1) Development Plan: Afton Office Building #3
(Southcenter Blvd. between 51st and53rd Avenues South)
Mir.Caughey read the staff report of 21 February 1980, and then read a supple-
mental memorandum of 28 February 1980 which explained the applicant's response
to the 21 February critique.
Discussion then followed relative to location of the project's passenger
loading area. The Commission's consensus was to locate the loading area at
the S/W corner of the building.
MOVED BY MR. SOWNISKI, WITH MR. JAMES 2nd, TO APPROVE THE DEVELOPMENT PLAN
FOR AITON OFFICE BUILDING #3 SUBJECT TO THE FOLLOWING CONDITIONS; AND AS DE-
PICTED ON EXHIBITS A - 2nd REVISION, B, C AND D:
1) EXHIBITS A - 2nd REVISION, C AND D SHALL BE MODIFIED TO INCLUDE

INTRODUCTION
The applicants are requesting approval of
site, architecture, and landscaping for a
9,300 sq.ft. + office building. The pro -
ject is located on a portion of a 3 -lot
short subdivision approved in October,
1978. Access to the project is provided
through a 40' -wide private roadway
easement at the south edge of the site.
ANALYSIS -
At the Planning Commission meeting of 20 December 1979, the B.A.R. elected not to
consider the subject application since the proponent thereof could not be present
at that time. Your direction to the applicant was to revise the project site layout
(Ex. A) to mitigate concerns expressed in the staff report of 20 December 1979.
Exhibit A - 1st revision represents the applicant's response to those matters raised
in the staff report.

The following discussion compares the staff report excerpt with our perception of
the adequacy of the applicant's proposed solution:
ITEM 1.
INADEQUATE. SOUTH ELEVATION SETBACK: TMC 17.28.050 (Subdivision Ordinance)
provides "when private access roads are authorized...zoning setbacks (shall)
be required as though the easement were a public right -of- way ". The project's
C -2 zoning requires a 30' setback from the centerline of the above - mentioned
private roadway easement (TMC 18.30.040). Measurement of the required setback
would be from street centerline to the nearest point of the roof (TMC 18.06.780);
therefore, the building must be shifted northward about 10' from its designated
position on Exhibit A.
RESPONSE: No redesign proposed on Exhibit A - 1st revision. The applicant indi-
cates that he does not agree with staff's interpretation of Title 17,
and wishes to debate this matter with the Board.
BUILDING ORIENTATION CONFLICT: To conform with the above - described minimum setback
requirement. it will be necessary to either reorient the building location on site,
or to reesign the parking lot layout once t tomaintain de uate a widths. The
proposed "one - way ".traffic flow concept is acceptable to tie Fire ana Pubic Works
Departments, subject to resolution of the setback problem.

RESPONSE: No redesign of Exhibit A - 1st revision, proposed.
ITEM 3.
INCOMPLETE IMPROVEMENTS TO, AND PROJECT UTILIZATION OF THE PRIVATE ROADWAY
EASEMENT: Exhibit A does not indicate completion of the turning radius at
the west end of the private access roadway. Simultaneous completion of this
facility with the project is imperative for adequate traffic management of the
total Aiton Development, and for efficient maneuvering of emergency service
vehicles.
RESPONSE:
ITEM 4.
The angled parking stall layout at the S/W corner of the site does not provide
sufficient back -up space in certain instances and makes inefficient use of
what seems to be an excess amount of paved surface.
RESPONSE: The applicants have deleted some of the angled parking spaces and
added a small planter in this area. However, inadequate aisle distances,
chaotic traffic flow patterns and much unused asphalt surfacing still
remain on Exhibit A - 1st revision. The proposed solution is inadequate.

The applicants have added a planter strip at the lower right edge
of the cul -de -sac; however, the minimal turning radius and curve -
return radius have not been held, continuous curb and gutter are not
indicated, and the Public Works Department objects to the presence of
two curb -cuts in close proximity. The proposed solution is, therefore,
inadequate.
LANDSCAPE PROPOSAL GENERALLY INADEQUATE: The amount of site area given over to
ornamental planting does not seem to conform to the traditionally -high standards
of development in the City of Tukwila. For example numerous odd - spaces in the
parking area which could accommodate small planters have been left as pavement.
No perimeter plantings are proposed, nor are there any plantings adjacent to the
building. Attention to these details could measurably enhance the appearance of
this project.
RESPONSE: The applicants have added some additional planter space to the parking
area, and an incorrectly- configured planter within the private roadway
turning radius. No intent to landscape the peripheries of the site nor
building are suggested on Exhibit A - 1st revision.
RECOMMENDATION
In general, staff concludes that the proposed revisions are inadequate to the scope
of problems indentified in the December 20 report; reacting to the project as depicted

application.

TO: Board of Architectural Review

DATE: 28 February 1980
SUBJECT: AITON OFFICE BUILDING #3
In response to criticisms contained in the staff report on this matter which appeared
in your packet for tonight's meeting, the applicants have prepared Exhibit A -
2nd Rev. (attached). The revised plot plan was received at approximately 4:00 P.M.
yesterday; thus, there was not sufficient time to distribute copies of the plan to
you prior to the public meeting.
I believe that Exhibit A - 2nd Rev. satisfies the following points of concern:
ITEM 1: South elevation setback is corrected, allowing for a 36" overhang
in the setback area.
ITEM 2: Building orientation conflict tied to correction of the setback
relationship described in Item 1 has been resolved by reducing
the width of the alley at the north end of the building by one
foot.
ITEM 3: Minimum radius of the cul -de -sac is now shown correctly.
ITEM 4: Angled parking at the southwest- .corner of the site has been eliminated.
ITEM 5: Quantity has been improved through reconfiguration of the private
roadway turning radius. However, the applicants now propose to create
an off- street loading area at the southeast corner of the building.
Staff suggests that additional planting could be placed here to
clarify and direct traffic movements and to soften hard textures
surrounding the building.
Staff recommends approval of Alton Office Building #3 as depicted on Exhibits A -
2nd Revision, B, C, D according to the following condition:
1) Exhibits A - 2nd revision, C and D shall be modified to include additional
landscaping in the general vicinity of the south elevation of the building,
subject to staff approval prior to issuance of an occupancy certificate
for the building.

At its meeting of 20 December 1979, the Board of Architectural Review tabled
your application for design review to its meeting of 24 January 1980. This
action was taken inasmuch as you could not be present at the December 20
meeting to respond to commission concerns about your project.
The Commission also directed that your project drawings be revised according to
the guidelines contained in' the staff report of 20 December 1979. Such revised
drawings must be received by staff on or before Friday, January 11, 1980, in
order to place this application on the 24 January agenda.
