Page 3 Minutes 25 January 1979 Mr. William Gorjance, 16604 - 53rd Avenue South, stated his concern with the access. In severe weather, the proposed finished grade of the cul -de -sac would cause a serious access problem and traffic hazard. At the present time when there is snow or ice, 54th Avenue South is blocked off. He asked, "Why access could not be provided to Slade Way ?" Mr. Hogsett responded that he had attempted to acquire additional property to the north so that they could have access onto Slade Way, but the property owners were not interested in selling at this time. Chairman Avery closed the public hearing. Planning Commission discussion continued on items #1, 2, and 10 of the staff report. Mr. Bowen asked Mr. Chou to explain again what he had suggested on item # Mr. Chou clarified his position by stating that the slope should be limited to the building site area and not the entire lot. MOTION BY MR. SOWINSKI AND SECONDED BY MR. BOWEN TO TABLE (THE PRELIMINARY PLAT OF BEL CREST HEIGHTS) UNTIL THE NEXT REGULAR MEETING TO ALLOW THE APPLICANT TIME TO PROVIDE THE PLANNING COMMISSION WITH A MORE COMPREHENSIVE SITE PLAN TO EVALUATE THE LOT LAYOUT AND SPECIFICALLY ADDRESSING A CLEARER DEFINITION OF THE CONTOUR LINES FOR LOTS 1, 2, 3, 4, 14, AND 15 AND INDICATING ON AN OVERLAY WHERE THE BUILD- ING SITES FOR THESE LOTS WOULD BE. MOTION CARRIED. Chairman.Avery then returned to the items under the Board of Architectural Review section of the agenda. BOARD OF ARCHITECTURAL REVIEW D EVELOPMENT PLANS: BENAROYA OFFICE BUILDING - NORTH PARKING LOT Roger Blaylock read the staff report and explained the displayed drawings. Mr. Robert Fehnel, representing the applicant, stated he concurred with the stipulations of the staff report. MOTION BY MR. BOWEN AND SECONDED BY MR. SOWINSKI TO APPROVE THE PROPOSED DEVELOP- MENT PLANS SUBJECT TO THE FOLLOWING CONDITIONS: 1. LANDSCAPING SHALL BE COMPLETED PRIOR TO ISSUANCE OF OCCUPANCY PERMIT. 2. ALL AREAS DESIGNATED ON THE PLANS DATED 1 -11 -79 AS "FUTURE DEVELOPMENT" SHALL REQUIRE SEPARATE B.A.R. APPROVAL. MOTION CARRIED. 25 January 1979 8:00 P.M. AGENDA ITEM VI A CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT Revised Development /Landscaping Plans: Benaroya Office Building The Jack A. Benaroya Company has submitted revised development and land- scaping plans for their office building at Parkway Plaza West, presently under construction. As the Commission may recall, development and land- scaping plans were reviwed by the Board of Architectural Review at the regular November 1978 meeting. Several conditions were attached to the B.A.R. approval at that time. The revised plans submitted herewith attempt to comply with the stipulated conditions of approval. In addition, speci- fic development and landscaping plans have been submitted for the parking area in the northwest corner of the site. An analysis of compliance with B.A.R. conditions follows: Condition 1. That a 25 -foot wide landscaping strip be provided along Southcenter Parkway; the same to be bermed 4 feet in height. Approval of site and landscaping plans for the Parkway Plaza Build- ing shall not be construed as approval of any plans in that area designated as "Future Development." Analysis: The specific development plans for these areas have not yet been submitted. Therefore, this requirement should be retained. Staff recommends the Planning Commission, acting as a Board of Architectural Review, approve the revised development and landscaping plans subject to the following conditions: 1. .Landscaping shall be completed prior to issuance of occupancy permit. 2.
