The Commission, carrying out its obligations under section 18.60.035 of the Tukwila Municipal Code, approved the development plans subject to the following condition: RJB /ckh That landscape plans be reviewed and approved by the Board of Architectural Review prior to the issuance of a certificate of occupancy. Planning Commission Minutes 26 April 1979 Page 5 Roger Blaylock said they should not be approved in this site plan. They will have to be approved by the sign code. He said the curb cuts will have to be reviewed by the Public Works Department. Mr. Sowinski noted the trees are spaced 40 feet apart. Roger Blaylock said the Segale landscaping has been 40 feet apart for trees. Mrs. Avery said in walking the area she thought 30 feet spacing would be much too close. She said the trees are over the sidewalks and she likes the way they are planted. They are quite large trees and if they were 30 feet apart they would be too close. MOVED BY RICHARDS, SECONDED BY SOWINSKI, THAT THE PLANNING COMMISSION APPROVE THE DEVELOPMENT PLANS WITH THE FOLLOWING CONDITIONS: (1) THAT THE TREES BE RELOCATED TO THE BACKSIDE OF THE SIDEWALK. (2) THAT IN THE CASE OF A TRAFFIC PROBLEM ON PUBLIC RIGHT -OF -WAY RESULTING FROM THE QUEING OF AUTOMOBILES FOR THE DRIVE -IN TELLER, THE DEVELOPER WILL PROVIDE AN ADDITIONAL DRIVE -IN TELLER WINDOW AND QUEING LANE, IF DETERMINED BY THE DEPARTMENT OF PUBLIC WORKS AS A POSSIBLE SOLUTION. MOTION CARRIED. DEVELOPMENT PLANS: McCann Proj t #464 Roger Blaylock, Assistant Plan er, said 's project had been tabled from the last meeting of the Planning Commiss n. Some modifications have been made in the plans. Mr. Blaylock read the Staff Report, including the findings, conclusions, and recommendation. He indicated the area on the wall map. MOVED BY SOWINSKI, SECONDED BY MRS. AVERY, THAT THE PLANNING COMMISSION APPROVE THE DEVELOPMENT PLANS SUBJECT TO THE FOLLOWING CONDITION: (1) THAT LANDSCAPE PLANS BE REVIEWED AND APPROVED BY THE BOARD OF ARCHITECTURAL REVIEW PRIOR TO THE ISSUANCE OF A CERTIFICATE OF OCCUPANCY. MOTION CARRIED. DEVELOPMENT PLANS: McCann Projects #425 and #426 Roger Blaylock, Assistant Planner, read the Staff Report. Ed Hunt, representing McCann Construction, said these projects are similar and the building would have six to seven tenants. Roger Blaylock said he was sure a fire lane will be required. MOVED BY SOWINSKI, SECONDED BY ORICCO, THAT THE PLANNING COMMISSION APPROVE THE DEVELOPMENT PLANS FOR McCANN PROJECTS #425 AND #426 AS SUBMITTED SUBJECT TO THE FOLLOWING CONDITIONS: (1) THAT DETAILED LANDSCAPING PLANS BE APPROVED BY THE PLANNING COMMISSION PRIOR TO THE ISSUANCE OF AN OCCUPANCY PERMIT. (2) THAT THE REQUIRED NUMBER OF PARKING SPACES FOR EACH BUILDING BE USEABLE. THE PLANNING DIVISION IS GIVEN THE AUTHORITY TO ADJUST THE LOCATION OF THE PARKING BETWEEN THE BUILDING DEPENDING UPON INDIVIDUAL TENANT IMPROVEMENTS. MOTION CARRIED. Mr. Blaylock suggested two or three additional items on the agenda be considered at this time, although the Staff Reports were not included in the agenda package. Mr. Sowinski and Mrs. Avery felt it was unfair to consider the items at this time since the Commissioners did not have the material. 26 April 1979 AGENDA ITEM VI B FINDINGS: 2. CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT • DEVELOPMENT PLANS: McCann Proiect #464 Development plans have'been submitted by Alfred H. Croonquist, Architects, for McCann Project #464. The building space is 25,990 square feet. The 5,000 square feet of office space will be located in a mezzanine area, while 990 square feet of office space will be located on the main level. 1. The property is zoned M -2, but limited to M -1 uses. Thirty -nine (39) parking spaces are provided with a potential of a total forty -four (44) parking spaces. 8 :00 P.M. 3 The parking stalls are 9 20 feet. 4 The parking lot design calls for varied aisle widths. The aisle on the east side of the building is thirty (30) feet, while on the northside it is twenty - four (24) and on the west side it is thirty -four (34) feet. 5. The development plans show a landscaping strip only on the northern property line along South Glacier Place. The parking lot abuts the eastern property line. The southern and western property lines are the edge of the rail ease- ment. Approximately a 100 foot strip along the rail- easement at the northwest corner of the property is shown to be landscaped. Additional landscaping is provided on the front of the building by the entrance. 6 Six (6) truck doors are proposed. Five (5) of the truck doors are an unusual size, 26 feet wide by 14 feet high. These doors result from the specialized manufacturing requirements of Fire Prevention Systems, the intended occupant. Three (3) of these doors are located next to the storage yard on the west, while the other doorsare located, one each on both the south and east sides of the buiding. A smaller 12' by 14' door is on the east side. CONCLUSIONS :. 1. The parking meets the required number of spaces per TMC 18.56 plus the design criteria for dimensions. 2•. The design'. provides maximum utilization of the space on the site. The width of the truck doors reduces the necessary truck manuevering space outside of the doors. Planning Commission Staff Report 3. The boundaries of the site are not landscaped in a fashion typical to an industrial park as required in the C -M District. However, the landscaped areas are intended to blend the development with the other buildings on South Glacier Place. RECOMMENDATION: The staff recommends that the Planning Commission approve the development plans subject to the following condition: 1. That landscape plans be reviewed and approved by the Board of Architectural Review prior to the issuance of a Certificate of Occupancy. Mr. Crumbaugh stated that this was an oversite of the architect. Mr. Crumbaugh continued discussing the proposed placement of the sidewalk and land- scaping along South 180th Street. The method used is to place five feet of land- scaping on each side of a five foot wide sidewalk. The Planning Commission does not need to consider the width of the landscape area; it only needs to consider where the sidewalk is going to be. Mr. Richards stated that Mr. Crumbaugh was wrong, the developments included the area of the landscaping. Mr. Crumbaugh stated that he was not trying to take an advisary position. He con- tinued stating that in other locations throughout the City public right -of -way is being used for landscaping. Planning Commission discussed the site plan in more detail. Mrs. Avery asked about the location of the drive up window. She expressed her concern about traffic problems and congestion resulting from a banking facility. MOTION BY MR. RICHARDS, SECONDED BY MR. ORRICO TO TABLE THE DEVELOPMENT PLANS TO. THE NEXT REGULAR MEETING TO INCLUDE THE LOCATION OF THE SIDEWALK AND LANDSCAPING STRIPS THAT WERE PROPOSED IN THE VERBAL PRESENTATION. IT WAS TO ALSO INCLUDE THE PROPOSED LANDSCAPING ALONG THE SOUTH AND WEST PERIMETERS OF THE SITE AND THAT A SECOND SET OF PLANS BE SUBMITTED TO SHOW THE TOTAL DEVELOPMENT OF THE SIDEWALK AND LANDSCAPING ALONG SOUTH 180TH STREET. MOTION CARRIED. MR. JAMES, MR. ORRICO AND MR. RICHARDS VOTED YES. MRS. AVERY AND MR. SOWINSKI VOTED NO. Mr. Crumbaugh wanted the record to show that, "I did not come up here to make an advisary position, I just made some requests at clarification of the staff. I totally resent what was done to me here tonight. I did not deserve that." BEVELOPMENT PLANS: McCANN PROJECT #464 Mr. Blaylock informed the Planning Commission that the architect, Tom Croonquist, had requested that the item be tabled for revisions until the next meeting. MOTION BY MRS. AVERY, SECONDED BY MR. ORICCO TO TABLE THE DEVELOPMENT PLANS UNTIL THE NEXT REGULAR MEETING. MOTION CARRIED. LANDSCAPE PLANS: MORGAN OFFICE BUILDING /6100 SOUTHCENTER BOULEVARD OFFICE BUILDING The Planning Commission considered both items together. Mr. Blaylock read both of the staff reports. Mr. Bruce Morgan stated that he agreed with the staff report. CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 22 March 1979 __. 8:00 P.M. AGENDA ITEM V D DEVELOPMENT PLANS: McCann Project #464 Development plans have been submitted by Alfred H. Croonquist, Architects, for McCann Project #464. The building space is 25,000 square feet. The 5,000 square feet of office space will be located in a mezzanine area. FACTS: 1. The property is zoned M -2, but limited to M -1 uses. 2. Thirty -six (36) parking spaces are provided with a potential for forty -five (45) parking sapces for future expansion. 3. A fenced storage yard is proposed north of the building. 4. Landscaping is proposed on the north and east boundaries of the property with additional landscaping adjacent to the main entrance and offices. Landscaping is not proposed along the railway easement. 5. The parking lot design calls for aisle twenty -four (24) feet in width and parking stalls of 9 x 19 feet. 6. Three dock high loading doors are proposed on the north side. There is approxi- mately 110 feet of truck maneuvering area directly in front of these doors. Two truck doors are proposed on the west side to service the yard plus the building is designed to add two rail doors in the future. CONCLUSIONS: 1. The parking meets the required number of spaces per TMC 18.56 plus the design ' criteria for dimensions. 2. The fence around the storage yard should be site obscuring, which is spelled out clearly in the covenants of Southcenter South Industrial Park. 3. The site plan is not clear whether the landscaped area on the eastern property boundary extends to the rail easement or to the railroad spur. This clarifica- tion can be made at the time review of detailed landscaping plans. RECOMMENDATION: The staff recommends that the Planning Commission approve the development plans Planning Commission Staff Report subject to the following condition: 1. That landscape plans be reviewed and approved by the Board of Architectural Review prior to the issuance of a Certificate of Occupancy.
