Seattle, WA. 98108 Attn: Rudi Maynard Re: Canyon Parking Area - Lighting Plan In accordance with Stipulation 3 of Ordinance 1140, the Tukwila Police Dept. has reviewed the parking area lighting diagram dated 4/18/80, and offers the following recommendations: 1) "Planned two poles provide a minimum of lighting but have very little crime deterent value." 2) "Placement of a third unit at the extreme west end of the site is recommended. The proposed west -most pole should be relocated approximately 5 stall- widths farther east." These changes have been noted on your grading permit plan set which has been approved by this office and returned to the Building Dept. The landscape irrigation plan by Ralph Mickelson is also approved :per stipu- lation 2 of the Board of Architectural Review's action of 15 November 1979. Plaza West At its regular meeting of 15 November 1979, the Board of Architectural Review approved the subject landscape plan, according to Exhibit A of the application with the following conditions attached: 1. Exhibit A shall be modified to reflect compliance with con - siderations enumerated in Section II of the project staff re- port of 15 November 1979. 2. Prior to beginning construction of improvements on this site, applicants shall submit for staff approval an irrigation system diagram for ornamental planting areas. Planning Commission Page 6 Minutes- 15 November 1979 Joel Benoliel, representing the Benaroya Company, stated his agreement with the staffs' findings and conclusions, and directed the Commission's attention to the zoning plat on display, noting that it matched the legal description of the rezone area accompanying the staff report. In response to Chairman Kirsop's question, Mr. Benoliel stated that his company would have no difficulty meeting the area lighting requirement discussed in the staff report. In response to Mrs. Avery's question, Bob Fehnel of the Benaroya Company explained that pedestrians will cross the adjacent rail easement at the same point as will vehicle traffic due to a 41/2' grade difference along the mutual limit of the parking area and rail easement. MOVED BY MR. SOWINSKI, WITH MR. ORRICO'S SECOND, TO APPROVE APPLICATION 79 -34 -R SUBJECT TO CONDITIONS AS FOLLOW: 1. THAT THE RECOMMENDATION OF APPROVAL IS BASED ON EXHIBITS A, B, AND C OF APPLICATION 79 -34 -R, EXCEPT AS MAY BE AMENDED BY THE FOLLOWING CONDITIONS: 2. PRIOR TO CONSTRUCTION OF THE PARKING FACILITY, THE APPLICANTS SHALL OBTAIN TUKWILA PUBLIC WORKS DEPARTMENT APPROVAL OF A COMPREHENSIVE GRADING, DRAINAGE AND CONSTRUCTION PLAN FOR THE SITE. 3. AREA LIGHTING DETAIL DRAWINGS SHALL BE FURNISHED TO THE PLANNING DIVISION FOR REVIEW AND APPROVAL PRIOR TO BEGINNING CONSTRUCTION ON THIS SITE. 4. PRIOR TO CONSTRUCTION OF THE PROJECT, THE APPLICANTS SHALL OBTAIN APPROVAL FROM THE BOARD OF ARCHITECTURAL REVIEW OF A PLANTING AND IRRIGATION SYSTEM PLAN FOR THE FACILITY. BOARD OF ARCHITECTURAL REVIEW SHALL BE REQUIRED FOR ANY FUTURE PROPOSAL FOR CONSTRUCTION OF STRUCTURE ON THE SUBJECT SITE. 5. CONSTRUCTION OF THE PARKING FACILITY SHALL PROCEED IN A MATTER WHICH PREVENTS DISTURBANCE OF THE ADJOINING TOE -OF -STOPE AND ALL SIGNIFI- CANT TREES IN THE IMMEDIATE VICINITY OF THE WORK. BACKGROUND At its 15 November 1979 meeting, the Planning Commission recom- mended to the City Council approval of appropriate rezoning for construction of a parking area within a small "Canyon" portion of the hillsides adjoining the westerly limits of the Parkway Plaza development. Condition 4 of the rezoning approval requires Board of :Architectural review of proposed landscaping for this project. II. ANALYSIS Enclosure: Exhibit "A" CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 15 November 1979 8:00 P.M. LANDSCAPE PLAN: CANYON PARKING AREA - PARKWAY PLAZA WEST The plant materials selected for this project are intended to coordinate with the generally - established landscape design theme of Parkway Plaza West. Staff is satisfied with the landscape plan Exhibit A as submitted, but suggests your consideration of the following: A. Plant material located within the limits of the adjoining railway easement be relocated outside thereof. B. Elimination of the second -most easterly Prunus Cerasifera, and relocation farther east of the easterly -most unit of that same specimen, as depicted on Exhibit "A ", to promote safe site - distance for motorists. C. Placement of shade trees within the paved portion of the site at 30'. interval through use of pavement cut -outs. RECOMMENDATION Staff recommends approval of the landscape plan for the Canyon parking area as depicted on Exhibit "A ", according to the following conditions: 1. Exhibit A shall be modified to reflect compliance with considerations enumerated in Section II of the project staff report of 15 November 1979. 2. Benaroya Co. 5950 Sixth Avenue South Seattle, Washington 98108 MC /ckh 15 October 1979 RE: BOARD OF ARCHITECTURAL REVIEW - "CANYON PARKING AREA" LANDSCAPE PLAN On Friday October 12, 1979, I met with Joel Benoliel, legal counsel for the Benaroya Company, and together we determined that construction of the canyon parking area must be prefaced by an application for rezoning of the site. It is premature at this point to analyze a concise landscape plan for this project until the exact location and dimensions of the planter strips, aisleways and so forth are approved by the Planning Com- mission at the rezoning • hearing. Therefore, we are withholding your application for landscape approvals from the B.A.R. agenda of 25 October 1979 until the zoning matter is resolved. CHITTOCK LANDSCAPE ARCHITECT 2021 BROADWAY EAST SEATTLE, WASHINGTON EAST 5 - 8171 1. GRADING AND GROUND PREPARATION a. The contractor shall excavate planting areas 8" or more to remove all asphalt, gravel & debris & pit run, for acceptable soil from finished grade. All lawn areas excavated and filled with sandy soil. b. Contractor shall fill planting areas with 24" of acceptable soil. Leave 2" down from bed edge and mound. 1. Lawn areas to be filled to grade 6" or more & graded to drain. c. All planting areas shall be graded and raked to an even, fine grade. as shown by building site plan; removing any rocks or other foreign material. d. Acceptable soil shall be natural sandy loam. e. All planting areas after planting shall be raked to an even, fine . grade around all plants to facilitate natural run -off of water. f. All planting areas after planting, shall have a 22" Fir Bark cover. Plant itself will not be covered, but will have leaves fully exposed with fir bark to plant base. 2. PRUNING a. All trees and shrubs planted on site are to be pruned 'in accordance with good nursery practice; including removal of broken and dead limbs and removing same'from site. Stakes for single staking shall be sound wood in uniform size, capable of standing in the ground at least two (2) years. They shall be at least 2x2 actual dimensions and not less than 8' in length. c. Ties shall be 1" rubber garden hose (cut hose) looped once around trunks and secured to stake with 18 or #10 galvanized wire. 4. PLANTS AND PLANTING a. Planting to be started only after site work has been completed and after approval to commence work by supervising architect. Once work has been commenced on landscaping; NO PERIODS OF DELAY WILL RESULT. Landscape Architect may change locations of plants or trees.at no extra cost to owner. b. . Plants to be provided as shown on Plant list of Plan. c. Plants shall be fresh, will established, vigorous, of natural habits of growth, free of disease, insects, insect larvae. Plants shall be acclimated, nursery grown (unless approved) and conform to American Standards for Nursery Stock. d. All plants and plant material shall have the form and compactness of natural growth reasonable for good nursery and Landscape Practice. unless otherwise on plant list by Landscape Architect. Grading quality definitions and grading tolerances shall be no less than American Standard for Nursery Stock, American Association of Nursery- men, Inc. 5. FERTILIZER a. Approved brand commercilal fertilizer 6% nitrogen, 10% phosphorus, and 5% . potash. 5# per 100 sq. ft. b. Commercial fertilizers known as 6 -10 -5 shall consist of the following guaranteed percentages, delivered in sacks with manufacturers label showing weight and analysis attached to each sack. Nitric 1% Ammoniacal 3% Organic 2% Total Nitrogen 6% Phosphoric 10% Potash 5% c. All trees to have a 2yr. tree fart. pellet, as per manufacturers directions such as Agriform. 4 PAGE THREE CONT, SPEiFICATIONS BENAROYA BUSINESS PARK NORTH 6. GRAVEL a. 5/8" round gravel. 7. MAINTENANCE a. Maintenance shall begin after each plant, and shall continue in accordance with the following requirements. 8. FINAL INSPECTION Maintain plants in vigorous, thriving condition by water, culti- vating and spraying, if required, and other necessary operations. Re -plant any damaged plants or areas promptly, until final inspection. Any plants not in good condition, or that die shall be replaced up to one year from time of installation, This shall apply to plants that have been reasonably cared for by owner. Landscape Architect shall decide; HIS WORD SHALL BE BINDING. a. Final inspection of work and planting will be made at conclusion of maintenance; written notice requesting inspection shaould be sub- mitted at least 10 days prior to anticipated date. For this inspection site must be thoroughly cleaned and all debris removed from site. b. Replace as soon as weather conditions permit, all dead plants and plants not in vigorous, thriving condition at time of final inspection. c. Plants used for replacements shall be of the same kind and size specified in the plant list. They shall be furnished, planted and maintained as specified. d.
