Bellevue, WA 98004 DEV_ E______PMENL.PLANS /XEROX OFFICE BUILDING Dear Mr. Kohler: The Tukwila Planning Commission at their regular meeting on Thrusday, February 22, 1979, approved the development plans with the following conditions: 1. That a detailed landscaping plan be approved by the B.A.R. prior to issuance of occupancy permit. 2. That the access to the site shall be approved by the Department of Public Works. 3. Parking scheme "B" in exhibit #5, attached, may be utilized only in areas where vehicles will not overhang landscape areas required pursuant to TMC 18.56. Page 4 22 February 1979 DEVELOPMENT PLANS: AITON BUILDING #2 Mr. Blaylock read the staff report and explained the inadequate application for B.A.R. review. MOTION BY MRS. AVERY AND SECONDED BY MR. SOWINSKI TO TABLE ACTION ON THE DEVELOP- MENT PLANS FOR AITON BUILDING #2 UNTIL THE REGULAR MARCH MEETING. Omer Mithun, architect, stated he generally agreed with the staff report except for the condition regarding the location of the dumpster. Suggested the dumpster location be addressed at time of landscape plan review. Mr. Blaylock explained the proposed dumpster location was a considerable distance from the structure which might contribute to a litter problem. Also indicated the property adjacent to the north is planned for residential land use. MOTION BY MR. SOWINSKI AND SECONDED BY MRS. AVERY TO APPROVE THE PROPOSED DEVELOP- MENT PLANS FOR THE XEROX BUILDING SUBJECT TO THE FOLLOWING CONDITIONS: 3. PARKING SCHEME "B" IN EXHIBIT #5, ATTACHED, MAY BE UTILIZED ONLY IN AREAS WHERE VEHICLES WILL NOT OVERHANG LANDSCAPE AREAS REQUIRED PURSUANT TO TMC 18.56. Mr. Richards stated he did not approve of a dumpster located near the residential district. Said the purpose of the office district was to "buffer" the residential districts, not to create nuisances for them. Said single - family properties must be protected. 22 February 1979 AGENDA ITE FACTS CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT Dev Xerox Office Building 8:00 P.M. Development plans a'- •-- Is ' •' - hun Associates, Architects for the Xerox Office Building located on Southcenter Boulevard. The plans are almost identical to the reviewed previously by the Planning Commission for the Lynch Rezone. A minor modification is proposed in the location of the dumpster. The plans call for it to be located in the northwest corner of the site in the rear yard setback area which is approximately 200 feet away from the build- ing. (see exhibit 1) In addition the architect may present two schemes on parking stall depth. The basic difference between the two schemes is that to provide less paving, only 18 feet, and increase the landscaped areas by one foot. (see exhibit 5) 1. The plans call for the construction of an office building with parking for 111 cars. (exhibit 1) 2. All areas not used for building, parking or sidewalks will be land- scaped. (exhibit 2) 3. The exterior of the building will be treated in cedar, insulated glass in bronze aluminum frames, and stucco. The design focuses on the use of concret columns. (exhibits 3 & 4) 4. Ordinance No. #1099 placed the following stipulations on the rezone: a.Development of the property under the C -1 classification shall be limited to a single office building which may contain related commer- cial service uses customarily incident to office use. b.All buildings shall be set back a minimum of 25 feet from the right - of -way line of Southcenter Boulevard and the unvacated portion of the Renton -Three Tree Point Road . c.The side and rear -yard setback requirements of the R -4 district shall apply to this property. d.Rear property line to be landscaped to create an effective buffer to the medium - density residential land to the north. e.Development plans, included but not limited to site, landscape, building elevations and materials shall be subject to review and approval of the Planning Commission sitting as a Board of Architectural Review as estab- lished in Chapter 18.32 of the Tukwila Municipal Code. The express pur- pose of such review is to ensure the development design compler the neighboring developments and the residential neighborhood. Planning Commission Staff Report f.Exhibits 3, 4 and 5 shall become a part of the rezone ordinance and any development on the site shall be consistent with said exhibits. 5. Access is provided onto a segment of the old Renton -Three Tree Point Road which then enters Southcenter Blvd. at an acute angle. CONCLUSION: 1. The use and setbacks comply with the requirements of Rezone Ordi- nance No.;1099 Pg.2 2. Specific landscape plans have not been submitted showing how the site will blend with the neighboring developments and provide an effective buffer to the medium - density residential land to the north. 3. The building elevations are identical to the ones previously presented. The architectural style and materials are very similar to those used on City Hall and are appropriate for the area. The access to the subject site and the King County Housing Authority site is very hazardous. Approval of access should be reserved to provide necessary time for the two property owners to negotiate and find a solution. 5. The location of the dumpster does not appear to be convenient and could possibly result in a litter problem on site. It is also located in the required rear yard setback area (i.e., within 25 feet of the rear lot line). 6. Reducing the paved parking areas to increase the non - required land- scaping areas is a very positive planning policy and it should be encouraged. However, we must stress the fact that the overhang of a vehicle should not be allowed in a required landscaped area. RECOMMENDATION: The staff recommends the Planning Commission approve the proposed site and building development plans with the following stipulations: 1. That a detailed landscaping plan be approved by the B.A.R. prior to issuance of occupancy permit. 2. That the access to the site shall be approved by the Department of Public Works. 3. The proposed dumpster to be architecturally screened and relocated out of the required rear yard setback area. 4. Parking scheme "B" in exhibit #5, attached, may be utilized only in areas where vehicles will not overhang landscape areas required pursuant to.
