Quadrant, Strander Blvd. @ Andover Park East) Assistant Planner Mark Caughey read the staff report and displayed the project color board prepared by the applicant's designer. Ernest Patty was present to represent the applicant. Mr. Richards questioned the utility of the two existing parking spaces at the S/W corner of the site. Afterr some debate on the matter, the Commission agreed not to recognize this area as part of the total off - street parking provided for the project. In response to the Chairman's inquiry, Mr. Patty explained that no reduction in existing landscaping is planned, and that the proposed building addition area of the site is currently unimproved. The Commission then discussed the proposed painted concrete exterior finish of the building addition. Mr. Patty explained the practical difficulties associated with matching the existing aggregate surfaces. The Commission's consensus was to accept the designer's solution as presented and allow the metal roof element shown on Exhibit B to'create a visual unity between the existing and new building sections. The Commission discussed staff's concern relative to the alignment of the S/W curb - opening, and decided to defer resolution of the matter to the public works staff. MOVED BY MR. RICHARDS, WITH MR. As you know, the former Grainger Building was long an eye sore of the Andover Industrial Park. On my own initiative a purchase and upgrading of the project was instigated. Part of this upgrading was the installation of an irrigation system in the lawn, and the hiring of a landscape maintenance crew to maintain the premises. This was all done prior to any conversation with the City. As to the length of my maintenance contract, I will assure you, that in as much to my Tenants pay for this service and in as much as I have no desire to maintain the grounds myself, there will always be a maintenance program. Mark, I do not wish to install an unnecessary irrigation system along the eastern planting strip in as much as the mature platings that will be re- located to this area have grown steadily and healthfully for the last twelve years without any regular waterings. Certainly you can speak positively to this matter at the architectural review cc*mettee. As the the rest of the project, all landscaping is sprinklered daily and maintained on a weekly basis. The southeast corner of Strander and Andover Park East is frankly somewhat of a showplace for the park. Thank you. Ernest N. The plan prepared by Earth Enterprises and revised 4/28/80 fulfills the intent of said condition with exception of the following: A) Your December 6, 1979 landscape maintenance contract with Earth Enterprises does not contain any time -limit clause and may expire at any time without our knowledge. Therefore, to protect the city's long -term interest in the maintenance of your site, we shall require installation of a sub - terranean irrigation system in the east planting strip adjacent to the railroad right -of -way. B) The subject landscape plan must also depict plant materials to be placed against the building in strategic locations approved by staff. Keever (6) W. B. McCurdy (7) Chairman, Tukwila Planning Commissio Grainger Building - Proposed Building Remodel. Mr. R. Kris Anderson, of Sconzo Associates presented plans for the building remodel to the A. C. C. The remodeling consists of the addition of three windows and one door into the building, enlarge- ment of an existing door into the building, and the addition of a "handicap ramp" from the parking area to the building sidewalk. Mr. R. G. Keever moved to approve the building remodel indicated on Sconzo Associates site plans for the Grainger Building, designated "A.l ", A.2" and "A.3 ". The plans are dated October 12, 1979. Mr. R. T. Davidson seconded the motion and it was passed unanimously. Grainger Building - Proposed Addition to Existing Building. The proposed addition to the east side of the Grainger Building will be 42 feet by 99 feet in size, and will have internal access to the existing structure. Kris Anderson stated that the no new curb cuts into the Grainger Building site will be required, and that the require- ment for additional parking will be satisfied by paving previously unpaved and unlandscaped portions of the site. Mr. Mark Caughey of the City of Tukwila stated that the proposal by Sconzo Associates meets parking requirements of the City. A.C.C. Meeting Page 2 December 11, 1979 Mr. Anderson stated that the addition will be of "tilt up" construc- tion with an exterior of concrete,stucco and paint. A metal canopy to be installed will be a "dark brown" color. The "office area" of the addition is to be air conditioned. Mr. Ernest N. Patty, of Grubb & Ellis, stated that a sprinkler has been installed in the existing landscaping areas along Strander Boulevard and Andover Park East. In response to a question by the A.C.C., Mr. Patty stated that the Grainger Building site use does not encroach upon the adjoining railroad right of way. Mr. R. G. Keever moved to approve the building addition shown on the Sconzo Associatess site plans for the Grainger Building desig- nated "A -1 ", "A -2 ", "A -3" (dated October 12, 1979) subject to the understanding that (1) the addition will be of concrete tilt up construction with stucco modules, (2) any roof mounted equipment installed on the Grainger Building will be screened from ground view, (3) Landscape designs for the site will be submitted for A. C. C. approval, (4) tenant signing proposals will be submitted for A. C. C. approval, and (5) colors used on the exterior of the building will be of "non- glare" variety approved by the City of Tukwila Office of Community Development from a "color board" sample. Mr. R. T. Davidson seconded the motion and it passed unanimously. Other Matters Mr.• Baker advised the A. C. C. that the Shasta Beverages sugar tank has been relocated and that a wall, approximately 18 feet in height, had been constructed to screen the tank from view from the street. Decorama A representative of Fiberchem telephoned Mr. Baker's office to regigter a complaint over the unsightliness of trash accumulating on the Decorama property in the area of Decorama's "dumpster ". Fiberchem's property adjoins Decorama's site. The Secretary of the A.C.C. will direct a letter to Decorama requesting that Decorama will comply with the Andover Park covenants which require property owners within the Park to remove any rubbish which may accumulate on their property. Mr. Charles 0. Baker and Bill Arthur of Puget Western, were authorized by the A.C.C. to inspect the Andover Park Area to determine if other accumulations of rubbish exist. Messrs. All Fertilizing per enclosed schedule. 2. All mowing per enclosed schedule. 3. Weed control through chemical and herbicides and by hand as required. 4. Insect control per enclosed schedule. 5. Lawn aerification and thatching are not included in this schedule but will be done as recommended by us and approved by the owner in early spring. 6. Dead or dying plant,material will be automatically removed and replaced and invoiced to the owner on a time and mater- ial basis. This will be done unless directed otherwise by the owner. 7. The base bid includes weed control in curbs and walkways. 8. The base bid includes all selective pruning, removing dead or deseased branches and shaping as required throughout the year. Irrigation repairs and adjustments will be done as required and will be billed to the owner at the rate of $27.50 per hour plus materials. All normal setting of controllers is included in base bid. 10. Bark mulch appl ications.wi l l be made as required and, invoiced to the owner. 11. The base bid includes a site visitation by our landscape maintenance supervisor and check in with the owner once a week from April 15 through September 30. Site visitations will be done twice a month during the rest of the . year or as requested by the owner. 12. Annuals and perennials will be planted at the owners request.
