DATE: 22 August 1979 SUBJECT: SIDEWALK REQUIREMENT, SEA -FIRST BANK DRIVE -UP As you know, Planning Commission approval for this project left the resolution of public sidewalk requirements to the assessment of your office. However, 0.C.D. wishes to encourage you to require sidewalks along the entire north and east boundaries of the total Sea -First site, if you find justification to require sidewalks at all in this vicinity. This recommendation is based on Ordinance #1025, the City of Tukwila Sidewalk Plan, Section III of which identifies the Andover Park West and Tukwila Parkway frontages as "high- priority" components of the commercial sidewalk system. Policy 1, Goal 2, Section III of Ordinance #1025 (attached) suggests sidewalk construction priority should be analyzed according to foot - traffic demand in the vicinity. As you observed in our conversation this morning, this approach is difficult to accept literally since construction of sidewalks where they previously did not exist tend to attract new pedestrian activity. However, O.C.D. suggests that the current permit application represents a significant opportunity to complete a vital linkage in the sidewalk system which may not occur again for many years. The opportunity for Sea -First to fulfill these improvements at today's, rather than tomorrow's costs, might be a factor to consider in your study of this matter. Maintain minimum 12' one -way aisle width between new 0 parking stalls adjacent to west property line of the existing Sea -First site, and the new curb section shown on this sheet. 2. Proposed 0 stalls to hold minimum 24' curb length to accommodate ade- quate back -up space. 3. Eliminate at least the 3 north -most proposed 0 parking stalls in order to accommodate addition of a 6' wide landscape strip adjacent to the north property line of the existing bank site. 4. Extension of a new sidewalk along the north property line of the exist- ing bank site subject to requirements of the Public Works Department. See attached memo of 21 August 1979. 5. After considerable discussion on the matter they approved your project subject to the following con- ditions: ',I( Screening of all roof - mounted vents, if there are any roof - mounted vents. {g,-' Provide handicap provisions in parking lot per code. Parking lot to comply with minimum parking lot standards in the Seattle Zoning Code. 3. Parking on the north and west side of the building to be nego- tiated between applicant and the Planning staff. The 4,000 square foot proposed canopy to set back at least 50 feet from any right -of -way. 054' Traffic problems to be resolved by mutual agreement between the applicant and the Public Works Department. 1 ,6: The Planning Division staff is to review and approve any revised site plans prior to issuance of any building permits, except item 5. 7. In your design of the roof for the proposed drive -up tellers, I would recommend that you consider campers and other types of higher vehicles in the design of the facility so that the roof line of the teller facility would not be in conflict with these higher vehicles. That is a recommen- dation, not a requirement. If deemed necessary, the applicant should construct sidewalks in conjunction with the building permit. This area is identified as an area of high priority for sidewalks and should the Public Works Department deem side- walks as necessary, a five foot sidewalk built to city standards would be required and be..a condition of any building permit issued. If you have any questions or wish to get together on this item please call me at your convenience. Planning Commission Page 4 Minutes July 26, 1979 Warren Pugh, Austin Company, said regarding condition 1 they would like this max- imum height as defined by the TMC; they agreed to conditions 2 and 6. Under con- dition 7 they would request that underground irrigation system be in the required landscape areas and hose bibs in all other areas. He presented samples of an exterior stucco type treatment for exterior walls, stating it would not be too different from the City Hall and Xerox Building. He showed samples of a composi- tion roofing material that gives the appearance of shake shingles. With respect to condition 5 he said they are talking about thermal pane glass in wood frames that are stained. Discussion followed about truck deliveries. Mr. Pugh stated the deliveries would be of the small type since the building will house offices. Kjell Stoknes, OCD Director, said his concern is that the building will be dominant on the size of the lot and effort should be made in the selection of exterior wall material should attempt to soften the effect and reduce the visual effect of the building. He said he was concerned about the bulk of the building on that size lot. Chairman Kirsop said the multi -roof levels soften the bulk. Mr. Pugh said the exterior walls would be buff colored. AGENDA ITEM VI F :VELOPMENT PLANS "- SeaFirst Drive -Up Windows SUBJECT: Board of Architectural Review Application (C -M Zone) APPLICANT: Seattle First National Bank LOCATION: Tukwila Parkway and Andover Park East ACTION: Construct drive -in windows and related items BACKGROUND: On June 15, 1979, Seafirst submitted an application for a building permit and a related environmental questionnaire to the City for a six (6) lane drive -up bank facility on the vacant lot east of and adjacent to their present bank site. In addition there would be a 400 square foot teller's building, a 4,000 square foot canopy, automobile queuing lanes and landscaping. In addition they propose to remove the drive -in windows on the present bank site. Both the properties are under review here due to their interrelationship to each other and the common applicant. ANALYSIS: Parking: Total present building area: 9,536 Proposed teller building: 400 Proposed canopy: 4,000 sq. ft. N/A Total building area: 9,936 Sq. Ft. Required parking: 3.1 x 9.936 = 30.8 Parking provided: (Does not 84.0 include parking in 15 foot required landscape area.) Action: Parking is adequate. Provisions for parking and building entry must be provided for handicapped. Parking lot to meet minimum standards of the Seattle Zoning Code. Landscaping: The C -M zone requires a 15 foot landscape strip adjacent to all public roads and external boundaries. Planning Commission Staff Report New facility: This provision is met and exceeded. RECOMMENDATION: We recommend this project be approved subject to the following conditions: 1. Screening of all roof - mounted vents. Page 2 26 July 1979 Old facility: There is inadequate landscaping on the north and west property lines. Parking is shown within the required 15 foot landscape areas. Action: The parking layout must be revised on the north and west sides of the property to provide 15 foot provisions for landscaping. Landscaping on the north side may be reduced below required fifteen feet if necessary to allow adequate room for one row of angle parking and a one way traffic aisle. Setbacks: (Required = 50' front setback) The setbacks are as follows: Present building: Appears to be several feet short of required setback. Proposed building: Appears to be several feet short of 50 feet on north front setback. Action: The present building is established and no action needed. The pro- posed structure should be moved to meet setback requirements. Traffic: A traffic generation /flow study was required by the Public Works Depart- ment. This was provided and in review by the department. It appears to be in substantial compliance with their requirements. A dedication for an acceleration lane may be required. Action: Approve subject to necessary mitigating measures to solve potential traffic problems associated with this facility. No deviations to the zoning code are allowed without a variance if due to traffic demands. Height: All buildings will be below the 35 foot height allowance. Sidewalks: This is a pedestrian oriented commercial activity on a street with a high priority for sidewalks as identified by the City's Sidewalk Plan as adopted by Ordinance #1025. Action: A five foot sidewalk should be required on the sides of the property adjacent to Tukwila Parkway and Andover Park West. 2. Provide handicapped provisions in parking lot per code. Parking lot to comply with minimum parking lot standards in the Seattle Zoning Code. 3. Eliminate parking on the north and west side of the present bank site. Applicant is to construct a five foot continuous sidewalk on all land adjacent to Tukwila Parkway and Andover Park West prior to occupancy. 7. State regulatory control is exercised by the director of the Department of Ecology through regulatory orders, the designation of flood control zones and the issuance of permits for construction, operation and maintenance of any works or structures within such zones. Any construction of new structures or modification or reconstruction of existing structures without permit, and the construction, operation or maintenance of any works or structures in violation of any order of the director of the Department of Ecology shall be pre- sumed to be a public nuisance and may be abated. Applications for Permits Applications must be made to the Department of Ecology, Olympia, WA 98504, on Form ECY 050 -1 -5 furnished by the department and which must be filled out in full. It must show whether the works are of a permanent nature such as a highway bridge, road or dike, or of a temporary character such as a log boom, logging works across a stream or bridge on logging spur. If temporary in nature, the applicant must include the period the proposed works will be in use. (The permit requires removal of temporary works at the end of the stated period.) Two copies of maps and plans of the proposed works are to be included. These must be on sheets 81/2 inches wide with a clean left -hand margin of 1 inches for binding and, where possible, must be 11 inches long. Sheets of greater length should be folded to 81 x 11 inches. Each sheet must have a title in the lower right -hand corner showing: name and number of flood control zone, name designated for pro- posed works, name of applicant and of engineer under whose direction plans have been prepared, the scale of maps and plans expressed numerically and graphically, and the date. TRAFFIC STUDY For Seattle First National Bank Tukwila Branch Existing Facility The existing Seattle First National Bank, Tukwila Branch, includes two drive -up banking facilities (windows) located on the west portion of the property: In addition, an "escape lane" is provided so that motorist who change their minds have an opportunity t:.o remove themselves from .the drive -up queue. Access to the existing drive -up facilities is internal (within the site) and is gained via an entrance driveway located on Tukwila Parkway, from driveways served by an existing north-south (private) road connecting 'Tukwila Parkway with the Southcen Ler Access Road, Etnd from a "split" driveway system situated on the southwest portion of the property. These driveways are sketched on Figure 1 and Figure 2 along with their associated hourly traffic demands. The exisb:i,ny drive-up facilities were monitored during a peak business period. It will be noted that t1'le new drive -up facility and asso- ciated revisions to access roads precludes the continuing use of the existing north -south linkage between Tukwila Parkway and the Southcen tear Access Road by non -bank customers. Facilities that can accommodate this peak hour can accommodate demands which are Less. In terms of present streets and arterial facilities the assumption made in the trip distribution is that the City of Tukwila w i l t install a traffic signal at the intersection of Tukwila Parkway and Andover Park West. Conversations with staff of I ?I'1'LRANco Engineers, the consultants 1.'o the City of Tukwila, suggests that this parL:icuar traffic signal may be a high priority :item. In any case, if the ci ty does not install ;► 4r'aff:i.c signal there is every reason to believe L1h.r L - the c i t y w.i.].1 consider a multi-way STOP sign at this location. This Lyle of device is recognized by the Manual on Uniform Traffic Control Devices for Streets and I- lighways (MU'TCD) , published by the U.S. Department of Transportation, Federal Highway Administration (1971) and adopted by the Washington State highway Commission on February 22, 1972 pursuant Lo RCW 47.36. In the event that neither a traffic signal nor multi -way STOP sign control are installed, the only modification to Figure 3 will be a decrease in demand for Andover Park West with an increase in demand on the parallel access road on the western border of the property. In other words, the installation of a traffic signal will draw traffic to Andover Park West rather than t the Southcenter Access Road since access to Tukwila Parkway wil.l be simplified by virtue of the signal. The traffic signal will reduce current .delays and therefore make this route a more attractive route because of reduced travel Lime. Note that all of the above assumptions do not include estimates associated with potential signalization of Tukwila Parkway at the I- 405 o11- rain!.) /Southcenter Access Road. This 'latter signalization project is predicated on Department of Transportation proposals with respect to the I -405 on -ramp modifications /redesign /relocation /ramp metering. Should signalization at this location be implemented either conjointly with signalization of Andover. Park West and Tukwila Parkway or at a later date there will be a slight shift in demand to the Southcenter. Access Road. The split in demand will likely increase southbound exit movements. Such increases will be minor. For the "no build" alternative, the existing traffic patterns will likely prevail. There will be additional demand. for "walk -in" cusLonAers since the existing drive -up facilities cannot handle ex is tiny demand. Probably, the continued use of the existing private road by non -bank oriented vehicles along with bank, vehicles will increase the lxo tontia 1 for accident involvement. The concentration of traffic to signalized intersections, as opposed to present "mid- block " .driveways, will result in improved traffic performance although total traffic volumes will be slightly increased.' As you will note in the agreement, Seafirst and Southcenter granted reciprocal non - exclusive easements for access and parking. This does not require us to provide a specific driveway but is rather a general easement for access. We are particularly interested in traffic not driving through our property to Southcenter, which is one of the reasons we are studying ways to route and slow down the traffic. This is a schematic plan used for study and review at this stage of our design. Your comments and suggestions are most appreciated and helpful. I trust you will not feel we are providing a driveway from Tukwila Parkway to the Southcenter parking lot, therefore requiring a 50 foot setback from such driveway.
