Berger Thomas Berger Landscape Architecture 2021 Minor Avenue East Seattle, WA 98102 ATTN: Paul Bianchi RE: Landscape Plan: Xerox Building (Tukwila) Dear Mr. Bianchi: The Tukwila Planning Commission considered your proposed landscape plan for the Xerox Building at their regular August meeting, held 23 August 1979. Please be informed that the Planning Commission approved the pro- posed revised plan with the following conditions: 1. Additional bulk planting along the east site boundary to supplement the ivy ground cover, specific treatment subject to planning staff approval prior to issuance of occupancy permit. 2. Automatic irrigation and planting be included for the area between the parking lot and the edge of the curb of Southcenter Boulevard as improved, specific treatment subject to planning staff approval prior to issuance of occupancy permit. Planting should include lawn, groundcover, and shrubs similar to other landscaping in front of building. Please also note that the Planning Commission approved the submitted plans with the assurance that the "additive alternates" were no longer optional elements but had become a part of the revised proposal. PROVISION OF SPECIFICATIONS FOR MATERIALS TO BE USED FOR ALL SUBDIVI- SION IMPROVEMENTS; 4. PROVISION OF WALKWAYS ALONG ONE SIDE OF SUBDIVISION STREETS; SIDEWALK TO EXTEND TO THE RADIUS OF CUL -DE -SAC STREET; 5. PROVISION OF CORNER POINT SURVEY MARKERS FOR INDIVIDUAL LOTS WITHIN THE SUBDIVISION; 6. PROVISION OF A BILL OF SALE FOR UTILITIES; 7. BOARD OF ARCHITECTURAL REVIEW LANDSCAPE : XEROX Fred Satte trom, Planning Supe isor, read the staff report which included a review of the p posai and recommendations. Mr. Paul Bianchi, Thomas L. Berger Landscapers, said the alternates have been approved and they will be installed. He said they would work with the City staff on the screen on the east site. Mr. James asked why they were required to plant down to Southcenter Boulevard when the Schneider Building and the City Hall were not required to do so. Al Pieper, Building Official, said the Public Works Department originally planned to develop Southcenter Boulevard in 1979 and by widening the street, the ings of the Schneider Building and City Hall would come to the edge of the improved street. The improvement will not take place until 1980 and when it is done the planting will be to the edge of Southcenter Boulevard. Mr. Kirsop said all of the alternatives have been approved and will be taken care of which will include all of recommendations 2, 3, 4, 5, and 7. MOVED BY RICHARDS, SECONDED BY ORRICO, THAT THE PLANNING COMMISSION APPROVE THE LANDSCAPE AND IRRIGATION PLANS WITH THE FOLLOWING CONDITIONS: 1.. MOTION CARRIED. LANDSCAPE PLANS: PARKWAY PLACE Fred Satterstrom, Planning Supervisor, read the staff report. Steven Koehler, applicant, said the parking on the site is such that the cars overhang into the planting area. They would like to have a planting of heavy ivy ground covering. He said if a regular sprinkling system is put in, it will water the cars. He suggested a "soaking" type irrigation system that is underground. The location and screening of the dumpster was discussed. W. Simpson said the dumping of the dumpster is done at night so it does not interfere with traffic in the parking lot. He said they would build a green painted fence around it, with a planting of trees. Mr. Kirsop suggested the landscaping be coordinated,with the Doubletree. MOVED BY ORRICO, SECONDED BY RICHARDS, THAT THE PLANNING COMMISSION APPROVE THE LANDSCAPE AND IRRIGATION PLANS WITH THE FOLLOWING CONDITIONS: 1. EXTEND THE UNDERGROUND IRRIGATION SYSTEM TO INCLUDE THE PLANTING AREA ON THE EASTERN SITE BOUNDARY, SUCH IRRIGATION SYSTEM TO BE OF A "SOAK- ING" TYPE TO BE APPROVED JOINTLY BY THE PUBLIC WORKS DEPARTMENT AND THE PLANNING DEPARTMENT; 2. LOCATION OF DUMPSTER BE CHANGED TO ANOTHER LOCATION, SUCH LOCATION TO BE MUTUALLY AGREED UPON BY THE APPLICANT AND PLANNING STAFF. MOTION CARRIED, WITH MR. JAMES VOTING NO. SIGN REVIEW XEROX BUILDING Al Pieper, Building Official, read the staff report, stating the proposed sign . would not violate any of the TMC requirements. MOVED BY ORRICO, SECONDED BY JAMES, THAT THE PLANNING COMMISSION APPROVE THE APPLICATION FOR A SIGN TO BE PLACED ON THE XEROX OFFICE BUILDING. MOTION CARRIED. OTHER BUSINESS PROPOSED RIVERTON ZONING: STUDY SESSION The Planning Commission members present and Fred Satterstrom, Planning Supervisor, had a study session on the proposed Riverton zoning. CI T Y OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 23 August 1979 8:00 P.M. AGENDA ITEM . VI A LANDSCAPE PLANS: Xerox Building A detailed landscape and irrigation plan prepared by Thomas L. Berger, Landscape Architect, has been submitted for the Xerox Building located at 6400 Southcenter Boulevard. The proposed landscape plan is very complicated and consists of one group of plants to be installed initially and 5 "additive alternates" to be installed if or when the development budget allows. There are also 4 "additive alternates" to the irrigation plan. More information regarding the inclusion of "additive alternates" will be available from the Landscape Architect when the B.A.R. meets, as project bids will have been received by then. The planting to be installed initially includes 7 Norway Maple trees and a ground cover of barren strawberry plants to be located in a parking island in the upper parking lot at the north end of the site. To the west of the entrance to the site, a planting area is proposed to contain a sawleaf zelkova tree with rhododendrons and doublefile viburnums around it and a barren strawberry groundcover. To the south and east of the building, planting areas are proposed which will con- sist mainly of lawn areas and flowering cherry trees. A landscape area on the west side of the building is to be planted with Western Hemlock trees, cut leaf sumac bushes and a barren strawberry ground cover. The largest variety of planting is to occur on the north side of the building where such plants as western hemlock, rhododendron, azalea, vine maple, yoshino cherry, viburnum, and ground covers of dwarf periwinkle or barren strawberry are proposed. A groundcover of English ivy is proposed for a landscape strip on the east site boundary and no planting is proposed for the strip along the south site edge which faces Southcenter Boulevard. The proposed irrigation plan covers all planting areas except along Southcenter Boulevard. However, some parts of the irrigation plan are additive alternates and may or may not be installed depending on the budget. The location of the dumpster was not approved with the site plan. It has now been moved from the previous location in the northwest corner of the site to just south of the upper parking lot along the west site edge. A list of the additive alternates follows: RECOMMENDATION: Planning Commission Page 2 Staff Report 23 August 1979 1. A grouping just north of the building. Includes 3 winterhazel, 12 rhododen- dron, 41 azalea, 5 double file viburnum. 2. A landscape strip along the southwest edge of the site. Includes 6 rhododen- dron, 12 azalea, 14 staghorn sumac, 77 rock rose. (Alt. 6is irrigation for this area.) 3. A landscape strip that runs along the entire northern edge of the site. Includes 55 roundleaf laurustinus, 20 sword fern, and a barren strawberry ground cover. 4. A 'strip directly west of the building. grape, 38 azalea. 5. Scattered in the planting area north of viburnum, 2 rhododendron, 11 mahonia. 6. 8 heads and pipe of valve V -7B. 7. Valve V -10, pipe, and heads. 8. Staff recommends the Commission approve the landscape and irrigation plans with the following conditions: 1. Additional screen planting along the east site boundary to supplement the ivy ground cover, specific treatment subject to planning staff approval prior to issuance of occupancy permit. 2. At least one group of the following from additive alt. #1 be mandatory. Rhododendrons, azaleas, or winterhazel in the area bordered by Yoshino cherry trees just north of the building. 3. Additive alternate #2 be mandatory. 4. Additive alternate #3 be mandatory and if not initially installed then .a bond be held by the City until that portion of landscaping is completed. 5. At least one group from additive alternate #4 be mandatory. 6. Automatic irrigation and planting be included for the area between the parking lot and the south boundary of the site facing Southcenter Boulevard, specific treatment subject to planning staff approval prior to issuance of occupancy permit. 7.
