RE: Development Plans - McCann Project #425 and #426
Dear Mr. Croonquist:
The Tukwila Planning Commission at its regular April meeting, completed review
of the above - referenced project.
The Commission, carrying out its obligations under section 18.60.035 of the
Tukwila Municipal Code, approved the development plans subject to the following
conditions:
1. That detailed landscaping plans be approved by the Planning Commission
prior to the issuance of an occupancy permit.
2. That the required number of parking spaces for each building be use-
able. The Planning Division is given the authority to adjust the
location of the parking between the building depending upon individual
tenant improvements.

Roger Blaylock said they should not be approved in this site plan. They will
have to be approved by the sign code. He said the curb cuts will have to be
reviewed by the Public Works Department. Mr. Sowinski noted the trees are spaced
40 feet apart. Roger Blaylock said the Segale landscaping has been 40 feet
apart for trees. Mrs. Avery said in walking the area she thought 30 feet spacing
would be much too close. She said the trees are over the sidewalks and she likes
the way they are planted. They are quite large trees and if they were 30 feet
apart they would be too close.
MOVED BY RICHARDS, SECONDED BY SOWINSKI, THAT THE PLANNING COMMISSION APPROVE THE
DEVELOPMENT PLANS WITH THE FOLLOWING CONDITIONS: (1) THAT THE TREES BE RELOCATED
TO THE BACKSIDE OF THE SIDEWALK. (2) THAT IN THE CASE OF A TRAFFIC PROBLEM ON
PUBLIC RIGHT -OF -WAY RESULTING FROM THE QUEING OF AUTOMOBILES FOR THE DRIVE -IN
TELLER, THE DEVELOPER WILL PROVIDE AN ADDITIONAL DRIVE-IN TELLER WINDOW AND QUEING
LANE, IF DETERMINED BY THE DEPARTMENT OF PUBLIC WORKS AS A POSSIBLE SOLUTION.
(3) THAT A DETAILED LANDSCAPE PLAN BE APPROVED BY THE BOARD OF ARCHITECTURAL
REVIEW PRIOR TO OCCUPANCY. (4) THAT THE SIGNS SHOWN ON THE SITE PLAN ARE NOT
APPROVED WITH THE SITE PLAN AND REQUIRE SEPARATE APPROVAL AS REQUIRED BY T.M.C.
MOTION CARRIED.
DEVELOPMENT PLANS: McCann Project #464
Roger Blaylock, Assistant Planner, said this project had been tabled from the
last meeting of the Planning Commission. Some modifications have been made in
the plans. Mr. Blaylock read the Staff Report, including the findings, conclusions,
and recommendation. He indicated the area on the wall map.
MOVED BY SOWINSKI, SECONDED BY MRS. AVERY, THAT THE PLANNING COMMISSION APPROVE THE
DEVELOPMENT PLANS SUBJECT TO THE FOLLOWING CONDITION: (1) THAT LANDSCAPE PLANS
BE REVIEWED AND APPROVED BY THE BOARD OF ARCHITECTURAL REVIEW PRIOR TO THE
ISSUANCE OF A CERTIFICATE OFQCCURA CARRIED.
DEVELOPMENT PLANS : McCann Projects #425 and #426-
Roger Blaylock, Assistant Planner, read the Staff Report. Ed Hunt, representing
McCann Construction, said these projects are similar and the building would have
six to seven tenants. Roger Blaylock said he was sure a fire lane will be
required.
MOVED BY SOWINSKI, SECONDED BY ORICCO, THAT THE PLANNING COMMISSION APPROVE THE
DEVELOPMENT PLANS FOR McCANN PROJECTS #425 AND #426 AS SUBMITTED SUBJECT TO THE
FOLLOWING CONDITIONS: (1) THAT DETAILED LANDSCAPING PLANS BE APPROVED BY THE
PLANNING COMMISSION PRIOR TO THE ISSUANCE OF AN OCCUPANCY PERMIT. (2) THAT THE
REQUIRED NUMBER OF PARKING SPACES FOR EACH BUILDING BE USEABLE. THE PLANNING
DIVISION IS GIVEN THE AUTHORITY TO ADJUST THE LOCATION OF THE PARKING BETWEEN
THE BUILDING DEPENDING UPON INDIVIDUAL TENANT IMPROVEMENTS. MOTION CARRIED.
Mr. Blaylock suggested two or three additional items on the agenda be considered
at this time, although the Staff Reports were not included in the agenda package.
Mr. Sowinski and Mrs. Avery felt it was unfair to consider the items at this time
since the Commissioners did not have the material.

AGENDA ITEM VI C DEVELOPMENT PLANS: McCann Projerts #42S P #4 '
Development plans have been submitted by Alfred H. Croonquist, Architect, for McCann
Projects #425 and #426. Project #425 is 68,404 square feet on a site of approximately
147,593 square feet (3.39 acres). Project #426 is a 6,555 square foot building on a
site of approximately 145,625 square feet (3.34 acres).
1. The property is zoned C -M and is part of the Uplands Industrial Plat.
2. The development plans show 69 parking spaces for Building #425 and 67 parking
spaces for Building #426. Aisle width ranges from twenty (20) to twenty -four
(24) feet with 90 degree parking.
3. The parking stalls are 9 x 20 feet.
4. Both buildings share a common truck manuevering of 135 feet in width.
5. Several of the double truck doors are blocked by the location of the required
parking spaces.
6. Landscaping strips are proposed along the northern and southern project boundaries.
No landscaping is anticipated along the railroad spurs along the east and west
sides of the project. The width of the perimeter landscaping varies from four
(4) feet north of Building #425 to fifteen (15) feet south of Buildings #425 and
#426.
7. A.twenty (20) foot wide fire lane is required on the east side of Building #426
and west of Building #425.
CONCLUSIONS:
1. The parking provided meets the requirements of TMC 18.56. However, the proposal
does not comply with the design criteria in use by the City of Tukwila. The
aisles should be a minimum of twenty -four (24) feet in width for 90 degree park-
ing. The stall depth could be reduced to eighteen (18) feet from the twenty (20)
feet. The number of useable spaces is questionable. The parking spaces located
in front of truck loading doors are not useable all of the time. Some variations
in parking location should be anticipated depending on each particular tenant.
.2. The width of perimeter landscaping required in the C -M District is not specifi-
cally addressed by TALC. It is infeasible to place landscaping along a railroad
spur. Other industrial developments in the area have similar landscaping. How-

ever, it would appear that minimum landscaping standards should be established
for different functions to give guidance to the developer and consistency to
Planning Commission decisions.
The staff recommends that the Planning Commission approve the Development Plans
for McCann Projects #425 and #426 as submitted with the following conditions:
1. That detailed landscaping plans be approved by the Planning Commission prior
to the issuance of an Occupancy Permit; and,
2 That the required number of parking spaces for each building be useable.
(The Planning Division is given the authority to adjust the location of the
parking between the building depending upon individual tenant improvements.)
