Re: Southland Corporation Office Building - Landscape Approval
I have received five (5) full -size copies of the Landscape Plan for your
project, Sheets L -1 and L -2 dated 13 November 1979. As these items were.
not accompanied by a cover, letter, I am assuming that they are submitted
for Board of Architectural Review consideration at their meeting of .:
20 December 1979. To complete your application, please furnish us with
twenty (20) sets of Sheets L -1 and L -2 reduced to 81/2" x 11" size format
by 26 November 1979. Your application cannot be agendized until the
requested material is received.

RE: The Southland Corporation Office Building
The development plans for the Southland Corporation Office Building
located on the northwest corner of the intersection of Upland Drive
and Andover Park West were reviewed and approved by the Planning
commission at their continued regular meeting on Wednesday, May 2,
1979. The only condition placed on the approval was that detailed
landscape plans be approved by the Board of Architectural Review
prior to issuance of an Occupancy. Permit. Please submit plans at
least 30 days prior to expected date of occupancy.

DF,yE'LOPMENT PLANS: THE SOUTHLAND CORPORATION OFFICE BUILDING
Roger Blaylock read the Staff Report, including findings, conclusions, and recom-
mendation.
Mrs. Avery asked if the traffic will access on Andover Park West. Mr. Ringland
said it would. He continued that the angle parking has been changed to 90 degree
parking and they now have 79 parking stalls and they have increased the landscap-
ing up front and plan to do landscaping on the Union Pacific easement. He
said the building design is similar to that of the Union Pacific Building imme-
diately to the north of the site. It will be a type of stucco finish.
MOVED BY ORRICO, SECONDED BY WELSH, THAT THE PLANNING COMMISSION APPROVE THE
DEVELOPMENT PLANS FOR THE SOUTHLAND CORPORATION OFFICE BUILDING WITH THE CON-
DITION THAT DETAILED LANDSCAPE PLANS BE APPROVED BY THE BOARD OF ARCHITECTURAL
REVIEW PRIOR TO ISSUANCE OF AN OCCUPANCY PERMIT. MOTION CARRIED.
DEVELOPMENT PLANS: AITON OFFICE BUILDING #2
Roger Blaylock read the Staff Report, including the recommendation.
Al Pieper, Building Official, said he would like to see a stipulation in the
landscaping plans so when existing trees or shrubbery are damaged or removed
they are replaced with something that is similar or they have Planning Depart-
ment approval for the replacement.
MOVED BY AVERY, SECONDED BY WELSH, THAT THE PLANNING COMMISSION APPROVE THE
LANDSCAPE PLANS FOR THE AITON OFFICE BUILDING #2 WITH THE FOLLOWING MODIFICA-
TIONS:
1. THAT THE OSMANTHUS ON THE NORTHERN BOUNDARY BE REPLACED BY A TALLER
FASTER GROWING SHRUB OR TREE SUCH AS THE PYRAMIDALIS.
2. THAT THE AREAS WHERE EXISTING TREES AND VEGETATION SHALL REMAIN SHALL
BE REVIEWED BY THE PLANNING DIVISION PRIOR TO ISSUANCE OF OCCUPANCY PER-
MIT TO ASSURE THAT THE EXISTING IS BLENDED INTO THE NEW. ADDITIONAL
PLANTINGS MAY BE REQUIRED BY THE PLANNING DIVISION. SHOULD ANY OF THE
EXISTING TREES BE DAMAGED THAT THEY BE REPLACED BY SIMILAR SHRUBS OR
TREES.
MOTION CARRIED.
Mr. Kirsop asked if the irrigation is shown. Mr. Blaylock said it was.
LANDSCAPE PLANS: FOSTER'S UNUSUAL FURNITURE
Roger Blaylock read the Staff Report, including the recommendation.
Mr. Sasonoff, architect, said it is anticipated that expansion on the west side
will take place in about one year.

AGENDA ITEM VI F • DEVELOPMENT PLANS: The Southland Corporation Office Building
Development plans have been submitted by Mr. Robert D. Ringland, Construction Manager
of the North Pacific Division, 7- Eleven Food Stores, a Division of the Southland
Corporation for a 19,100 square foot office building. The two story building is to
be located on the northwest corner of the intersection of Upland Drive and Andover
Park West. The building design is similar to that of the Union Pacific Building
immediately to the north of the site.
FINDINGS:
1. The property is located in the C -M District.
2. A total of seventy -five (75) parking spaces are provided. Nineteen (19) of
these parking spaces are 60 angled parking with dimensions of 9 by 22± feet;
while the other fifty -six (56) spaces are 90 angled parking. Eight (8) of
those are designed for compact cars (9 x 16 feet); all the others are 9 by
20 feet.
3. The parking lot surface is set back forty -five (45) feet from the centerline
of both Andover Park West and Upland Drive.
4. A five (5) foot wide sidewalk presently exists along Andover Park West.
CONCLUSIONS:
1. The development plans comply with the requirements of the Tukwila Municipal Code.
RECOMMENDATION:
The staff recommends that the Planning Commission approve the development plans for
the Southland Corporation Office Building with the condition that:
Detailed landscape plans be approved by the Board of Architectural Review
prior to issuance of an Occupancy Permit.
