Enclosed is a copy of the minutes of the regular meeting of the Tukwila
Planning Commission of 27 September 1979. Landscape and irrigation .
plans for the Doubletree Lodge, as depicted on Exhibits A through F of
the application, where approved at that meeting, subject to the follow-
ing condition:
. Addition of malus (red crabapple) trees within the paved
portions of the parking area by use of pavement cut -outs,
subject to staff approval prior to occupancy of the hotel
structure.

Fred Satterstrom read the staff's analysis and recommendations relative to this
proposal.
Tim Dubois, representing Doubletree Lodge, agreed with the staff's suggestion of
adding trees within the parking area, but would like to use a staggered - siting
arrangement of the Malus specie, and no irrigation network.

FOR DOUBLETREE LODGE, PER EXHIBITS A THROUGH F AND ACCORDING TO THE FOLLOWING

Bob Fehnel, representing Benaroya Company presented a s model of the pro-
ject, and indicated agreement with the staff report . endations. However,
their company would like to retain the option to wood or brick on the
restaurant exterior. The Commission indicate • - lingness to allow flexibility
on this point.

The plant material selected
for this project emphasizes
the relatively large geo-
graphic and architectural
scale of the Doubletree com-
plex. Trees such as the
Douglas Fir and Malus (Crab-
apple) varieties, as well as
Dogwood shrubs and Portugal
Laurel all enforce the con-
cept of tall, dense growth,
dark foliage and seasonal
color variation. Areas
which are intended for view-
ing at a pedestrian's walk-
ing speed and eye level are
placed at strategic waiting
and gathering places near the
motel building will be planted
with more delicate and detailed
materials, as depicted on Exhi-
bit C.

Section 18.56.055 (TMC) requires a public street frontage landscape parkway of 15'
minimum width in the C -M zoning district. However, the landscape strip adjacent to
Southcenter will measure approximately 5' - 6' in width, as approved by the Planning
Commission at its July 26, 1979. As you may recall, the usual 15' parkway planting
strip requirement was reduced to allow inclusion of a deceleration lane on the east
edge of Southcenter Boulevard as recommended by the Public Works Department.

Staff Report
While the proposed landscape plan is acceptable as shown, staff suggests that
additional trees be placed in the parking area, using pavement cut -outs and
protective bollards as shown below:

This technique would not only enhance the appearance of the site by "softening"
the parking lot's hard surface textures, but would provide shading and intercept
some reflected heat from the parking area into lower story windows of the build-
ing on warmer days of the year. .
1. Addition of shading trees within the paved portions of the parking area by
use of pavement cut -outs. These shall be served by automatic irriga-
tion. The quantity, location and specie of these trees shall be subject to
staff approval prior to occupancy of the hotel structure.
