Building 11 (McCann Project #477) 1. Conditions of development approval imposed by the Planning Commis- sion on 11 July 1979 require staff approval of a buffer - planting treatment of the site's east edge; the solution transmitted to us on 22 August 1979 is hereby approved. Please commend your designers for their very successful blending of passive and actively - usable urban open space. B. Building 12 (McCann Project #488) 1. Conditions of approval for this project require staff acceptance of a comprehensive landscape plan which "conforms with the existing planting scheme in the corporate square complex." The solution which you sent to us on 6 August 1979 appears adequate in respect to the established landscape concept for the overall development, and is hereby approved. 2. Our only concern with the proposed planting scheme is the high proportion of deciduous to evergreen tree species, particularly on the north side of building twelve. While we understand the designer's intent to allow as much light as possible into this part of the building during the darker winter months, the result will also be a rather barren appearance to the project. We would suggest (not require) that you explore the possiblity of supple- menting the proposed "gleditsia" at the north side of the building with a few evergreen trees or tall shrubs to provide year- around vegetative color and foliage texture. The actions which were taken on the projects are as follows: Development Plans - Southcenter Corp. Sq. Bldg. #12 The Planning Commission approved the proposed development plans for building #12 in Southcenter Corporate Square with the following conditions: 1. Architectural screening of all roof - mounted equipment. 2. Submission of a detailed landscape plan in conjunction with building permit application, to be approved by planning staff. Bldg. #11 Page 2 12 July 1979 The Planning Commission approved the p_r_c2posed_l dscape plan with the following conditions: 1. Additional planting be added on the east site edge as buffer, specific treatment to be approved by planning staff prior to issuance of occupancy permit. 2. Installation of an underground irrigation system for all planting areas. Should you have any questions regarding the above referenced matters please contact me. Planning Commission Page 7 Minutes of Cont. June 28, 1979 Meeting July 11, 1979 and one -half stories or 35 feet. The drawings do not accurately detail the dimen- sions of the proposed building, so its compliance with TMC cannot be accurately determined at this time. Mr. Satterstrom said the site plan for the proposed building indicates that several of the TMC requirements are not fully complied with and the nature of the deficien- cies are such that the site plan will require some major revisions. Therefore, the staff recommends that the item be tabled until the July meeting to allow the appli- cant time to revise the plan so it will conform to the following standards: (1) A minimum width of 24 feet for all two -way driveways in parking area; (2) All parking stall dimensions to conform to third draft standards adopted by the Planning Commis- sion; (3) Graphic detailing of building elevations showing compliance with 21 story limitation; (4) Parking areas along Southcenter Boulevard and 65th Avenue South to be set back 15 feet from property lines; setback area to be landscaped; (5) Submis- sion of detailed landscape plan at time of building permit application, to be approved by planning staff. Landscaping to be similar in character to developments to the west of site. Warren Pugh, architect, said parking has been provided to meet the standards. He said conceptual landscaping plans would be submitted. Mr. Pugh submitted copies of a revised site plan. Mr. Kirsop asked if there was a particular issue about the 22 stories versus the 3 stories? Mr. Satterstrom said the TMC does not grant the property owner the right to build a three story building and the City Council cannot grant a variance through the passage of a rezone ordinance. He said he thought they would have no problem in complying with this requirement. It is a problem of detail, the 21/2 stories would be required above the finished grade.* MOVED BY MR. ORRICO, SECONDED BY MR. SOWINSKI, THAT THIS ITEM BE TABLED UNTIL THE REGULAR JULY MEETING TO GIVE STAFF THE OPPURTUNITY TO REVIEW THE REVISED SITE PLAN SUBMITTED AND REQUEST THE CITY ATTORNEY LEGAL OPINION AS TO WHICH OF THE TWO CON- FLICTING SECTIONS APPLY. MOTION CARRIED. *Mr. Pieper, Building Official, said there may be some confusion on the % story, the basement area, and the height. The basement will never get to be 11 story. It is either two stories with basement or three stories. Filling the basement half full would not make it one -half of a story. The total height measured from grade stays the same. He said the proposed landscape plan includes planting close to the building with parking surrounding it and some trees on the site perimeter. There will be two island planters. The plan appears to be in keeping with that of the rest of Southcenter Corporate Square. Mr. Satterstrom said the staff recommends the approval of the landscape plan with the conditions that additional planting be added on the east site edge as buffer and an underground irrigation system be installed. At one time they had planned to use the area for recreation but they would go to trees in that area. He said there would be an underground irriga- tion system installed. MOVED BY MR. ORRICO, SECONDED BY MR. WELSH, THAT THE PLANNING COMMISSION APPROVE THE LANDSCAPE PLAN WITH THE FOLLOWING CONDITIONS: (1) ADDITIONAL PLANTING BE ADDED ON THE EAST SITE EDGE AS BUFFER, SPECIFIC TREATMENT TO BE APPROVED BY PLANNING STAFF PRIOR TO ISSUANCE OF OCCUPANCY PERMIT; (2) UNDERGROUND IRRIGATION SYSTEM BE INSTALLED. LANDSCAPE PLANS: B.S.H., INC.: Fred Satterstrom, Planning Supervisor, read the Staff Report, stating the land- scape plan had been submitted by Bittman Sanders Hasson, architects, for the ware- house complex for B.S.H., Inc. located at 340, 358, 360, 378 Upland Drive in the Upland Drive Business Park. The proposed plantings are a variety of evergreen trees and are concentrated in front of the buildings. No landscaping has been proposed for north, east, and west sides of the property. Mr. Satterstorm.said it is recommended that the Planning Commission approve the landscape plans with an underground irrigation system provided in all planting beds; the planting be completed as shown; additional planting be added on north, east, and west sides of the buildings; and dead or dying plants be replaced. Mr. Bittman, architect, said the landscaping had been done without official approval. He had misread the approval given for the building last year and had thought it included the landscaping. He said the project is condominiums and they have been sold. He said they have a declaration of intent that requires the property be maintained. This gives legal proof that the grounds will be maintained. Mr. Kirsop said the problem we have is that legal enforcement becomes time consuming. Mr. Bittman said even if an underground irrigation system is installed the City cannot come in and require that it be turned on. The declaration of intent says the grounds have to be maintained, so they will be maintained whether or not there is an underground irrigation system. Mr. Kirsop asked about the traffic. Mr. Bittman said most of the traffic is at night. Mr. Satterstrom said there are some little island areas that could be attractively landscaped and this would dress it up. Mr. Bittman said he could not lose any of the parking stalls because they are needed. He asked if he could work with the Plan- ning Department on ways he could best fill in the spaces where needed. Mr. Satter - strom said he thought Mr. Bittman was cooperative on trying to provide landscaping. He said staff could visit the site and make recommendations. Mr. Welsh asked if the installation of the underground irrigation system would involve removal of asphalt. Mr. Bittman said they would have to tunnel to the islands in front. He said he had not been aware of this requirement. Mr. Welsh asked if they could come in under another meter? Mr. Bittman said that would be a problem, they do not want a lot of meters. Mr. Satterstrom said the Commission could require the underground irrigation in only the major landscaping areas. Mr. Welsh said he thought the applicant should work with the planning staff and determine the major areas that should be irrigated. AGENDA ITEM VIG :LANDSCAPE PLANS: Southcenter Corporate Square - Building #11 BCS Office Building A detailed landscape and irrigation plan prepared by Wilsey & Ham, Inc. has been submitted for Southcenter Corporate Square Buiding #11 located at 375 Corporate Drive South. The proposed landscape plan includes planting close to the building with parking surrounding it and some trees on the site perimeter. There are 9 existing London Plane trees (deciduous trees with maple -like leaves) along the cul -de -sac on Cor- porate Drive South where the main entrance to the building is located. Two sod berms and several Little Leaf Linden trees (deciduous trees with compact crown) mark the entrance. Twenty -four Deodar Cedars are placed in irregular groupings on the south, west, and east sides of the building as well as 3 more London Planes and 5 more Lindens; sod is proposed for all planting areas. Two island planters, each containing 2 London Planes and 8 Rock Rose (an evergreen shrub) define a row of parking stalls. The east site edge is planted with a 27' wide sod strip. The south edge is lined with 12 London Plane trees spaced 30' apart on center in a 21' wide sod strip. The west edge is lined with Rock Rose. The plan appears to be generally in keeping with that of therest of Southcenter Corporate Square. Staff recommends the Planning Commission approve the landscape plan with the following condition: 1.
