Building 11 (McCann Project #477) 1. Conditions of development approval imposed by the Planning Commis- sion on 11 July 1979 require staff approval of a buffer - planting treatment of the site's east edge; the solution transmitted to us on 22 August 1979 is hereby approved. Please commend your designers for their very successful blending of passive and actively-usable urban open space. B. Building 12 (McCann Project #488) 1. Conditions of approval for this project require staff acceptance of a comprehensive landscape plan which "conforms with the existing planting scheme in the corporate square complex." The solution which you sent to us on 6 August 1979 appears adequate in respect to the established landscape concept for the overall development, and is hereby approved. 2. Our only concern with the proposed planting scheme is the high proportion of deciduous to evergreen tree species, particularly on the north side of building twelve. While we understand the designer's intent to allow as much light as possible into this part of the building during the darker winter months, the result will also be a rather barren appearance to the project. We would suggest (not require) that you explore the possiblity of supple- menting the proposed "gleditsia " at the north side of the building with a few evergreen trees or tall shrubs to provide year- around vegetative color and foliage texture. Bldg. #12 :ldg. #13 The Tukwila Planning Commission considered the above referenced projects at their continued regular meeting on 11 July 1979. The actions which were taken on the projects are as follows: Development Plans - Southcenter Corp. Sq ✓ ldg. #12 The Planning Commission approved the proposed -- development plans for building #12 in Southcenter Corporate Square with the following conditions: 1. Architectural screening of all roof - mounted equipment. 2. Submission of a detailed landscape plan in conjunction with building permit application, to be approved by planning staff. Landscaping to conform with existing planting scheme in Corporate Square Complex. 3. Installation of underground irrigations stem in all planting areas. Development Plans - Southcenter Corp. S .:Bldg. #13 The Planning Commission approved the p osedelopment plans for building #13 in Southcenter Corporate Tigre with the following conditions: 1. Architectural screening of all roof - mounted equipment. 2. Submission of a detailed landscape plan in conjunction with building permit application, to be approved by planning staff. Bldg. #11 The Planning Commission approved the proposed landscape plan with the following conditions: 1. Additional planting be added on the east site edge as buffer, specific treatment to be approved by planning staff prior to issuance of occupancy permit. 1 Planning Commission Page 4 Minutes of Cont. June 28, 1979 Meeting July 11, 1979 Mark Nelson, architect, said the 50 feet of planting area shows as much parking as possible has been eliminated. The building height is stated as 32 feet, the total will be 34 feet, but it is still under the 35 feet. Regarding the ingress/ egress, the parking from the west is only 24 feet wide, they would like to see 26 feet, and they might be able to widen to 28 feet. Another concern was there was only one egress from the site. He said they do have a legal easement to Minkler which would be to the south and they have discussed using this with the owner. If the Public Works Department finds it is necessary to provide access, he said they would be willing to do that. He said they have landscaping plans and would be willing to provide underground irrigation systems in all planting areas. Mr. Sowinski said he had some conern about the 9 parking stalls and the proximity to the railroad. It seems they might back onto the tracks. Mr. Kirsop said there is a curb there. Mr. Nelson said there is a curb and planting strip, it shows on the map, and the 19 foot depth requird by the Code would be there. MOVED BY MR. ORRICO, SECONDED BY MR. WELSH, THAT THE PLANNING COMMISSION APPROVE THE DEVELOPMENT PLAN (INCLUDING THE ALTERNATE PARKING PLAN IN THE RAILROAD EASE- MENT, IF RAILRAOD PERMISSION IS GRANTED) AS SUBMITTED WITH THE FOLLOWING CONDITIONS: (1) APPROVAL OF INGRESS /EGRESS BY THE PUBLIC WORKS DEPARTMENT; (2) IMPLEMENTATION OF LANDSCAPING IN COMPLIANCE WITH CONCEPTUAL PLANTING SCHEME AS SHOWN ON SITE PLAN, WITH STAFF APPROVAL PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY; (3) INSTALLATION OF UNDERGROUND IRRIGATION SYSTEM IN ALL PLANTING AREAS. DEVELOPMENT PLANS: SOUTHCENTER CORPORATE Fred Satterstrom, Planning Supervisor read the Staff Report. stated the City has received plans from Leason Pomero Northwest, Inc., A ects, for Building #12, to be located in the northwest cor - of s- - center Corporate Square complex. Building 12 is to be a two -story office building; it will be occupied by Boeing Computer Services. Square footage will total 19,963 feet. Exterior treatment, identical to the completed buildings, will be stained playwood siding with cedar siding on the stair towers. Window frames are to be of bronze anodized aluminum; glass will be clear. A bridge similar to others in the Corporate Square complex will connect the proposed structure to Building #10 to the south. In reviewing the plan Mr. Satterstrom said.the plans indicate that unpaved areas around the building perimeter will be landscaped, and a 5 -foot wide landscaped strip will border the parking area on the north and west property lines. Parking islands will have planting at both ends. A total of 176 parking spaces will be provided for buildings ten and twelve, measuring 9 x 19 feet. TMC standards require that a total of 127 stalls be provided for the two office buildings. Staff dimen- sions comply with Code standards. Driveways in the parking area will be 24 feet wide and will accommodate two -way traffic. Access to buildings 10 and 12 will be either from Andover Park West or from the northern Corporate Drive cul -de -sac. The adequacy of parking in the Corporate Square complex has been a major concern to the City as development has progressed. Though the number of parking spaces provided by the developers meets City standards, the staff has questioned the adequacy of these standards as applied to an office complex as large as Corporate Square, and where the parking needs of the tenants are unusually high. Building #12 by itself would require a minimum of about 65 parking stalls in order to meet TMC require- ments; its construction will remove 60 stalls in the existing parking area. Planning Commission Page 5 Minutes of Cont. June 28, 1979 Meeting July 11, 1979 A parking survey, requested by staff, has been provided so that amore accurate appraisal of parking demands can be made. The survey, taken during the week of 14 June 1979, shows that an average of slightly more than 500 parking spaces are available during the work day. A second tabulation is pending at this time. Since the proposed twelfth building, in conjunction with the existing Building #10, will require a minimum of 127 parking sapces and will be provided with 176 spaces, it appears that the parking, as proposed, will be adequate if not always convenient. A parking utilization survey submitted by the Boeing Company projects that in 1980, when the Corporate Square complex is completed and fully occupied, 89% of the available parking will be used, leaving an average of 152 vacant stalls on the site. The parking, as shown on the development plan, complies with the requirements of the TMC., The 175 spaces exceed the City standards by 59, and stall dimensions and drive- way widths comply with established criteria. Mr. Satterstrom said the staff recommends the development plans for Building #12 in Southcenter Corporate Square be approved with the following conditions: (1) Archi- tectural screening of all roof - mounted equipment; (2) Submission of a detailed land- scape plan in conjunction with building permit application, to be approved by plan- ning staff. Landscaping to conform with existing planting scheme in Corporate Square Complex; (3) Installation of underground irrigation system in all planting areas. Royce Berg, architect, said the survey shows there is a large vacancy rate on the parking area. The parking exceeds the standards of the building. He said they would also like to submit a photograph of the parking. He said the most distant parking is 120 to 150 feet so it is not very far for anyone to walk. MOVED BY MR. ORRICO, THAT THE PLANNING COMMISSION APPROVE THE DEVELOPMENT PLANS FOR BUILDING #12 IN SOUTHCENTER CORPORATE SQUARE WITH THE FOLLOWING CONDITIONS: (1) ARCHITECTURAL SCREENING OF ALL ROOF - MOUNTED EQUIPMENT; (2) SUBMISSION OF A DETAILED LANDSCAPE PLAN IN CONJUNCTION WITH BUILDING PERMIT APPLICATION, TO BE APPROVED BY PLANNING STAFF. LANDSCAPING TO CONFORM WITH EXIST- ING PLANTING SCHEME IN CORPORATE SQUARE COMPLEX; (3) INSTALLATION OF UNDERGROUND IRRIGATION SYSTEM IN ALL PLANTING AREAS. MOTION CARRIED. DEVELOPMENT PLANS: SOUTHCENTER CORPORATE SQUARE BUILDING #13: Fred Satterstrom, Planning Supervisor, read the Staff Report. He said plans for Building #13 in the Southcenter Corporate Square Complex is a two -story structure to be located on the west side of the complex behind the completed buildings 5 through 9. Building #13 is to be occupied by Boeing Engineering and Construction and will be finished with the same dark stained plywood and cedar siding of the completed Corporate Square structures. Window frames will be bronze colored aluminum. The building will have a total of 19,182 square feet. All areas not occupied by the building, parking, or walkways are shown to be landscaped, including a 5 -foot wide strip along the west property line and the ends of the parking islands. Parking for the proposed building along with buildings 5 through 9 will total 451 spaces; TMC standards require a minimum of 392 parking stalls. Access to parking for Building #13 will be off of the two Corporate Drive cul -de -sacs that extend to Andover•Park West. Plans indicate that the parking to be provided for the two CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 11 July 1979 8:00 P.M. June 28, 1979 Meeting July 11, 1979 A parking survey, requested by staff, has been provided so that amore accurate appraisal of parking demands can be made. The survey, taken during the week of 14 June 1979, shows that an average of slightly more than 500 parking spaces are available during the work day. A second tabulation is pending at this time. Since the proposed twelfth building, in conjunction with the existing Building #10, will require a minimum of 127 parking sapces and will be provided with 176 spaces, it appears that the parking, as proposed, will be adequate if not always convenient. A parking utilization survey submitted by the Boeing Company projects that in 1980, when the Corporate Square complex is completed and fully occupied, 89% of the available parking will be used, leaving an average of 152 vacant stalls on the site. The parking, as shown on the development plan, complies with the requirements of the TMC. The 175 spaces exceed the City standards by 59, and stall dimensions and drive- way widths comply with established criteria. Mr. Satterstrom said the staff recommends the development plans for Building #12 in Southcenter Corporate Square be approved with the following conditions: (1) Archi- tectural screening of all roof - mounted equipment; (2) Submission of a detailed land- scape plan in conjunction with building permit application, to be approved by plan- ning staff. Landscaping to conform with existing planting scheme in Corporate Square Complex; (3) Installation of underground irrigation system in all planting areas. Royce Berg, architect, said the survey shows there is a large vacancy rate on the parking area. The parking exceeds the standards of the building. He said they would also like to submit a photograph of the parking. He said the most distant parking is 120 to 150 feet so it is not very far for anyone to walk. MOVED BY MR. Access to parking for Building #13 will be off of the two Corporate Drive cul -de -sacs that extend to Andover Park West. Mr. James said if Boeing is to occupy the building, they can pack a lot of people in a building. Mr. Kirsop asked if Boeing would have desks or equipment type occupations in the building. The architect said there would be a combination of both desk and equipment. There would be a high concentration of executive personnel, there will be meeting rooms and many of them would be travelling most of the time. He said it has been their experience to plan 150 square foot per man and they are planning on the basis of about 200 square feet per man. He said the next building will be Building #11. The lot for that building is being used right now for parking. If Boeing moves out there will not be so much space needed for parking. Mr. Kirsop asked what Bellevue has done as far as parking is concerned? The archi- tect said Bellevue is looking at parking requirements and they are encouraging car pooling, there is more parking for compact cars. In downtown Bellevue the parking is inadequate. The three floor structure will have a total area of 19,930 square feet. The ex- terior treatment is to be plywood siding and stucco with shingle roofing (type unspecified). Landscaping will border the parking areas along 65th Avenue South and Southcenter Boulevard, with a 7 -foot wide planting strip along Southcenter Boulevard. Parking for the building is shown to be provided for 67 cars to the north and south of the building, the TMC standard requires that a minimum of 65 stalls be provided. The building, as proposed, will be a three floor structure. The eleva- tion drawings submitted indicate that the bottom floor is to be considered a base- ment as defined by the TMC. The number of parking spaces provided by the developers exceeds the city minimum by 59 stalls, and the parking data provided to the staff indicate that parking should be sufficient to accommodate tenant needs. RECOMMENDATION: Staff recommends that the development plans for Building i13 in Southcenter Corporate Square be approved with the following conditions: 1. Architectural screening of all roof - mounted equipment. 2. Submission of a detailed landscape plan in conjunction with building permit application, to be approved by planning staff. Since each building will be occupied by different divisions of Boeing, we would like each project to be reviewed and approved separately. Definite tenant plans have not been worked out, but I would assume the staff would be similar to the other buildings. Bldg. 12 is to be used by Boeing Computer Services, and will be connected to Bldg. 10 by a bridge similar to that used between Bldg. 1 -2 and 3 -4. The existing covered walkway to Bldgs. 3 & 4 will remain. The 176 parking stalls provided on the segregation parcel is 40% more than that required by TMC. Overall parking for the project is 1266 stalls, which is 466 more than code requirements. Bldg. 13 is to be occupied by Boeing Engineering and Construction. It's construction, in conjunction with Bldg. 12, would reduce the overall park- ing figure to 1199 stalls, which leaves an excess of 339 stalls. Boeing is working on the parking survey we discussed on June 8th. We will submit a one week survey on June 19th, and continue the survey for an addi- tional week. I realize that there is not enough time available to collect and analyze the full two weeks of data before. June's meeting. Hopefully, the first week's data will be sufficient to help you in your review. Our office and BCS's facilities people, will be available to provide any additional data you may require.
