Approval At its meeting of 20 December.1979, the Board of Architectural Review approved the landscape and irrigation plan for the Southland Corporation Office Building as depicted on Exhibits L -1 and L -2 of the application, according to the follow- ing condition: 1) Addition of plant material, subject to staff approval; on the end of the center parking stall system at the west side of the site. Mark Caughey Assistant Planner MC /mkb Enclosure: Minutes - 20 December 1979 Planning Commission Minutes Mr. Dubois, respondi g to Mr. Richard's earlier comments, stated that the business community intends no offense by their committee system suggestion; rather, they wish to re- affirm th value of this method as realized during the Comprehensive Plan revision proces , and to express their willingness to contribute to the zoning ordinance review process in a meaningful and cooperative manner. AFTER LIMITED DEBATE, THE CONCENSUS OF THE PLANNING COMMISSION IS TO OPERATE AS A COMMITTEE -OF -THE -W OLE IN A WORK- SESSION FORMAT, WITHOUT CREATING AN AD -HOC ADVISORY COMMITTEE S STEM. HOWEVER, THE COMMISSION URGED THOSE WHO SHARE A COMMON SET OF CONCERNS ABOU THE ZONING ORDINANCE REVISION PROCESS TO WORK TOGETHER INFORMALLY TO FORMULATE RECOMME DATIONS AND TO CALL UPON THE CITY STAFF FOR ASSISTANCE AS NEEDED. Bruce Bather, repres-nting the Koll Company, then stated that the Tukwila Industrial Council's suggestion of a committee system was intended to avoid development of an adversary climate be ween the city and business community, and to synthesize pri- vate and public expertise. "WHEN ?" Guidance from the Commission was then sought as to the sequence of topics to be considered, and the appropriate mechanism for alerting the public to the meeting dates. RESPONSE: THE COMMISSION AGREED TO ADVERTISE. THEIR FIRST STUDY SESSION FOR THE SECOND THURSDAY IN JANUARY, AND DIRECTED STAFF TO DEVELOP A PROCESS AGENDA FOR ORGANI- ZATION OF FUTURE ME :TINGS. JAMES' SECOND, TO APPROVE THE LANDSCAPE AND IRRI - GATION PLANS FOR SOUTHLAND CORPORATION OFFICE BUILDING AS DEPICTED ON EXHIBITS L -1 and L -2 OF THE APPLICATION, ACCORDING TO THE FOLLOWING CONDITION: 1) ADDITION OF PLANT MATERIAL, SUBJECT TO STAFF APPROVAL, ON THE END OF THE CENTER PARKING STALL SYSTEM AT THE WEST SIDE OF THE SITE.' MOTION CARRIED 4 -0. C. DEVELOPMENT PLAN: Grainger Building Addition /Remodel' (S.E. Quadrant, Strander Blvd. @ Andover Park East) Assistant Planner Mark Caughey read the staff report and displayed the project color board prepared by the applicant's designer. Ernest Patty was present to represent the applicant. Mr. Richards questioned the utility of the two existing parking spaces at the S/W corner of the site. After some debate on the matter, the Commission agreed not to recognize this area as part of the total off - street parking provided for the project. In response to the Chairman's inquiry, Mr. Patty explained that no reduction in existing landscaping is planned, and that the proposed building addition area of the site is currently unimproved. The Commission then discussed the proposed painted concrete exterior finish of the building addition. Mr. Patty explained the practical difficulties associated . with matching the existing aggregate surfaces. The Commission's consensus was to accept the designer's solution as presented and allow the metal roof element shown on Exhibit B to create a visual unity between the existing and new building sections. The Commission discussed staff's concern relative to the alignment of the S/W curb - opening, and decided to defer resolution of the matter to the public works staff. MOVED BY MR. RICHARDS, WITH MR. ORRICO'S SECOND, TO APPROVE THE GRAINGER BUILDING REMODEL /ADDITION APPLICATION AS DEPICTED ON EXHIBITS "A" AND "B ". THEREOF, SUBJECT TO THE FOLLOWING CONDITIONS: 1) THAT THE APPLICANTS SHALL SUBMIT FOR STAFF APPROVAL PRIOR TO OCCU- PANCY OF THE PROPOSED ADDITION A COMPREHENSIVE LANDSCAPE AND IRRI- GATION SYSTEM PLAN DEPICTING NEW MATERIALS TO BE ADDED TO THE ADDI- TION AREA AND ADJACENT TO THE BUILDING, AND DEPICTING REPLACEMENT OF ANY EXISTING DAMAGED OR DISEASED PLANTINGS. 2) THAT THE APPLICANTS SHALL OBTAIN APPROVAL OF COMPREHENSIVE SITE UTILITY SERVICE AND PUBLIC FACILITY IMPROVEMENT DRAWINGS AS MAY BE REQUIRED BY THE PUBLIC WORKS DEPARTMENT PRIOR ISSUANCE OF A BUILDING PERMIT, INCLUDING REVIEW OF THE CURB -CUT LOCATION AT THE SOUTHWEST CORNER OF THE SITE FOR 'CONFORMANCE WITH. OFFTCF RIITI fTNG INTRODUCTION Development plan approvals for the Southland Corporation office complex were approved on 2 May 1979. At that time, the Board of Architectural Review required submittal of a land- scape plan for its approval prior to occupancy of the project. Enclosure: Exhibits L -1, L -2 C - M ANALYSIS The proposed planting plan is of particularly high quality in its arrangement and variety of materials. An especially- interesting feature of the plan is the use of special trees and shrubs to accent the project's entry points from the street, and the building's doorways. By apparent oversite, no plant materials are specified for the end of the center parking stall system at the west end of the site. Perhaps some additional "Raphiolepis Indica" could be used here, similar to other portions of the parking area. RECOMMENDATION Staff recommend approval of the landscape and irrigation plan for Southland Office Building as depicted on Exhibits L -1 and L -2 of the application, according to the following condition: 1) Addition of plant material, subject to staff approval, on the end of the center parking stall system at the west side of the site. 11101W f...I.
