Is the traffic report upon which the Hayden Island decision is based a policy plan? - Kjell affirmed that the traffic report is a policy plan the recom- mendations of which should be taken seriously. He noted that Terry Monaghan has not committed himself to a preferred solution for the super block bisection and that the burden of proof is on Chartwell to dispute the City plan's findings. . Dr. Erickson seemed to believe that continued use of the pond as a wildlife refuge and as a public- access facility are not mutually- exclusive objectives, subject to possible controls of the access privelege during certain critical seasons of the year. Kjell indicated that if the Hayden Island roadway is needed through the Chartwell site, he will support original waiver application standards relative to sq. ft. build -out of the project. Kjell suggested that the appropriate forum in which to address the roadway issue is in context of the environmental analysis of the final waiver application. However, the burden of proof is on Chartwell to demonstrate that the subject bisecting road is not needed or that a more suitable alternative exists else- where. Chartwell should also negotiate the question of who will fund what part of the road improvements on the south boundary of their site, if needed. Director Terry Monaghan, Public Works Director Hubert Crawley, Fire Chief Staff Present: Mark Caughey, Assistant Planner ITEM #1: APPLICATION 79 -24 -BSIP - HAYDEN ISLAND PARKWAY SQUARE BINDING SITE IMPROVEMENT PLAN Representatives of the Applicant Present: Les Buell, Gary VanDyke The subject application was tabled at the Short Subdivision Committee meeting of 16 August 1979 pending revisions to the BSIP application material. The principal aspect of the proposed BSIP to be resolved at this meeting is the City's requirement of a 60' wide reservation for roadway on the southerly boun- dary of the site, as described in the O.C.D. Director's letter to the applicant dated 27 August 1979. Mr. Monaghan explained the rational for the reservation, referring to the "Transportation Improvement Plan" prepared by Entranco Engineers for the City. The study includes a recommendation for an intermediate east /west access road to bisect the "superblock" between Strander Boulevard and 180th Street. One possible location identified in the study for an east /west linkage between Andover Park West and Southcenter Boulevard is through the Hayden Island and adjoining Chartwell properties. The City is requesting a 60' reservation width. Mr. Monaghan emphasized that the City's intent in this matter is to preserve the option to construct a roadway in this vicinity if needed at a future time by ' preventing construction of buildings in the reservation width. Therefore, Mr. Buell restated his firm's position that, while willing to cooperate with the City in this matter, the proposed 60' wide reservation running the length of their south property line would impose significant hardships on their ability to execute the project. He presented drawings of alternative 40' and 30' reservation widths and roadway sections and stated Hayden Island's willingness to grant the reserva- tion area to the City as an easement and to fund construction of the road improve- ments. Mr. Graham Brawn, representing the adjacent Chartwell site,' inquired of the Com- mittee if the proposed roadway reservation to extend through the Hayden Island and Chartwell site indicates a change in public priority from protecting the adjacent pond to that of facilitating traffic flow. Short Subdivision Committee Page 2 Minutes 6 September 1979 design was predicated on minimizing environmental degradation of the nearby wet- lands consistent with conditions imposed on Chartwell's waiver application approval. Mr. Crawley agreed with the validity of this question, not wishing that the Committee take action which contravenes existing Council priority with respect to the pond site. Following discussion, the Committee's concensus is that the proposed roadway reserva- tion requirement for Hayden Island represents no change in development policy, but only preserves other options for future public actions. Mr. Stoknes expressed his preference for a 30' wide reservation on the Hayden Island site, with 10' additional building setback from the north line thereof to insure that any future roadway construction or related improvements will be adequately separated from structures on the site.
