The actions which were taken on the projects are as follows: McCann Project #478 Development Plans The Planning Commission approved the development plans for the expansion of the Boeing Computer Services Building with the following conditions: 1. That the parking area be restriped to meet the proposed Off- Street Parking Area Dimensions and provide a minimum of 47 parking spaces on -site. 2. That all roof - mounted equipment be architecturally screened. 3. Provision of a 15' landscape strip along Christensen Road • frontage. McCann Project #455 Shared Directional Sign The Planning Commission approved the design of the shared direc- tional sign as submitted subject to landscaping at the base of an area at least equal to the size of the sign. McCann Projects #425 and #426 Landscape Plans The Planning Commission approved the proposed landscape plans for projects #425 and #426 with the condition that the planting plan for area "8" to be finalized upon completion of construc- tion, subject to planning staff approval. One of the questions which the Planning Commission had was the effectiveness of 'the pyramidalis screen along South Glacier Street. Chairman Kirsop convened the continued June meeting at 8:07 p.m. in the City Council Chambers. Commissioners in attendance were: Mr. Gerald James, Mr. Richard Kirsop, Mr. Joseph Orrico, Mr. Leo Sowinski, Mr. Steve Welsh. BOARD OF ARCHITECTURAL REVIEW: DEVELOPMENT PLAN — MCCANN OJECT #478: Fred Satterstrom, - arming —Super r, read the Staff Report. He stated the site plan and elevations have been submitted by Alfred Croonquist Associates Architects, for McCann Construction for the expansion of the old Boeing Computer Service Office Building located at 505 Baker Boulevard. The site is located in the C -M District. The original building was constructed in 1969. Alterations were completed in 1973. The proposed addition of 4,264 square feet of office space is approximately a 40% expansion of the existing building. The develop- ment plans show provisions for 60 parking spaces; however, 8 of the spaces appear to be south of the property line. Therefore, on -site parking amounts to 52 spaces. The 90 degree angle parking stalls are 19 feet by 8.5 feet, while the 50 degree angle parking stalls are 18 feet by 9 feet. The single -load aisles range from 15 to 27 feet in width. The 90 degree angle parking access aisles are a minimum width of 23 feet, while the 60 degree angle parking utili- ties 15 -foot wide aisles. All landscaping is completed. The conclusions are that the proposed expansion is an allowed use in the C -M District and a normal expansion of the building. The layout of the parking stalls does not comply with the proposed off - street parking area dimensions. All 90 degree angle parking stalls should be 19 feet by 9 feet, while the 50 degree angle parking stalls should be 20 feet by 9 feet. If the parking area was to be restriped to comply 3 parking spaces would be lost. The TMC requires 47 parking spaces. The site plan shows 52 on -site parking spaces. A reduction of 3 spaces would still fulfill the TMC requirements. Mr. Satterstrom said the staff recommends that the Board of Architectural Review approve the development plans for the expansion of the Boeing Computer Services Building located at 505 Baker Boulevard with the conditions that the parking area be restriped to meet the proposed off - street parking area dimensions and provide a minimum of 47 parking spaces on site and that all roof - mounted equipment be architecturally screened. Edward Hunt, McCann Construction, said the addition has been designed to meet exterior trend already existing. He said they were agreeable to the recommenda- tions that the parking area be restriped to meet the proposed off - street parking area dimensions, if this requirement is mandatory. He said they were also agree- able that all roof - mounted equipment be architecturally screened. With respect to the 15 foot strip of landscaping along Christensen Road frontage, there is some landscaping back there, although it is not 15 feet, but if this is mandatory McCann will make that improvement. Mr. Hunt said in order to install the planting a por- tion of the parking lot would have to be taken out and the planting would reduce the maneuvering space. He said it is workable but would make a tighter area. Mr. Orrico noted that Christensen Road is a cul -de -sac in that area. Fred Satterstrom said the right -of -way does go all of the way through. Christensen Road has not just recently become a public road, but has recently been improved and requires 15 feet of landscaping in the C -M District. This site is also adjacent to C -M property. MOVED BY MR. SOWINSKI, SECONDED BY MR. JAMES, THAT THE PLANNING COMMISSION APPROVE THE DEVELOPMENT PLANS OF McCANN PROJECT #478 WITH THE FOLLOWING CONDITIONS: (1) THAT THE PARKING AREA BE RESTRIPED TO MEET THE PROPOSED OFF- STREET PARKING AREA DIMENSIONS AND PROVIDE A MINIMUM OF 47 PARKING SPACES ON SITE. (2) THAT ALL ROOF - MOUNTED EQUIPMENT BE ARCHITECTURALLY SCREENED.. (3) PROVIDE 15 FOOT LANDSCAPING STRIP ALONG CHRISTENSEN ROAD FRONTAGE. MOTION CARRIED. SIGN REVIEW: SOUTHCENTER SOUTH INDUSTRIAL PARK - SHARED DIRECTION SIGN - McCANN PROJECT #455: Al Pieper, Building Official, read the Staff Report. He said the McCann Company applied on December 12, 1978 for a sign permit for a shared directional sign 23 feet 6 inches wide by 7 feet tall. The Building Official denied the application because it was an off - premise sign and did not comply with size restrictions con- tained in the TMC. A request for a variance was made and heard by the Board of Adjustment on January 4, 1979. Additional information was requested. On January 23, 1979 the Board of Adjustment approved the variance from the Sign Code with the following conditions: Setback equal to height of sign; display portion of sign be limited to 4 feet high by 10 feet wide; a traffic turn -out eight feet by 100 feet be provided; the design of the sign be approved by the Planning Commission per Section 19.32.020 of the Sign Code. Mr. Pieper said the design, size, and placement of the proposed sign meets the criteria specified in the variance approval and the Building Department recommends approval of the design as submitted subject to landscaping at the base of an area at least equal to the size of the sign. Mr. Pieper said the Public Works Depart- ment proposed a 10 -foot wide turn -out instead of 8 foot. Edward Hunt, McCann Construction, said they would conform to the recommendation that the setback be landscaped if the Planning Commission desires that.
