IT IS HEREBY AGREED BETWEEN THE PARTIES AS FOLLOWS:
The J.C. Penny's Company agrees as follows:
1. To provide a total of 273 identified parking spaces by
March 30, 1979.
ADDENDUM TO BUILDING PERMIT #1638
2. To construct a six (6) foot wide concrete sidewalk to
city standards by June 1, 1979 along the 660 linear feet
of Southcenter Parkway.
The City of Tukwila agrees as follows:
1. To withdraw the Stop Work Order as of this date and allow
the work to continue on the tenant improvements.
2. To not require a Board of Architectural Review approval.
3. To allow the building to be occupied under a Certificate of
Temporary Occupancy until the sidewalks and parking spaces
are completed as stipulated above. At which time the City
of Tukwila will issue a final Certificate of Occupancy.

RE: J.C. Penney's Warehouse /Office Conversion
Dear Mr. Steward:
In response to my conversation of Thursday, January 18, 1979, with you and
Mr. Jerry Sheets of Pacific Cascade Corporation, I must inform you that the
position of the City of Tukwila is to require full compliance with required
parking for the J.C. Penney's Warehouse /Poolstock Facility and Truck Service
Center. To assure compliance, a Stop Work Order has been placed on the site
as of today. If. the J.C. Penney's Company agrees to comply and applies for
a site plan review before the Board of Architectural Review, the City of
Tukwila may agree to withdraw the Stop Work Order. In no case will the
issuance of an Occupancy Permit be considered until this matter is corrected.
Tukwila Municipal Code, Section 18.56 requires a minimum of 276 parking
spaces. This calculation is based upon established parking ratios for .
warehouse, commercial and office uses. The present J.C. Penney's Poolstock
Facility is approximately 200,000 square feet, while the Truck Service
Center is approximately 13,600. The new District Office will be 13,440
square feet. Warehouse space per T.M.C. 18.56.180 is required at a rate
of 1 parking space per 1000 square feet. The Truck Service Center is
considered commercial space and T.M.C. 18.56.170 requires 1 parking space
for each 400 square feet of gross floor area. The required parking for
the office space is calculated at 3.1 spaces per 1,000 square feet.
Rate Required Parking
Warehouse 200.0 x 1 = 200
Truck Service Center 13,600 + 400 = 34
Office 13.44 x 3.1 = 42
276 parking spaces
Application to the Tukwila Board of Architectural Review consists of three
full size drawings of the site showing the intended modifications, plus a
reproduceable reduction on a sheet 81/2 by 11. The Board meets the fourth
Thursday of each month. The next meeting is scheduled for February 22.

Dear Mr. Blaylock:
As discussed over the phone on Monday January 15,
1979 I am sending you the following information.
1. Boundary survey showing the area restricted for
the Truck Service Center, this has been outlined
in red. The Truck Service Center is to keep all
of their activities confined to this area, the
rest of the site reverting to the J.C.Penney Co.
The occupancy of the District Office will be a total
of 30 people. Sixteen of these people will be men who travel ex-
tensively and are out of the office three or four days a week.

Minutes of meeting December 21, 1967
PLANNING COMMISSION

Chairman Harrison called the meeting to order at 8:10 P. M.
The minutes of the previous meeting were read and approved.
The first order of business wes the Public Hearing on a rezone reouest by
T. W. Williams from R -1 to RMH. the legal description was read as adver-
tised and the rrone.r.ty located on the city map. The terrain was discussed
in relation to development of 62nd street South. Mr. Zepp, City Superinten-
dent said it seemed feasible that 62nd street could be extended in a straight
line with excavations and fills. There seems to be sufficient fill material.
Mr. Zepp was asked to have a center street grade established, along with cost
figures for moving of material for fills etc. The area appears to need ex-
tensive planning and so far the burden of development has fallen upon Mr.
Williams. The benefit to other property owners in the area was discussed as
well and the members felt that the rezoning reouest should be deferred.
Mr. Crostick moved, Mr. Eastwood seconded that the Public hearing be recessed
until January 25, 1968 at which time a special meeting would be held and
that the following steps be taken: (1) That Mr. Williams be contacted to dis-
cuss the status of 62nd avenue South; (2) that Mr. Zepp obtain a suitable
grade for 62nd avenue South along with estimated costs of engineering and
street costs covering a 50 -foot street; (3) that Ted La Course, tentative
developer of the Wingate property also be contacted in connection with the
development of 62nd avenue South. Motion carried.
Plans for the J. C. Penny Company warehouse and Truck Center were presented.
Mr. Zepp was asked t gmment. The plans indicate pump islands in the Truck
Center plans which/ aar to be less than the reouired set -backs from the
street, when South Center Parkway is widened to the proposed 72 -foot right -
of -way. Mr. Zepp also-pointed out that fire wall in the original plans was
not included in the set presented. As clarification seemed advisable Mr.
Eastwood moved, Mrs. Davis seconded that the Planning Commission recommend to
the City Council that the plans be approved subject to the technical review
of the appropriate city officials and that the pump island be either set
back 50 feet from the 72 -foot right -of -way line of South Center Parkway or
relocated; also that detailed plans of landscaping and obscuring trees and
shrubs be submitted prior to installation. Motion carried.
Mr. Dean Sanders presented plans for a building to be constructed .`by the
Pacific Western Development Company, Inc. for light fabrication of aluminum
located at Andover Park East, North of and adjacent to the Sealy Mattress Co.
The plans were explained and discussed. Mr. Kitting moved, Mr. Mbttler sec-
onded that the Planning Commission recommend to the City Council that the
plans be approved subject to the technical review of the appropriate city
officials and subject to landscaping details and that curb cuts be enlarged;
from 25 feet in Project #127 of Pacific Western Development Col, Inc. Motion
carried.
