Prior to final certification of occupany, we would appreciate the
opportunity to resolve with the developers some minor site /landscape
concerns raised during the Planning Commission review stage.

The Tukwila Planning Commission considered the landscape plan for the
Parkway Place project at their regular August meeting, held 23 August
1979. Please be informed the Planning Commission approved the proposed
landscape and irrigation plan with the following conditions:
1. The underground irrigation system be extended to include the
planting area on the east site boundary, such irrigation sys-
tem to be of a "soaking" type to be approved jointly by the
Public Works Department and the Planning Division.
2. The location of the dumpster be changed, such location to be
mutually agreed upon by the applicant and planning staff.

2. AUTOMATIC IRRIGATION AND PLANTING BE INCLUDED FOR THE AREA BETWEEN
THE PARKING LOT AND THE EDGE OF THE CURB FACING SOUTHCENTER BOULEVARD
(1980 IMPROVED CONDITION), SPECIFIC TREATMENT SUBJECT TO PLANNING
STAFF APPROVAL PRIOR TO ISSUANCE OF OCCUPANCY PERMIT.

ANDSCAPE PLANS: PARKWAY
Fred Satterstrom, Planning S ervisor, read the staff report. Steven Koehler,
applicant, said the_pax g on the site is such that the cars overhang into the
planting area.--Thty would like to have a planting of heavy ivy ground covering.
He said if a regular sprinkling system is put in, it will water the cars. He
suggested a "soaking" type irrigation system that is underground.
The location and screening of the dumpster was discussed. Mr. Simpson said the
dumping of the dumpster is done at night so it does not interfere with traffic
in the parking lot. He said they would build a green painted fence around it,
with a planting of trees.
Mr. Kirsop suggested the landscaping be coordinated with the Doubletree.
MOVED BY ORRICO, SECONDED BY RICHARDS, THAT THE PLANNING COMMISSION APPROVE THE
LANDSCAPE AND IRRIGATION PLANS WITH THE FOLLOWING CONDITIONS:
1. EXTEND THE UNDERGROUND IRRIGATION SYSTEM TO INCLUDE THE PLANTING AREA
ON THE EASTERN SITE BOUNDARY, SUCH IRRIGATION SYSTEM TO BE OF A "SOAK-
ING" TYPE TO BE APPROVED JOINTLY BY THE PUBLIC WORKS DEPARTMENT AND
THE PLANNING DEPARTMENT;
2. LOCATION OF DUMPSTER BE CHANGED TO ANOTHER LOCATION, SUCH LOCATION TO
BE MUTUALLY AGREED UPON BY THE APPLICANT AND PLANNING STAFF.

LANDSCAPE PLANS: Parkway Place
A detailed landscape plan prepared by Robert Billsbrough Price F.A.I.A. E, Associates
and an irrigation plan prepared by Richard Simpson for Pacific Landscape Service
have been submitted for the Parkway Place Office Building located at 16400 South -
center Parkway, on the southeast corner of Southcenter Parkway and Strander Boulevard.
The proposed landscape plan includes 10 crimson maple trees spaced 18' apart on
center along Strander Boulevard. The trees are slightly off center in a 15' wide
landscape strip, the width being a code requirement of the C -M zone. A 5' wide
sidewalk separates the landscaping and the street.
Along Southcenter Parkway a 5' wide sidewalk separates the street and
landscape strip. A code revision approved by the Planning Commission
26, 1979 meeting called for a 5' sidewalk and a 5' landscape strip in
accommodate the addition of a turn lane on Southcenter Parkway.
Additional crimson maples line the private road that leads to the new
complex as well as to the Parkway Place Building.
The east site edge is planted with a groundcover of English ivy.

Near the building in small planting areas are groupings of Canadian Hemlock trees,
flowering cherry trees, rhododendrons, azaleas and photinias. Sod covers one plant-
ing area and English ivy is the groundcover for all other planting areas.
Flowering cherry trees and a few rhododendrons mark the site corners and driveways
and 10 flowering cherry trees line a parking island which runs parallel to Strander
Boulevard.
The irrigation system covers all planting areas except the strip along the east site
boundary.
A dumpster is provided in the northeast corner of the site and is to be surrounded by
a wood screen painted green. The dumpster location has not yet been approved.
Staff recommends the Commission approve the landscape and irrigation plans with the
following conditions:
1. Extend the underground irrigation system to include the planting area on
the eastern site boundary.
2. Additional planting be provided on the eastern site boundary, specific
treatment to be approved by planning staff prior to issuance of occupancy
permit.
3. Location of dumpster be changed to the southeast corner of the site to
avoid unnecessary traffic problems.
