From the Public Works Department point of view, we are authorizing the Building Department to issue a certificate of occupancy for the building constructed under Permit No. 1540. You should be aware, however, that the storm sewer damage referenced in my March 21 letter to you has not been repaired and this facility is not acceptable to the City. We note that the remedy agreed to in order to repair the damaged storm drain is to completely replace it in conjunction with the required street improvement of the west side of 53rd Avenue South adjacent to and for the full length of the property this building is situated upon. 2. Final approval of the Short Plat which is presently before the Short Subdivision Committee has been extended.six months per the attached minutes. This extension is to allow you to develop engineered con- struction plans for approval by the City for improvement, to City standards, of the west side of 53rd Avenue South as stated above in paragraph 1 and also to complete construction to acceptance by the City witin the six -month extension period or post a bond in the amount of one hundred fifty percent (150 %) of the estimated construction cost stating that construction of the road improvements will be started . within six months from the date of filing of the Short Plat and be completed within one year of same date. The required improvements must be completed before any building on this parcel is occupied. I trust this summarizes and agrees with the understanding you .have = .regarding the certificate of occupancy for the existing development and any future development. Mr. Tom Aiton 3837 Lake Washington Blvd. No. Renton, Washington 98055. Dear Mr. Aiton: March 21; 1979 Yesterday, March 20, I had occasion to visit your office building project on 53rd Avenue South. Your subcontractor, Valley Cement, was in the process of resinstalling a 12" culvert, which ran across the front of your property. This damaged culvert, which was previously installed, was exposed and quite heavily damaged. Valley Cement was in the process of reinstalling the culvert in its damaged condition. It was explained to me that this was being done as a temporary measure, to allow drainage to take place while they placed a rock working surface off the travel right -of -way to allow them to build a wall. • They assured me that the damaged culvert would be replaced in its total length across the front of your property when their work was finished. I agreed to this temporary condition, but please aware that this culvert is substandard and only temporary, and must be replaced before a certificate of occupancy is issued for the office building presently under construction. Mrs. Avery asked if the traffic will access on Andover Park West. Mr. Ringland said it would. He continued that the angle parking has been changed to 90 degree parking and they now have 79 parking stalls and they have increased the landscap- ing up front and plan to do landscaping on the Union Pacific easement. He said the building design is similar to that of the Union Pacific Building imme- diately to the north of the site. It will be a type of stucco finish. Renton, WA 98055 RE: DEVELOPMENT PLANS: OFFICE BUILDING #2 Dear Mr. Aiton: 27 March 1979 The Tukwila Planning Commission at their regular meeting on March 22, 1979, reviewed and approved the development and grading plans submitted, dated March 22, 1979, for your second office building with the following conditions: 1. The building shall be sprinklered for fire protection. 2. An engineered fill and drainage plan shall be submitted to the City of Tukwila for approval prior to the issuance of the building permit. 3. The parking area in front of the building shall be stabilized and surfaced with granular fill prior to the construction of the building. This area shall be used for the construction staging area of the building. 4. Landscaping islands shall be located at the end of the parking aisles. 5. The slope of the parking lot where the parking stalls are located shall generally not exceed 5% and the aisles shall generally not exceed 12%. 6. A detailed landscape plan shall be submitted for review by the B.A.R.'s next regular meeting on April. 26th. The plan shall include the location of the trees being saved along the western and northern property lines together with an explanation on how they are going to be saved. The deadline for submitting the landscaping plan is Thursday, April 12th. DING AND DEVELOPMENT PLANS:( AI OT N OFFICE BUILDING #2 -- Mr. Blaylock read the staff report, a letter from Mr. Carl Dummann of Caveness Engineers, and eight possible conditions if the Planning Commission wanted to consider approving the project. Mr. Dummann objected to two points of the recommended eight staff conditions. First, the crushed rock should not be put on parking area until just before the parking lot is paved. Secondly he did not understand the references to 5 and 12% slopes in the parking area. Mrs. Avery asked how will trucks use the loading zone. Mr. Dummann responded that the trucks will maneuver to parallel the long access and the double glass service doors and dock will be elevated about four feet; thus, it will be a dock high arrangement. Discussion of the development plans centered on the triangular piece of property to the north and slope of the parking lot. MOTION BY MR. RICHARDS AND SECONDED BY MRS. DEVELOPMENT PLANS: SEGALE PROJECT #791 -T Mr. Blaylock read the staff report and explained that the site plan on the wall was different from that reviewed in the staff report. Mr. Crumbaugh, speaking for the M. A. Segale Company, began a presentation asking a question of staff whether a sidewalk had to be put in along 180th Street. Mr. Blaylock responded that the Sidewalk Plan adopted in 1977 required a sidewalk along South 180th Street. Mr. Crumbaugh asked which side of 180th Street is the sidewalk supposed to go on? Mr. Richards objected to the presentation of Mr. Crumbaugh and he stated that the Planning Commission was given an exhibit, which we are supposed to be dealing with tonight and it appears to indicate a sidewalk. Therefore, the question is kind of asinine. The discussion should center on the proposed plan as submitted and not on the legal question. Mr. Crumbaugh stated that a sidewalk has been shown and it is intended to place a sidewlak in that area aong 180th Street. The question is that the staff report tells us to put the sidewalk in a certain place. We are trying to give things that we do not feel are required and I do not like the attitude of the report that tells us to give more than what is required. Mr. Richards asked Mr. Crumbaugh which site plan are we discussing, this one that was originally submitted or some other one? Mr. Crumbaugh stated that he wanted to propose another site plan to the Commission. Mr. Richards objected to the policy of last minute presentation of plans. He wanted a specific plan to review not three or four possible plans. Mr. Crumbaugh presented an ammended plan for review. The plan showed a revised access onto Andover Park West. AGENDA ITEM V B : GRADING AN CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 22 March 1979 8:00 P.M. VELOPMENT PLANS: Aiton Office Building # A site plan has been submitted by Mr. Tom Aiton • ocated on the southwest corner of 53rd Avenue South and Southcenter Boulevard. Building #2 contains approximately 10,000 square feet of floor space to be utilized for offices. The building will be built on two levels. The finished elevation for the lower level will be the same level as the first building constructed. FINDINGS: 1. Offices are an allowed use in the C -2 District. 2. Thirty -seven (37) parking spaces are being provided on site. 3. The plans of the parking lot show the parking spaces at 9 feet by 20 feet with 25 -foot wide, one -way aisles. The average grade is twelve (12) percent. 4. Access is provided around the building to service doors on the south and west. 5. A loading zone is provided adjacent to the first level in the event a commercial use occupies the building. 6. A landscape strip of five (5) feet is provided around the perimeter of the lot, except on the east side where it is 10 feet. 7. The lower portion of the lot is swamp; it has been used as a garden for decades and the soils have a very high proportion of organic matter. Fill will be required to raise the parking lot. 8. The curb -cut is designed as 30 -feet wide and 40 feet from the intersection. 9. The plans show a ten (10) foot widening of 53rd Avenue South. 10. Along the eastern boundary of the lot are several large trees, including firs and birches. 11. Development of Building #1 has resulted in major problem of using the street for a construction staging area. 12. On -site inspection of Building #1 revealed possible construction problems related to soil stability. 13. The property immediately north of site, but south of Southcenter Boulevard is zoned unclassified; thus, R -1 restrictions apply. Planning Commission Page 2 Staff Report 22 March 1979 CONCLUSIONS: 1. Ordinance #809 which rezoned the property in 1973 allows office as does the C -2 zoning; however, other commercial uses are specifically delineated. Any business license is reviewed for compliance at the time of application. 2. Parking provided exceeds what is required by TMC 18.56 for both commercial and office uses. Thirty -one (31) spaces would be required for an office and twenty - five (25) spaces for commercial uses. 3. The loading zone is not necessary, but it complies in case the building is used for retail per TMC 18.56.210. 4. The landscaping complies with the requiremets of Ordinance #809 except for that portion at the northeast corner of the property where a ten (10) foot wide strip is required along Southcenter Boulevard. In addition, a solid screen planting or decorative obscuring fence will be required along the lot's northern property line adjacent to the R -1 property. 5. The thirty (30) foot curb cut is too wide per TMC 18.56.040 (maximum 24 feet) eventhough Ordinance #809 suggests that it can be up to thirty (30) feet in width. The most stringent requirement applies, plus it should relocate as far south as possible to increase the distance between the curb -cut and intersection. 6. The dedication of ten.(10) feet is complied with as required by Ordinance #809. 7. The swampy portion of the site will require a large amount of fill. The use demands that it be able to support the weight of moving and parked automobiles and trucks. Therefore, an engineered fill.should be required. 8. The depth of the parking stalls do not comply with proposed standards. They would have to be increased to 21 feet. On the other hand, the aisles are wider than necessary. Therefore, the aisle can be reduced and the stall depth increased. However, the major problem is the 12% slope of the parking lot. Proposed maximum grade for off - street parking in the City of Tukwila is 5%. The grade is created because the developer plans to place an access road around the building. 9. Eventhough the access drive around the building allows for traffic circulation and emergency access, it eliminates all the natural vegetation on the site. Soil stability and the aesthetics of buffering are negatively impacted. The necessity of the access drive is questionable. An alternative would be to require the building to be sprinklered. This would in turn save the natural vegetation and reduce the slope of the parking lot. 10. In general the development proposed for the site does not consider all the environ- mental- and site characteristics. The vegetation is entirely removed with no con- cern of soil erosion and stability. The developer is attempting to bend the site to a specific building design type. Planning Commission Staff Report Page 3 22 March 1979 RECOMMENDATION: Evidence indicates that alternative solutions are possible and that the applicant should be advised of the alternatives, particularly where some course of action apparently unknwon to the applicant might be more advantageous to all concerned. Therefore, the staff recommends that item be TABLED until the April regular meeting . to allow the applicant time to submit a revised set of site plans to conform to the additional following standards: 1. The elimination of the access road around the building, which will require that the building be sprinklered. 2. The location of trees to be retained along the western property line. 3. Screening of R -1 property to the north. 4. Reduction of curb -cut to 24 feet and relocation at least 80 feet south of the intersection. 5. Division, Suite B/ Auburn, Wash. 98002 (206) 924 -0339 / (206) 941-2750 March 22, 1979 ,,, n 3 9 � Mr. Tom Aiton has retained Cavness Engineers, Inc. to design the site and grading plan for his proposed office building located at the Southwest corner of 53rd Avenue South and South - center Boulevard. The purpose of this letter is to present the results of the survey and soils investigation done on the site and to propose solutions to the problems expected during the construction of this project. The site slopes up to the West from 53rd Avenue South at an existing slope of thirteen percent and is primarily covered with grass. Several large conifers are located along the West and North property lines. Three test holes were dug on the site, one in the building area and two in the proposed parking area. An Engineering Geologist supervised the test hole digging and recorded the soil classifications and ground water levels. Twenty -four hours later, the ground water levels were observed again. The results of this investigation indicate that the site is suitable for the proposed use. The specific engineering re- quirements for the development of this site include removing the topsoil to a depth of one -to -two feet, design and installa- tion of subsurface interceptor drains, and design and supervi- sion of an engineered fill under the proposed parking lot. A part of the Developer Extension Agreement requires Mr. Aiton to widen and improve 53rd Avenue South to City of Tukwila stan- dards. This street will be designed in conjunction with the site design. During construction of the first building, a number of local citizens voiced complaints concerning construction equipment and mud in the street. While these problems normally occur Planning Commission March 22, 1979 Page 2 during the course of any construction project, it is recommended that site work be accomplished in phases. The first phase would entail stabilizing the parking lot area by installing the required subsurface drains, removing unsuitable soils and filling to sub- grade. If weather permits, the building footings could also be installed at this time. During this phase, all of the required equipment has off -road capability so little congestion will be expected. During actual building construction, this parking area will serve as a staging area and again limit congestion on the roadway. A suitable method of temporary erosion control should be installed to prevent soil and silt from entering the existing drainage system. This can be accomplished with the installation of straw bale filters and /or temporary siltation ponds. This should be maintained until all possibility of on -site erosion is past and the permanent landscaping is installed. The planning staff has recommended a maximum grade of five percent in the parking lot. In our experience, parking lot grades have been acceptable at fourteen percent and grades to twelve percent are not uncommon. Subject to the above considerations, it is suggested that the Planning Commission approve Mr. Aiton's application. DEVELOPMENT PLANS: XEROX BUILDING Mr. Blaylock read staff report and explained the displayed drawings. Omer Mithun, architect, stated he generally agreed with the staff report except for the condition regarding the location of the dumpster. Suggested the dumpster location be addressed at time of landscape plan review. Mr. Blaylock explained the proposed dumpster location was a considerable distance from the structure which might contribute to a litter problem. Also indicated the property adjacent to the north is planned for residential land use. MOTION BY MR. SOWINSKI AND SECONDED BY MRS. AVERY TO APPROVE THE PROPOSED DEVELOP- MENT PLANS FOR THE XEROX BUILDING SUBJECT TO THE FOLLOWING CONDITIONS: 1. THAT A DETAILED LANDSCAPING PLAN WITH DUMPSTER LOCATION BE APPROVED BY THE B.A.R. PRIOR TO ISSUANCE OF OCCUPANCY PERMIT. 2. THAT THE ACCESS TO THE SITE MALL BE APPROVED BY THE DEPARTMENT OF PUBLIC WORKS. 3. PARKING SCHEME "B" IN EXHIBIT #5, ATTACHED, MAY BE UTILIZED ONLY IN AREAS WHERE VEHICLES•WILL NOT OVERHANG LANDSCAPE AREAS REQUIRED PURSUANT TO TMC 18.56. Mr. Richards stated he did not approve of a dumpster located near the residential district. Said the purpose of the office district was to "buffer" the residential districts, not to create nuisances for them. Said single - family properties must be protected. MOTION CARRIED. CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT AITONsOFFICE BUILDING #2 A site plan has been submitted by Mr. Tom Aiton for review of Building #2 located on the southwest corner of 53rd Avenue South and Southcenter Boule- vard. Building #2 contains approximately 10,000 square feet of floor space to be utilized for offices. The building will be built on two levels. The finished elevation for the lower level will be the same level as the first building constructed. The Planning Division requested that a grading plan be submitted as per required by Ordinance No. 809. The applicant's engineers havebeen unable to provide a grading plan. The staff recommends that the Planning Commission table action until the regular March meeting. 8:00 P .
