CHARTWELL DRAFT EIS
MEMORANDUM
To recapitulate our discussion this morning regarding the proposed Tukwila City
Center project by Chartwell, I reiterate the following points as my main concerns:
1. Waiver Application. Chartwell has already received preliminary waiver
approval for their conceptual treatment of the site, the pond in particular.
In order for the City Council to approve a final waiver, it appears necessary
that Chartwell'submit detailed plans and drawings for the treatment of the
pond, since it is this element of the project which requires waiver approval,
(SEE, Section 3.2 of Ordinance #1035). Such plans and drawings should include,.
at a minimum, the size, location, edge treatment, and depth of the pond, in
addition to any phasing and water quality maintenance plans which would affect
the pond area. This specific information, together with the general assess-
ment included in the draft EIS, would (might) enable the Council to render a
decision on the final waiver application. Final or detailed drawings of
each individual building in the project would not be required; only the aspects
of the buildings which were related to their impact on the pond i.e.,
size, shape, use would need to be ascertained at the time of final waiver
application. Hence, the developer would not be forced to provide expensive,
detailed construction plans for each specific building prior to the City's
general approval of the overall scheme.
2. Phasing. As we know and as we discussed, the Chartwell project, if approved,
will be phased. As stated in the project draft EIS, construction will be
stretched over the period of 1980 1985, or about 5 -6 years. The draft.
EIS is vague with regards to phasing particulars of the project. ' is not
certain at this time, nor is it directly addressed in the draft EIS, how the
phasing activities of construction will impact the pond environment. Chart -
well's plans are not clear as to when the total modified pond environment will
be completed. Numerous changes are proposed to the pond increasing pond
edge habitat, fluctuation in water levels, creation of an island, plantings,
and others but it is unclear whether these modifications are intended to be
done in phases, like the construction activities, or all at once, which we
discussed as perhaps the most desirable alternative. In any case, it appears
that more detailed plans and information concerning treatment of the pond over
the different phases of construction, will impact the pond environment.
I thought our discussion of the proposed Chartwell project was beneficial for me;
I hope it was the same for you. As a suggestion, we might consider holding an inter-
departmental meeting on the project and see what other departments think as well.

Please find attached the drawings showing the development proposed for the City
Light Pond. It includes the following:
1. + 6,240 parking stalls in a two level structured garage plus some
surface parking.
2. 800,000 square feet of retail space surrounding an enclosed mall.
3. 600,000 square feet of office in multi -level buildings.
4. 600,000 square feet of hotel space (775 hotel rooms plus restaurants,
banquet rooms).
As you can see, the proposal is quite dense, (2 million square feet of building)
yet retains the pond.
The attached drawings represent the development upon which a preliminary environ-
mental impact statement will soon be circulated on. Each of your departments
will receive a copy of that impact statement.
Each of your departments has expertise in your areas of jurisdiction. It is
essential that you identify the problem areas and be a part of the solution,
including identifying any necessary conditions on the development. 0.C.D. is
operating as the coordinator of information.
Please circulate this to other departments as soon as possible. This is just
preliminary information. No action is being requested from you at this time.
