Renton /Issaquah Road Renton, WA 98055 RE: DEVELOPMENT PLANS - Tukwila Baptist Church Dear Mr. Cooke: Please be advised that at the regular meeting of the Tukwila Planning Com- mission on the 22nd of March, approval was given to the development plans submitted for the Tukwila Baptist Church with the following conditions: 1. Two of the portable buildings are to be removed from the site within 90 days after the Certificate of Occupancy is issued. One portable may be relocated as indicated on the site plan that was submitted. 2. That the east bank landscaping be completed 90 days after com- pletion of grading. If grading is done in the winter time, it would be expected that in lieu of landscaping being done 90 days after that some kind of erosion control plan of a temporary nature would be in effect. 3. Any additions to the church shall comply to the parking standards of the Tukwila Municipal Code. 4. Approval of the development does not include the addition for a gymnasium. The Planning Commission's intent is to allow you to retain the existing sanctuary as a fellowship hall until a new fellowship hall can be added to the church. RJB /ckh cc: Ping. Sup. City of Tukwila Planning Division 6200 Southcenter Boulevard Tukwila, Washington 98188 433 -1845 Office of Community Development Chairman Kirsop convened the regular March meeting at 8:05 P.M. in the City Council Chambers. Commissioners in attendance were Mrs. Avery, Mr. James, Mr. Kirsop, Mr. Orrico, Mr. Richards and Mr. Sowinski. Roger Blaylock and Fred Satterstrom represented the Planning Division staff. MOTION BY MR. SOWINSKI AND SECONDED BY MR. RICHARDS TO APPROVE THE 22 FEBRUARY 1979 PLANNING COMMISSION REGULAR MEETING MINUTES. MOTION CARRIED. MOTION BY MR. SOWINSKI AND SECONDED BY MR. RICHARDS TO APPROVE THE 15 FEBRUARY 1979 WORK MEETING MINUTES. .MOTION CARRIED. MOTION BY MR. RICHARDS AND SECONDED BY MR. SOWINSKI TO APPROVE THE 1 MARCH 1979 WORK MEETING MINUTES. MOTION CARRIED. MOTION BY MR. RICHARDS AND SECONDED BY MRS. AVERY TO APPROVE THE 8 MARCH 1979 WORK MEETING MINUTES. MOTION CARRIED. BOARD OF ARCHITECTURAL REVIEW DEVELOPMENT PLAN : TUKWILA BAPTIST CHURCH Mr. Blaylock read the staff report and a letter directed to the Planning Commis- sion by Mr. Leon Cooke, Building Chairman for the Tukwila Baptist Church. Mr. Cooke stated that the intention was to retain the existing church as a fellowship hall until an addition to the proposed new church was completed. Based upon their understanding of the Planning Commission meeting of 27 July 1978, parking was based solely on the seating capactiy of the sanctuary and not the classrooms. The members of the Planning Commission concurred. Chairman Kirsop stated that a church school was not considered to be within the intent of the Conditional Use Permit. Planning Commission Page 2 Minutes 22 March 1979 Discussion focused on the design of the proposed church and functional use. MOTION BY MR. RICHARDS AND SECONDED BY MR. SOWINSKI TO APPROVE THE PLAN AS PRE- SENTED WITH THE CONDITIONS THAT: 1. TWO OF THE PORTABLE BUILDINGS BE REMOVED FROM THE SITE WITHIN 90 DAYS AFTER THE CERTIFICATE OF OCCUPANCY IS ISSUED. ONE PORTABLE MAY BE RELOCATED AS INDICATED ON THE SITE PLAN THAT WAS SUBMITTED. 2. EAST BANK LANDSCAPING BE COMPLETED 90 DAYS AFTER COMPLETION OF GRADING. IF GRADING IS DONE IN THE WINTER TIME IT WOULD BE EXPECTED THAT IN LIEU OF LANDSCAPING BEING DONE 90 DAYS AFTER THAT SOME KIND OF EROSION CON- TROL PLAN OF A TEMPORARY NATURE WOULD BE IN EFFECT. 3. APPROVAL OF THE DEVELOPMENT DOES NOT INCLUDE THE ADDITION FOR A GYMNASIUM. MOTION CARRIED, 4 YES, 1 NO. GRADING AND DEVELOPMENT PLANS: AITON OFFICE BUILDING #2 Mr. Blaylock read the staff report, a letter from Mr. Carl Dummann of Caveness Engineers, and eight possible conditions if the Planning Commission wanted to consider approving the project. Mr. Dummann objected to two points of the recommended eight staff conditions. First, the crushed rock should not be put on parking area until just before the parking lot is paved. Secondly he did not understand the references to 5 and 12% slopes in the parking area. Mrs. Avery asked how will trucks use the loading zone. Mr. Dummann responded that the trucks will maneuver to parallel the long access and the double glass service doors and dock will be elevated about four feet; thus, it will be a dock high arrangement. Discussion of the development plans centered on the triangular piece of property to the north and slope of the parking lot. MOTION BY MR. RICHARDS AND SECONDED BY MRS. AVERY TO APPROVE THE PLAN AS SUBMITTED TONIGHT (22 MARCH 1979) WITH THE CONDITION THAT THE BUILDING ELEVATIONS CONFORM TO THE PLANS ORIGINALLY SUBMITTED WITH MINOR ADJUSTMENTS. 1. THE BUILDING SHALL BE SPRINKLERED FOR FIRE PROTECTION. 2. Cooke, Building Committee for the Tukwila Baptist Church. The plans are substantially different e reviewed by the Planning Commission on 27 July 1978. The original plans ✓ a sanctuary seating 248 people, plus an overflow capacity of 50 people rthex and seven classrooms of approximately 1,875 square feet of total he possible 300 people at the church service would require 43 parking ✓ TMC (1 car for every people). The occupant load for the classrooms upon the Uniform Building Code with 1 person per 20 square feet. There - occupant load would have been estimated at.94 people. Dividing this by and another 13 parking spaces would be necessary. Total parking neces- d be 56 spaces. The applicant proposed 75 parking spaces. The new Mans proposed show a second floor of classrooms and a future gymnasium. These ad'itions would require a tremendous amount of additional parking, prelimin- arily es imated at a total 254 parking spaces. There is also a question as to the Planning Commission reviewing development plans that exceed the intent of the Con- ditional Use Permit. The concept of a church facility has not changed; however, code requirements should still be met. The addition of the second floor of class- rooms wo ld increase the required parking to 73 spaces. This is still within the proposed parking of seventy -five (75) spaces.' Since the gymnasium is a possible future addition, it should not be considered at this time. FACTS /FI DINGS: 1. Planning Commission Staff Report 7. The parking area is proposed to be a gravel surface; this will create a dust problem in the summer unless it is oiled. 8. During the construction of the building the site will be very crowded because possibly nine (9) buildings will occupy the site. Occupancy of the new church will have to.take place prior to the removal of the old church and portable classrooms. However, these buildings should be removed within a specific time. period. Page 2 22 March 1979 RECOMMENDATION: The staff recommends that the Planning Commission approve the development plans subject to the following conditions: 1. That the portable classrooms be removed within 90 days after a Certificate of Occupancy is issued and that the old church be removed in 180 days. 2. That the landscaping on the eastern property boundary be completed prior to October 1, 1979 for erosion control. 3. That any additions to the church must comply with parking standards of the Tukwila Municipal Code and must be reviewed by the Board of Architectural Review. COOKE Building Committee Chairman Tukwila Baptist Church PLANNING COMMISSION City of Tukwila Dear Planning Commission: We are quite concerned with the latest Planning Commission Staff Report. It appears to go far beyond the requirements set down by the commission meeting of July 27, 1978. According to staff representative Roger Blaylock, we have met all requirements set forth at that meeting. The latest staff report has additional requirements that are contrary to the information received earlier. Parking requirements on the new report goes beyond normal use of our church. We were never required to have enough parking for our Sanctuary, Narthex and Classrooms simultaneously. The Sanctuary is the Gerneral Assembly Area for our Classrooms which is used to determineihe number of parking spaces needed according to page 300, Uniform Building Code No. 18. 56. 120. It was agreed at the July 27, 1978 Planning Commission meeting that we could maintain our old church building as a fellowship until we completed Phase II of our new church facility. The fellowship hall is a very important part of our total program, as it would be used for,receptions, youth functions and other activ- ities that. phase I of our new church would not accommodate. This building is well maintained and certainly is not an eye sore. It Is location on the property will not interfere with the construction of the new church or parking facilities. With the present lack of available financing for our new church, we have no definite starting time for construction. So:it would be impossible to guarantee the landscaping completion by October 1, 1979. OUR RECOMMENDATIONS: 1. Remove two portable buildings and move one portable S.E. of Parsonage within 90 days of completion of phase L Present church building be left until phase II is completed. 2. The east bank landscaping be completed 90 days after completion of grading. 3. We certainly plan on adhering to all municiple codes and laws in cooperation with city officials.
