dr-06-79 17000 southcenter parkway bon marche warehouse retail expansion Planning Commission LANDSCAPE PLAN loe PLANS: BON MARCHE EXPANSION Page 4 25 January. 1979 Roger Blaylock read the staff report and explained the displayed drawings. Mr. Victor Gray, project architect, stated the proposal is for a 52,000 square foot addition to the present warehouse which represents a 10 percent increase. Mentioned that 17,000 square feet of present retailing area will be converted to warehouse. Clarified some of the findings in the staff report and responded generally as follows to each recommendation: #1 - Site plan was drawn per 2nd draft parking standards. Stated there was a trend toward smaller cars. #2 - Bon will lose four parking stalls as result of this recommendation. No need for wide driveway. #3 No problem with slatting fence on north side along pond. Existing vegetation along eastern boundary. sufficient. Much truck maneuvering activity along South property boundary will damage landscaping. Not achieving anything by landscaping along this border. #4 - Landscaping in parking area islands was difficult to maintain. #5 - Concurs with staff report. #6 - Stated the Planning Commission should not have to deal with sign at this point. Code requires it to be removed by 1980. #7 - They will provide screening as required. Norm Seethoff, engineer for Allied Stores, explained truck circulation on the site. Mr. Blaylock responded to applicant's statements regarding staff report recommenda- tion. Stated he would like to begin enforcing draft #3 parking standards. Mentioned need for buffering Southcenter Corporate Square office complex on east side. Explained that outside storage areas should be screened also. Detailed landscape plans should come back to Commission as a matter of procedure. Stated the free - standing sign should be addressed at such time it is changed. Mr. Gray reiterated that the proposal is only a 10 percent addition to the present structure and it was not equitable to enforce new requirements for such an insigni- ficant expansion. Mentioned they needed all of the room on the south side for truck maneuvering. •Stated he saw no problem with reducing north curb -cut to 24 feet. Mr. Sowinski asked what the compact car stall number was. Mr. Gray replied 26 stalls are designed for compact cars. Mr. Satterstrom stated that any screening of properties or outside storage areas should be clearly indicated on the detailed landscape plan. Mr. Gray said he had no objection to placing slats in fence but landscaping requirements may not achieve desired results. MOTION BY MR. WELSH AND SECONDED BY MR. SOWINSKI TO APPROVE THE PROPOSED DEVELOP- MENT PLANS SUBJECT TO THE FOLLOWING CONDITIONS: 1. THAT THE AISLE SERVICING THE NORTHERN CURB -CUT BE FORTY (40) FEET WIDE FROM THE CURB -CUT TO THE WESTERN EDGE OF THE PROPOSED BUILDING. 1 Planning Commission \_ Page 5 Minutes 25 January 1979 2. THAT A DETAILED LANDSCAPING PLAN SHOWING SPECIFIC SPECIES AND PLANTING AREA AT THE END OF EACH ROW OF PARKING BE APPROVED BY THE BOARD OF ARCHITECTURAL REVIEW PRIOR TO ISSUANCE OF AN OCCUPANCY PERMIT. 4. THAT THE 6 -FOOT WIDE SIDEWALK BE EXTENDED ALONG THE ENTIRE LENGTH OF THE WESTERN PROPERTY LINE ALONG SOUTHCENTER PARKWAY. 5. ARCHITECTURAL SCREENING OF ROOF - MOUNTED EQUIPMENT, IF ANY. MOTION BY MR. SOWINSKI AND SECONDED BY MR. BOWEN TO AMEND THE MAIN MOTION TO INCLUDE THE ABOVE CONDITIONS WITH THE FOLLOWING ADDITIONS AND MODIFICATIONS: 1. ADD: "THE PARKING PLAN SHALL COMPLY WITH THIRD DRAFT STANDARDS (CITY OF SEATTLE) FOR OFF- STREET PARKING AREA DIMENSIONS AND TMC 18.56." 2. MODIFY CONDITION #1 ABOVE TO READ: "THAT THE AISLE SERVICING THE NORTHERN CURB -CUT BE TWENTY -FOUR (24) FEET WIDE FROM THE CURB -CUT TO THE WESTERN EDGE OF THE PROPOSED BUILDING." 3. ADD THE FOLLOWING TO CONDITION #2 ABOVE: "...HOWEVER, A SUITABLE FENCE WITH SLATTING IN TRUCK AREA MAY BE ACCEPTABLE." 4. ADD THE FOLLOWING TO CONDITION #3: "...AND IRRIGATION PLAN." 5. Mr. Bob Kacel, architect for the project, stated the material for the proposed walkway is the same as for other canopies in the Corporate Square complex. Color will be consistent with others. AGENDA ITEM VI B • DEVELOPMENT AND LANDSCAPE PLANS: BON MARCHE WAREHOUSE EXPANSION REQUEST: REVIEW OF DEVELOPMENT PLAN for a 52,000 square foot retail addition to the Bon Marche Warehouse. APPLICANT: Allied Stores c/o Victor 0. Gray & Company, Inc. Conculting Engineers & Planners 2100 Fifth Avenue Building Seattle, Washington 98121 LOCATION: 17000 Southcenter Parkway Tukwila, Washington 98188 LOT SIZE: 20 acres EXISTING BUILDING: 499,000 square feet ZONING: C -M (INDUSTRIAL PARK DISTRICT) COMPREHENSIVE PLAN: COMMERCIAL FINDINGS: 1. The existing Bon Marche facility was constructed in 1968. A small addition in 1969 increased the square footage from 496,000 to 499,000 square feet. 2. The warehouse presently includes a retail sales area of approximately 17,000 square feet. (The architect has advised the Planning Division that this area will probably be converted to warehouse space after the present proposed addition is constructed.) 3. The current parking provides 431 spaces. TMC 18.56 requires 524 parking stalls for their present building. 4. A parking lot of 155 spaces is being added at the end of the building. Total parking shown is 655 spaces. 5. The parking design is based upon the second set of standards reviewed by the Planning Commission. 6. The sixty (60) degree angled parking spaces for standard sized cars are 8.5 feet wide and 20 feet deep, while the ninety (90) degree angled parking spaces are 9.0 feet by 20 feet. Planning Commission ( ' Page 2 Staff Report 25 January 1979 7. All compact parking stalls are ninety (90) degrees and 9.0 feet wide by 16.0 deep. 8. Handicapped parking is provided immediately west of the main entry to the proposed retail center. 9. The two -way aisles are 24.0 feet wide, except for the second aisle west of the addition which is 21.0 feet in width. 10. The one -way aisles are 15 feet in width. 11. As shown on the preliminary plans, the northern curb -cut will remain the same, while the southern curb -cut will be widened to 40 feet. 12.. Truck loading and unloading is concentrated on the south and north sides of the building. Truck storage is immediately in front of the loading doors and on the east side of the building. The area is fenced. 13. A six (6) foot wide sidewalk is shown along Southcenter Parkway between the two curb -cuts. 14. As shown on the preliminary plans, the building expansion and addition of required parking will result in the elimination of over 50 percent of the existing landscaping along Southcenter Parkway. ' 15. A fifteen (15) foot wide landscaping strip is retained along Southcenter Park- way with a three (3) foot high berm. 16. No additional landscaping is planned for the perimeters of the property east of the existing west face of the building. 17. The landscape plan shows general types of vegetation instead of specific species. 18. The existing sign is non - conforming in height, size and setback. Maximum height would be 39 feet; the sign is 41 feet high. It exceeds square footage allowed by 86 square feet or 29 percent. It is setback only 17 feet from the public right -of -way. CONCLUSION: 1. The parking provided does not meet the 3rd Draft Standards reviewed by the Planning Commission. Major modifications in parking layout will be necessary; however, it is possible to meet the requirements of TMC 18.56 and the proposed standards. 2. The aisle servicing the northern curb -cut appears to restrict the flow of traffic at the major entrance to the new retail center. 3. The site plan does not show adequate landscaping along the perimeters of the 20 acre parcel as required in TMC 18.32.020 (e). The site is bordered by the Tukwila Pond on the north, an office complex on the east and the J.C. Penney's. Planning Commission Page 3 Staff Report 25 January 1979 Warehouse on the south. There is sufficient area to provide a five and possibly a ten foot wide landscaping strip along the south, east and west property boundaries. RECOMMENDATION: The staff recommends the B.A.R. approve the development plans subject to the following conditions: 1. That the parking plan comply with 3rd Draft Standards (City of Seattle) for Off- Street Parking Area Dimensions and TMC 18.56. 2. That the aisle servicing the northern curb -cut be forty (40) feet wide from the curb -cut to the western edge of the proposed building. 3. That a perimeter landscaping strip of at least five (5) feet be pro- vided along the north and south property boundaries and at least a ten (10) foot wide landscaping strip be provided along the eastern property line. 4. That a detailed landscaping plan showing specific species and planting area at the end of each row of parking be approved by the Board of Architectural Review prior to issuance of an occupancy permit. 5. That the 6 -foot wide sidewalk be extended along the entire length of the western property line along Southcenter Parkway. 6. The existing free - standing sign be brought into conformance with Title 19 prior to issuance of occupancy permit. 7.
