.A.R. We request that these revisions/ conditions be included in the landscape proposal. LANDSCAPE PLANS: McCANN PROJECTS #425 AND #426: Fred Satterstrom, Planning Supervisor, read the Staff Report, stating the detailed landscape and irrigation plan prepared by Weedman's Landscaping has been submitted for McCann Projects #425 and #426, located at 305, 325, 335 to 355 Upland Drive. He said the proposed landscaping is designed to define parking areas and driveways entrances. Landscaping has not been proposed for the east and west site boundaries. The design for one planting island located at the end of the cul -de -sac on Midland Drive will be available on completion of construction. Mr. Satterstrom said staff recommends the approval of the landscape and irrigation plan with the conditions that plans include additional plantings for the east and west boundaries of the site, specific treatment to be approved by planning staff prior to issuance of occupancy permit; planting plan for area "8" to be finalized upon completion of construction, subject to planning staff approval. Mr. Hunt said he would like to comment about the additional plantings for the east and west boundaries of the site. These boundaries are the railroad spur tracks for the two buildings. Area "8" has been left without a design for a reason. The owner of the buildings has a particular piece of sculpture that he wishes to exhibit and he will landscape around it. Prior to completion the owner will submit a plan for staff approval. Mr. Satterstrom said in view of the railroad spurs he would like to withdraw the requirement of plantings on the east and west boundaries of the site. MOVED BY MR. WELSH, SECONDED BY MR. A parking area to the west of the building is to be marked by parking islands planted with a deciduous tree and smaller plants. Mr. Satterstrom said he recommended approval of the landscape plan with the condi- tion that planting be added on the west side of the building to be approved by planning staff and specification of all plantings be subject to staff approval within 30 days from date of Planning Commission approval of landscape plan. Mr. Kirsop asked if the east side of the building is railroad spur? Mr. Hunt said no it is an undeveloped site to the east and it was his thought that it should be a natural grass area. Mr. Hunt said they would like to withdraw the application at this time due to the revision that has been made. Mr. Satterstrom said a revised landscape plan was received this date and he requested it be on the agenda of the regular July meeting. LANDSCAPE PLANS: McCANN PROJECT #464: Fred Satterstrom, Planning Supervisor, read the Staff Report, stating a detailed landscape and irrigation plan had been submitted for Southcenter South Industrial Park Building #464, located at 6601 South Glacier Street. He said the proposed landscape plan includes a variety of plant types close to the front of the building such as vine maples and several types of evergreen shrubs. A yard storage area to the west is defined by evergreen shrub and juniper. Land- scape treatment to the east, south, or southwest site has not been indicated. It was staff recommendation that approval to the landscape and irrigation plan be subject to the following conditions: The yard storage area be screened on all visible sides with more and larger planting or an aesthetically pleasing fence; specific treatment to be approved by planning staff prior to issuance of occupancy permit and additional planting be added to the plan for east and west property lines to be approved by planning staff prior to issuance of occupancy permit. Mr. Hunt said conditions 1 and 2 are the same area east and west. There are rail- road spurs to be constructed to the south. He said the storage yard will be visi- ble from the parking lot next to it. He said he would like to know what staff would or would not approve. Mr. Hunt said the storage yard is for pipes in 20 feet sections. They would not be stored to any great height because of their size and length. They would not be visible from any of the public streets. It would be visible from the south. The storage area does not need to be fenced for security reasons, just to be hidden. Mr. Kirsop suggested a chain link fence with ivy growing on it. Mr. Satterstrom said it would be quite difficult to screen 20 -foot lengths of pipe. Mr. Hunt said they will lie flat and they vary in size from 2 feet to 12 inches in diameter. Mr. Satterstrom said the most crucial area for the landscaping is along Glacier Street and the screening that will or will not provide screening of the pipe. He said it was his thought that a fence should be built.
