The Tukwila Planning Commission reviewed your proposed building at their
regular meeting of July 26, 1979. After considerable discussion they
approved your project subject to the following conditions:
1. The height of the building is to comply with Tukwila Municipal
Code Section 18.28.030.
2. Driveways at access points to be 24 feet wide; all site access
subject to approval by the Public Works Department. Approval
of this site plan does not imply approval of access.
3. Exterior wall materials to be similar to buildings in the area.
Stucco to be of a muted color.
4. Submission'of a detailed landscape plan to be approved by staff
prior to issuance of building permit. Landscaping to be similar
in character to developments to the west of the subject property.
5. Underground irrigation system in all planting areas.
Please indicate in your plans, at such time as you apply for a building
permit, the location of your dumpsters and the method of screening. If
you have any questions on anything regarding this project, don't hesitate
to call.

Kjell Stoknes, OCD Director, read the staff report.
Mr. Sconzo, architect, said the parking and on -site truck maneuvering have been
changed to meet the requirements of the City. He said they did not have any
objections and would comply with all of the recommendations of staff.
MOVED BY MR. WELSH, SECONDED BY MR. ORRICO, THAT THE PLANNING COMMISSION APPROVE
THE PROPOSED ADDITION FOR THE GLOBE PLASTICS COMPANY SUBJECT TO STAFF REPORT

Chairman Kirsop declared a five minute recess. The Planning Commission meeting
was called back to order by Chairman Kirsop, with Commissioners and staff present
as previously listed.
LANDSCAPE PLANS: McCANN PROJECT #447:
Kjell Stoknes, OCD Director, read the staff report. Mr. Stoknes remarked that
landscaping will have to be done in a manner that will accommodate fire truck
entry. Chairman Kirsop remarked that the planting is shown on the east side of
the building so that eliminates condition 1 and condition 2 does not seem necessary.
MOVED BY MR. SOWINSKI, SECONDED BY MR. WELSH, THAT THE PLANNING COMMISSION APPROVE
THE LANDSCAPE AND IRRIGATION PLANS OF McCANN PROJECT #447. MOTION CARRIED.
LANDSCAPE PLANS: McCANN PROJECT #464:

Mr. Hunt, architect, said there had been some doubt about the adequacy of the
screen around the yard storage area. Discussion followed with staff suggesting
a rolled concrete curb to define the storage area.

THE LANDSCAPE AND IRRIGATION PLANS OF McCANN PROJECT #464 WITH THE INCLUSION OF A

Warren Pugh, Austin Company, said regarding condition 1 they would like this max-
imum height as defined by the TMC; they agreed to conditions 2 and 6. Under con-
dition 7 they would request that underground irrigation system be in the required
landscape areas and hose bibs in all other areas. He presented samples of an
exterior stucco type treatment for exterior walls, stating it would not be too
different from the City Hall and Xerox Building. He showed samples of a composi-
tion roofing material that gives the appearance of shake shingles. With respect
to condition 5 he said they are talking about thermal pane glass in wood frames
that are stained.
Discussion followed about truck deliveries. Mr. Pugh stated the deliveries would
be of the small type since the building will house offices.
Kjell Stoknes, OCD Director, said his concern is that the building will be dominant
on the size of the lot and effort should be made in the selection of exterior wall
material should attempt to soften the effect and reduce the visual effect of the
building. He said he was concerned about the bulk of the building on that size
lot. Chairman Kirsop said the multi -roof levels soften the bulk. Mr. Pugh said
the exterior walls would be buff colored.

REVISED PLANS:

INTRODUCTION:
A revised development plan has been received from the Austin Company for the pro-
posed Huntington Building to be located at 65th Avenue South and Southcenter Boule-
vard on the northwest corner. The original development plans were reviewed by the
Planning Commission at the meeting of 11 July 1979; the item was tabled at that
time to allow for the submission of revised plans in keeping with Tukwila Municipal
Code standards.
REVIEW:
Parking:
The seventy parking stalls provided for in the development plan satisfy the require-
ments of Title 18 of the TMC; the stalls are 19' by 9', with six compact stalls
measuring 16' in length. Aisles in the parking areas are 24' wide, and are designed
to accommodate two -way traffic. The driveway along the west building wall that
connects the north and south parking lots is twenty feet wide, as is the parking
lot entrance at the southwest corner. City standards require all two -way access
points to be 24' wide. The 20' wide connecting driveway meets city standards.
Elevations:
The building exterior has not been changed from the plans as originally submitted.
The three floor structure is to be finished with plywood siding and stucco; roofing
material is shown to be composition shingles.
The original development plans did not provide staff with detailed building dimensions
showing compliance with TMC 18.28.030, limiting building height to two and one -half
stories and thirty -five feet. However, City Ordinance #1055, passed on 17 April 1978,
stipulated that the structure to be built on the subject parcel of land "shall not
exceed three stories and 35 feet in height irrespective of adjacent zones or struc-
tures." It is the opinion of staff that the three story height limitation is an
error and that the intent of Ordinance #1055 was to obtain compliance with Title 18
requirements for the C -1 zone, i.e., the restriction of building height to two and
one -half stories and 35 feet. The Director of Community Development consulted with
the City Attorney regarding this matter; since the ordinance specifically cites the
subject property, it is the opinion of the.City Attorney that the applicant has a
substantive claim to errect a three -story structure on the site. However, the build-
ing is not to exceed thirty -five feet in height as stated in both TMC 18.28.030 and
Ordinance #1055.

The Tukwila Planning Commission considered the above referenced
project at their continued regular meeting on 11 July 1979.
After considerable discussion of landscaping requirements,
setback requirements, height requirements, and parking lot lay-
out, the Planning Commission tabled the proposed development
plans to their regular July meeting to be held on July 26, 1979.
The Planning Commission tabled the item for two reasons. The
first was to allow staff an opportunity to review your revised
development plans. Secondly, the Planning Commission has
requested a legal opinion from the City Attorney as to which
height limitation applies to this proposal.
By 19 July 1979, please submit three full -sized sets, of all
drawings plus reductions to 8h" x 11" of each drawing to the
planning staff.

proposed buildings, in conjunction with the existing buildings, should be adequate
for the needs of the tenants. The dimensions of the parking stalls meet the stan-
dards applied by the City; the number of parking spaces provided exceeds the City
minimum by 59 stalls and parking should be sufficient.
Mr. Satterstrom said that staff recommends approval of the. development plans for
Building #13 with the condition that architectural screening of all roof - mounted
equipment; submission of a detailed landscape plan in conjunction with building
permit application, to be approved by planning staff. Landscaping to conform to
existing planting scheme in Corporate Square Complex; installation of underground
irrigation system in all planting areas.
Mr. James said if Boeing is to occupy the building, they can pack a lot of people
in a building. Mr. Kirsop asked if Boeing would have desks or equipment type
occupations in the building.
The architect said there would be a combination of both desk and equipment. There
would be a high concentration of executive personnel, there will be meeting rooms
and many of them would be travelling most of the time. He said it has been their
experience to plan 150 square foot per man and they are planning on the basis of
about 200 square feet per man. He said the next building will be Building #11.
The lot for that building is being used right now for parking. If Boeing moves
out there will not be so much space needed for parking..
Mr. Kirsop asked what Bellevue has done as far as parking is concerned? The archi-
tect said Bellevue is looking at parking requirements and they are encouraging car
pooling, there is more parking for compact cars. In downtown Bellevue the parking
is inadequate.

Boulevard.
Parking for the building is shown to be provided for 67 cars to the north and
south of the building, the TMC standard requires that a minimum of 65 stalls be
provided. The building, as proposed, will be a three floor structure. The eleva-
tion drawings submitted indicate that the bottom floor is to be considered a base-
ment as defined by the TMC. Building height in the C -1 district is limited to two

and one -half stories or 35 feet. The drawings do not accurately detail the dimen-
sions of the proposed building, so its compliance with TMC cannot be accurately
determined at this time.
Mr. Satterstrom said the site plan for the proposed building indicates that several
of the TMC requirements are not fully complied with and the nature of the deficien-
cies are such that the site plan will require some major revisions. Therefore, the
staff recommends that the item be tabled until the July meeting to allow the appli-
cant time to revise the plan so it will conform to the following standards: (1) A
minimum width of 24 feet for all two -way driveways in parking area; (2) All parking
stall dimensions to conform to third draft standards adopted by the Planning Commis-
sion; (3) Graphic detailing of building elevations showing compliance with 211 story
limitation; (4) Parking areas along Southcenter Boulevard and 65th Avenue South to
be set back 15 feet from property lines; setback area to be landscaped; (5) Submis-
sion of detailed landscape plan at time of building permit application, to be
approved by planning staff. Landscaping to be similar in character to developments
to the west of site.
Warren Pugh, architect, said parking has been provided to meet the standards. He
said conceptual landscaping plans would be submitted. Mr. Pugh submitted copies
of a revised site plan.
Mr. Kirsop asked if there was a particular issue about the 21/2 stories versus the
3 stories?
Mr. Satterstrom said the TMC does not grant the property owner the right to build
a three story building and the City Council cannot grant a variance through the
passage of a rezone ordinance. He said he thought they would have no problem in
complying with this requirement. It is a problem of detail, the 21/2 stories would
be required above the finished grade.*
MOVED BY MR. ORRICO, SECONDED BY MR. SOWINSKI, THAT THIS ITEM BE TABLED UNTIL THE
REGULAR JULY MEETING TO GIVE STAFF THE OPPURTUNITY TO REVIEW THE REVISED SITE PLAN
SUBMITTED AND REQUEST THE CITY ATTORNEY LEGAL OPINION AS TO WHICH OF THE TWO CON-
FLICTING SECTIONS APPLY. MOTION CARRIED.
*Mr. Pieper, Building Official, said there may be some confusion on the h story,
the basement area, and the height. The basement will never get to be 11 story.
It is either two stories with basement or three stories. Filling the basement
half full would not make it one -half of a story. The total height measured from
grade stays the same.
LANDSCAPE PLANS: SOUTHCENTER CORPORATE SQUARE - BUILDING #11 - BCS OFFICE BUILDING:
Fred Satterstrom read the Staff Report, stating a detailed landscape and irrigation
plan prepared by Wilsey & Ham, Inc. has been submitted for Southcenter Corporate
Square Building #11 located at 375 Corporate Drive South. He said the proposed
landscape plan includes planting close to the building with parking surrounding it
and some trees on the site perimeter. There will be two island planters. The
plan appears to be in keeping with that of the rest of Southcenter Corporate Square.
Mr. Satterstrom said the staff recommends the approval of the landscape plan with
the conditions that additional planting be added on the east site edge as buffer
and an underground irrigation system be installed.

DEVELOPMENT PLANS: The Huntington Building

INTRODUCTION:
Plans have been submitted by the Austin Company for the Huntington Office Building
to be located on the Northwest corner of 65th Avenue South and Southcenter Boule-
vard.
REVIEW:
The three floor structure will have a total area of 19,930 square feet. The
exterior treatment is to be plywood siding and stucco with shingle roofing (type
unspecified).
Landscaping will border the parking areas along 65th Avenue South and Southcenter
Boulevard, with a 7' wide planting strip along Southcenter Boulevard.
Parking for the building is shown to be provided for 67 cars to the north and south
of the building; the TMC standard requires that a minimum of 65 stalls be provided.
Dimensions for the stalls are 9' x 17' along Southcenter Boulevard with a 2' over-
hang at the planting strip; other stalls are 19' long. Driveways in the parking
area are 28' wide and are planned to accommodate two -way traffic. Established
standards require a 24' driveway for two way parking traffic.
Access to the two parking areas will be located at the northeast corner of the site,
off of 65th Avenue South, and at the southwest corner off of Southcenter Boulevard.
The curb cut on 65th measures 21' at the property line and 17' at its narrowest
point. A driveway along the west end of the building, connecting the two parking
areas, is also shown to be 17' wide.
The building, as proposed, will be a three floor structure. The elevation drawings
