PLANNING COMMISSION Vice - Chairman Richards called the regular February meeting of the Tukwila Plan- ning Commission to order at 8:00 P.M. with Commissioners West, Avery, Sowinski, Bowen and Hartong present. Fred Satterstrom and Gary Crutchfield represented the Planning Division. Mr. Crutchfield noted Chairman Kirsop is out of town. Motion by Mr. Sowinski, seconded by Mr. Bowen and carried to approve the 26 Jan- uary 1978 minutes as prepared. CITY COUNCIL ACTIONS Mr. Crutchfield read the Staff Report and explained City Council actions regarding those matters. Also noted the recent City Council denial of Ordinance #1035 waivers for the two (2) apartment complexes proposed by & M Investments at the east end of South 152nd Street. Further explained the recent development moratorium pro- claimed by the Mayor affecting the land area served by South 152nd Street. Vice - Chairman Richards asked about the transfer of "trails" money to "underground program" he had heard about. Mr. Crutchfield explained the City had transferred $3,000 from the 1977 H &CD Trails project to a new 1977 H &CD Underground Assistance project to provide financial assistance to qualified low income home owners to convert electrical service connections to underground. BOARD OF ARCHITECTURAL REVIEW: a ndscape Plan: Southcenter South Project #377 Mr. Crutchfield read the Staff Report explaining recommendation to table the matter to allow the applicant to identify method of River Zone treatment. Motion by Mr. Sowinski, seconded by Mr. West and carried to table action to allow the applicant to indicate the proper method of treatment within the River'Zone and fulfillment of development plan approval condition #3. 6230 Southcenter Boulevard • Tukwila, Washington 98188 • (206) 242 -2177 23 March 1978 CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 8:00 P.M. AGENDA ITEM' ' B : Revised Landscape Plan: Southcenter South Pro.iect #377 The landscape plan proposed for Southcenter South Project #377 was tabled by the Planning Commission at the regular February meeting to allow the plans to be revised to fulfill Shoreline Master Program requirements. The plan has been revised to include "poplars" planted 30 feet on- center along the dike. This also serves to obscure the storage area from the. River Zone. Inasmuch as the plan does not indicate the size of the pop -. lars, their immediate effect is left in question. Staff recommends approval of the plan with the following stipulations: 1. The poplars to be planted along the dike be of 2 -inch caliper, minimum. 2. Automatic irrigation be provided. Landscape Plan: Southcenter South Proiect #377 Project #377 was conditionally_approved by the Planning Commission at a Special Meeting on 11 May 1971. Conditions #3 and 4 were as follows: #3: Treatment of River Zone in accordance with Shoreline Master Program to include screening of storage area. #4: Landscape concentration at east end of north property line. The landscape plan proposed includes 5 minor planting areas adjacent the building containing Juniper Ferns and Portugal Laurels for shrubs and either Japanese Baick Pines or London Plane trees. 3 Japanese Black Pines are indicated in a landscape island near the east end of the north property line. The River Zone is indicated only to contain existing "natural grass ". The Shoreline Program requires provision of large hardy shade trees.
