After reviewing the project, the Planning Commission approved the develop- ment subject to the following conditions: 1. Installation of landscaping in character with conceptual planting scheme showen on site plan, detailed plans subject to staff approval prior to issuance of a building permit. 2. Underground irrigation of all planting areas. If you have any questions on this please don't hesitate to call. - Very truly you s, Stoknes, Director 0 j e of Community Development l Planning Commission Page 4 Minutes July 26, 1979 Warren Pugh, Austin Company, said regarding condition 1 they would like this max- imum height as defined by the TMC; they agreed to conditions 2 and 6. Under con- dition 7 they would request that underground irrigation system be in the required landscape areas and hose bibs in all other areas. He presented samples of an exterior stucco type treatment for exterior walls, stating it would not be too different from the City Hall and Xerox Building. He showed samples of a composi- tion roofing material that gives the appearance of shake shingles. With respect to condition 5 he said they are talking about thermal pane glass in wood frames that are stained. Discussion followed about truck deliveries. Mr. Pugh stated the deliveries would be of the small type since the building will house offices. Kjell Stoknes, OCD Director, said his concern is that the building will be dominant on the size of the lot and effort should be made in the selection of exterior wall material should attempt to soften the effect and reduce the visual effect of the building. He said he was concerned about the bulk of the building on that size lot. Chairman Kirsop said the multi -roof levels soften the bulk. Mr. Pugh said the exterior walls would be buff colored. MOVED BY MR. ORRICO, SECONDED BY MR. SOWINSKI, THAT THE PLANNING COMMISSION APPROVE THE DEVELOPMENT PLANS FOR THE HUNTINGTON BUILDING SUBJECT TO THE FOLLOWING CONDITIONS: (1) MAXIMUM HEIGHT BE IN COMPLIANCE WITH T.M.C. 18.20.030; (2) DRIVEWAYS AT ACCESS POINTS TO BE 24' WIDE; ALL SITE ACCESS SUBJECT TO APPROVAL BY THE PUBLIC WORKS DEPART- MENT. DEVELOPMENT PLANS: SEAFIRST DRIVE -UP WINDOWS: Kjell Stoknes, OCD Director, read the staff report. 26 July 1979 AGENDA ITEM VI E : ELEVATION F PARKING PLAN Cann.Project #469 (Originally #458) INTRODUCTION:' Plans have been submitted to the City by Alfred H. Croonquist and Associates for the final parking layout and exterior elevations for McCann Project #469 in the Southcenter South Industrial Park. The Planning Commission, at the 25 January 1979 meeting, approved the project (then known as #458) in conjunction with project #447 subject to B.A.R. approval of building elevations prior to issuance of a building permit. REVIEW: Parking for the warehouse structure is to be provided on all sides of the building, with 30 spaces to the west of the future rail spur that will run along the rear (west) wall. A total of 165 parking stalls are provided, matching the requirement of the Tukwila Municipal Code. The stalls measure 19' in length by 9' in width. Two way driveways are at least 24' wide. The building elevations indicate that the structure will be of tilt -up concrete panels, painted a buff color with a 10' wide band of contrasting color wrapping around the upper half of the building. Exterior walls at the southeast corner, where the entrance to the main office area is to be located, are to be of textured concrete. Dock high truck doors run along the entire length of the east wall, and are spaced at intervals of 140' along the west face of the building. We received site plan approval for this proposed spec. building at the February meeting of the Tukwila Board of Architectural Review. We are now completing the final working drawings for a tenant. The parking stall count was increased to satisfy City code requirements for approximately 13,000 sq.ft. of office area. These stalls were added at the west side of the building with an employee access door. The warehouse area increased by approximately 900 sq.ft. at the northwest building corner. We expect that the above tenant modifications will be handled within your department. We have, however, enclosed sufficient plans for the B.A.R. submittal if their approval is required: for any of the above modifications. Mr. Ed Hunt of McCann Construction Company stated he concurred with the staff report. Explained they would submit landscape plans for shoreline area at time of landscape plan review. Mr. Tom Croonquist, project architect, apologized for the inconvenience of sub- mitting plans for the same site twice. Mentioned building elevations for Project #458 were not submitted. Elevations for #447 were similar to those already approved by Planning Commission. Mr. Hunt stated Building #458 will complement #447 elevations. Stated the proposed building height of #458 will approach 35 feet. MOTION BY MR. SOWINSKI AND SECONDED BY MR. BOWEN TO APPROVE THE PROPOSED DEVELOP- MENT PLANS SUBJECT TO THE FOLLOWING CONDITIONS: 1. The, request is unique in that it has an alternative plan depending upon who the building is leased to or sold to. The building space in Proposal #1 is 189,050 square feet; while the alternative proposal calls for approximately 210,00 square feet. APPLICANT: McCann Construction Company LOCATION: ZONE: COMPREHENSIVE PLAN: ANALYSIS Light Industrial 8:00 P.M. The site is located north of Riverside Drive and south of the Green River in the Southcenter South Industrial Park (Exhibit A) M -2 (M -1 defacto zoning under Shoreline Permit) Southcenter South Industrial Park complied with SEPA in 1973 and sub- sequently, the City of Tukwila issued Shoreline Management Permits MF #73- 35 =SMP and #76 -5 -SMP. The applicant has complied with the provis- ions of those permits. However, it should be noted that MF #73 -35 -SMP limited the uses of the property to those presently allowed under the M -1 District (Light Industry). PROPOSAL #1 (Exhibit B) moved Building #447 sixty (60) feet to the west from that originally approved by the Board of Architectural Review on December 20th. Relocating the building allowed a slight increase in the size of the building by 500 square feet. The parking was relocated from the east side of the building to the north end. Both Buildings #447 and #458 will eventually be on separate lots. The on -site parking, re- quired per T.M.C. 18.56.180, is provided on each proposed building site.
