APPROVAL OF MINUTES MOVED BY SAUL, SECONDED BY VAN DUSEN, TO APPROVE THE MINUTES OF THE JULY 9, 1979, TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE f.IEETING AS PUBLISHED. CARRIED. Rezone request by Kjell Stoknes, OCD Director, explained the location of the property Bruc . McCann, and stated it was requested to be rezoned to C -1 for office buildings. Pr 5ect #352 - Rezone 1 rom R -1 -9.6 to C -1, / Edward Hunt, representing McCann Construction, said the condition North of South 1780/ that has been recommended by the Planning Department that approval of and adjacent to)-5. a detailed access plan by the Public Works Department prior to issuance of building permit needs further explanation. He said the recommendation further stated that if, in the assessment of the Public Works Department, traffic volume and /or conditions warrant additional traffic improvements to South 178th Street, the developer shall at no cost to the City equitably participate in such improve- ments and /or dedicate the required property necessary for such improvement. He said at the Planning Commission meeting there was some discussion about possible realignment of 178th Street. He felt McCann should have some assurance of the City Council that there is some form of understanding of the proportion of their participation. He said at the time of the Planning Commission meeting, statements were made that information was not available to the Public Works Department that possible realignment of the road might be necessary. If it is determined to be necessary, the owner wishes to be reassured that he would not be assessed or responsible for that work. The street in its present form serves the property. The owner does not wish to have this.requirement. Terry Monaghan, Public Works Director, said McCann Construction is requesting rezoning on two parcels of land; Project No. 353 is north of South 178th Street and adjacent to 1-5, and Project No. 352 is north of South 180th and west of Southcenter Parkway. He said they had been concerned about emergency access to the property during periods of ice and snow as portions of the road are quite steep. It has been suggested that the property could be got to coming in from the west. The Fire Department had commented on the emergency access to the project. He said technically the access to the propert, could be heat traced. There was a proposal not to allow development until a site specific plan is submitted. When the traffic study was made, our consultants looked at some of the things that should be done. It had to do with. signals, etc. In addition, they also looked at 178th as a through access from the lower valley floor to Military Road. They had three or four options; one was to do nothing and another was the total straightening of the road. The realignment will be further to the south. It will not require taking any of the McCann property. This will permit more traffic to go up over the hill. Councilman Van Dusen said another problem is that the request is from R -1 to C -1 and the Planning Commission recommendation is that this be restricted to office and associated parking and no retail allowed. He asked what would prevent this in the future from becoming retail up there if they sold. Kjell Stoknes, OCD Director, said the office designation is part of the new zoning ordinance. He said this area will be changed to office when the zoning ordinance is accepted. 'ly 30, 1979 P age 2 DISCUSSION - Cont. Rezone request by Bruce E. McCann, Project #352.- Rezone from R -1 -9.6 to C -1. North of South 178th and adjacent to I -5 - Cont. c. Mr. Hunt said it would not be a great deal of traffic. 4044. Mayor Bauch said the ordinance is the basis of the zoning. The zoning map will be keyed in with the ordinance number. Kjell Stoknes said this ordinance will probably be repealed when the zoning ordinance is adopted. Councilman Van Dusen said Fire Chief Crawley had mentioned that any building on this site would have to have extra protection. Mr. Monaghan said this would mean additional sprinkling. Mr. Hunt, McCann Construction, said the Planning Commission motion said if, in the assessment of the Public Works Department, traffic volumes and /or conditions warrant additional traffic improvements to South 178th Street, the developer shall at no cost to the City equitably participate in such improvements and /or dedicate the required property necessary for such improvements. There would be a review and approval of development plans by Board of Architectural Review, including site, elevation, grading, and landscape plans prior to issuance of any building permit. He said the property can be served by the existing road. Council President Bohrer told Mr. Hunt they would be adding to the volume of traffic on that street by putting in the building. Terry Monaghan, Public Works Director, said if a deceleration road is needed for access to the property, McCann would be required to put it in. He assured Mr. Hunt that the City would not ask them to realign all of 178th Street. Councilman Van Dusen said the applicant then wants assurance that he will not have to participate in realigning the street. Mr. Hunt said the way he reads the Planning Commission motion is that approval of the rezone is with the condition that they participate. Mayor Bauch said the word "equitable" in the ordinance is important. The road is an arterial and funding should be available external to the City. Mr. Stoknes said the Planning Commission had recommended the rezone from R -1 -9.6 to C -1 be approved with the conditions that the building be set back 25 feet; that the parking be screened with evergreen screen and set back 15 feet; that the building be limited to two stories and if there is a basement it be one of the two stories, total area limited to 30,000 feet; restricted to office use only and associated parking, with no retail allowed; final development plans to be approved by the Board of Architectural Review. If the building is two stories, total area will be 15,000 on each story. Council President Bohrer remarked that the Staff Report says the street grade is 17 percent. He asked if that is average. Mr. Stoknes said it is maximum grade. Mr. Hunt said the property flattens out before you get to the crest. Council President Bohrer stated that the gradient on the property could be as high as 30 percent on the average. The Comprehensive Plan has a policy stating that we should discourage development on slopes in excess of 20 percent. He requested that the applicant supply site maps showing the elevation contours for inclusion with the final ordinance. V McCann Project #353 Revised waiver request by Felix Campanella for property fronting on Interurban Avenue between extension of South 139th and South 137th. 2 523 MOVED BY SAUL, SECONDED BY VAN DUSEN, THAT THE MCCANN PROJECT #352 AND #353, REZONE REQUEST FROM R -1 -9.6 TO C -1 BE ON THE AGENDA OF THE AUGUST 6, 1979, REGULAR COUNCIL MEETING. * Council President Bohrer said he would like to see the topographic ma for Project #353 as part of the packet when it is reviewed'at the next meeting. *CARRIED.. Council President Bohrer said this project is in essentially the same area as Project #352. The location of the property is north of South 178th Street and west of Southcenter Parkway. Councilman Traynor said he feels a building with 30,000 square feet and associated parking would make the area appear to be all blacktop. Kjell Stoknes, OCD Director, said the Council could indicate how much land should be left in landscaping or open area. They could state 60 to 70 percent can be put in buildings and the rest in open space. Mayor Bauch remarked the applicant had accepted the assessment of LID No. 27, that was when 178th Street was realigned and they thought they were building at State standards. Mr. Hunt, McCann Construction, noted that in Project No. 353, the Planning Commission recommended that there be aset back of 25 feet, the parking be screened with evergreen screen andset back 15 feet; that the building be limited to two stories and if there is a base- ment it be considered one of the two stories; that the land use be restricted to office use only and no retail allowed; final development be subject to the Board of Architectural Review, approval of detailed access plan by the Tukwila Public Works Department prior to issuance of any building permit. Total building area shall be limited to 49,200 square feet. Chris Crumbaugh, Segale Company, said he had stated at the Planning Commission meeting that the office zoning would buffer the single family zoning to the south. Kjell Stoknes, OCD Director, said the revised waiver request is for a 92 -unit complex on 4.6 acres of land. The previous request was for a 106 -unit complex on 4.6 acres of land which was withdrawn by the applicant so it could be revised. Mr. Stoknes said the revised application was to build a 92 -unit condominium development with 32 one - bedroom units and 60 two - bedroom units. Density calculations by staff indicates that a total of 85 units should be allowed on the property. The proposal consists of 7 four - plexes on the upper shelf and 4 sixteen -unit apartment structures on the lower shelf plus a recreational building. The lower buildings appea to work their way up the slope in a step -like manner which would not indicate a massive amount of excavation into the hillside. Three curb cuts are proposed along Interurban Avenue. The distance between Interurban Avenue and the proposed 16 -unit structures is very tight based on present City parking standards. He said the conclusions were that combining four - plexes and eight - plexes on the upper shelf would provide more open space of * larger dimensions while not being inconsistent with the bulk in •tne general vicinity. The proposed row of buildings on the lower portion would give the visual impression of one long row of buildings. Some major separation between buildings of at least 50 feet should be considere If such items as a deceleration lane or additional right -of -way were required by the Public Works Department, for Interurban Avenue, it would cause a significant deviation or alteration to the proposed site plan. The exterior finish of the building should be of quality construction, with windows insulated in thermopane and color schemes in earth tones. After due considera- tion of public testimony and a review of the record, the Planning Commission recom- mended approval of both rezone requests to the City Council with the following conditions: 1. Any buildings on the site be setback 25 feet from the street. 2. The parking lot be screened with an evergreen screen and be set back 15 feet from the street. 3. Any buildings be limited to two (2) stories and any basement shall also be considered one of the stories. eLZpb 4. Total floor area of all buildings to be limited to square feet. 5. Rezone is restricted to office type uses only; no retail. 6. Review and approval of development plans (site, grading, and landscape) by the Board of Architectural Review prior to issuance of any building permit. 7. A Traffic and Access Study and topographic survey have been submitted by the applicant. He said the current zoning is single family. The property is bordered on the west by I -5 and is not zoned. The property to the north and east is zoned R -1, while the property to the south is not within the City limits. The surrounding property is vacant. The Comprehensive Land Use Plan Map designates the site for office use. The properties to the east and north are designated for commercial use. These areas are located in the valley bottomland below the subject site. On the plateau south of the site across South 178th Street the property is designated for low density residential use. The size of the property is approximately 164,000 square feet or 3.76 acres. The size of the proposed office structure is approximately 49,000 square feet. According to the topograph survey the slope has a general northeasterly exposure and rises from an elevation of approximately 200 feet to 250 feet. The middle of the parcel is relatively level while the edges are steep. Sanitary and storm sewers are available, but will have to be extended to the site from Southcenter Parkway. No rezones have occurred in the immediate area since the adoption of the Comprehensive Plan in 1977. In 1969, the property where RB Furniture and Levitz Furniture are located was rezoned from R -1 to M -l. The property south of South 178th Street was zoned when annexed in June of 1959 to R -A District (Residential Agricultural.) Mr. Satterstrom said the proposed office use of the site appears to be consistent with the Comprehensive Land Use Policy Plan Map. The proposed rezone does not appear to be consistent with all the Plan's goals, objectives, and policies regarding Commercial and Industrial development and Transportation /Utilities. The Department of Public Works has responded to the Traffic Study and states that "during certain periods of snow and ice all access to 178th and the adjacent property in question is barred and that all vehicles would need to access from the west via Military Road. This represents a serious consideration." The Fire Chief expressed his concern in April 1978 when he specifically stated that "any structures built on this road (South 178th) will have to have a fire protection system to fill the gap created by the steepness of the road." Today the maximum allowable slope acceptable for new subdivision or roads is 15%. He said the staff recommends that the Planning Commission deny the request for a rezone from R -1 to C -1 based upon the findings and conclusions. Mr. Hennessey, attorney for McCann Construction, said the City should encourage, not discourage the promotion of office zoning. Harold Iverson, Sammamish, Inc., said the property to the south is not in the City of Tukwila. The people felt they could not afford to sewer. The sewer line is right at the base of the hill to connect to it. Chris Crumbaugh, representing Segale Corporation, said Mr. Segale owns the property across the street with a house on it that he is leasing. If the zoning allows office building it will encourage multiple family development to the south. Mr. Segale intends for the house to be single family and he supports the single family zoning area. That is his feeling at the present time. Chairman Kirsop declared the Public Hearing closed at 10:50 p.m. Chairman Kirsop said the site is similar to the other site just discussed. It adjoins the freeway on the west. Mr. Iverson said he would provide the City with the results of the studies that were done in 1966. BOARD OF ARCHITECTURAL REVIEW DEVELOPMENT PLANS: Parkway Square - Hayden Island Fred Satterstrom, Planning Supervisor, read the staff report, stating the development plans propose the construction of four structures with a total of 94,155 square feet. The largest building is 38,000 square feet plus 10,295 square feet of mezzanine space. It will house "Toys R Us," a retail toy store. Two buildings to the south will contain 18,600 square feet and 19,760 square feet for a total of 86,655 square feet of retail space. The free- standing building in the northwest corner of the site will contain 7,500 square feet of office space. These buildings will be treated with split face concrete blocks, beveled wood siding, sheet metal, and cedar shakes. He said the site is located in the C -M district. The development plans call for 442 parking spaces. The City requires only 241 parking spaces. Of these parking stalls 398 are 90 degree angle parking while the remaining 44 are 60 degree angled parking for compact cars. The design of the parking stalls conform with the proposed off - street parking design criteria. Only approximately 150 of the parking stalls meet minimum standard size dimension of 9 feet by 19 feet. It appears that the majority of the parking is designed for compact cars. The TMC requires that when property is being divided for the purpose of lease that a Binding Site Improvement Plan be filed on the subject property. One major access is proposed for all four buildings. It will be similar to the boulevard effect created in front of the Benaroya Office building and the new Doubletree Inn. The revised development plans have eliminated the shared minor access with the Doubletree Inn. The Transpo Group has completed a detailed traffic study of the Southcenter area, which states that there is an immediate need for the City to widen Southcenter Parkway by 12 feet. This would require acquiring 7 feet of property for pavement, while the sidewalk would be placed on private property. Landscaping is provided around the perimenters of the property. Along Southcenter Parkway the landscape strip is shown at 15'feet, while on the east, north and south boundaries the strip is 10 feet. Mr. Satterstrom said the project appears to be an appropriate development in the C -M district. It provides more than enough parking. The increased traffic being generated by each new project with the City has accumulated to a point where the streets have to be widened. The staff recommended the approval of the development plans with conditions. David Hickman, architect, said the developer did not have any objections to the conditions of recommendation. Mr. Sowinski asked what percentage of the parking is for smaller cars? Mr. Hickman said they meet the Code and all of the 90 degree parking stalls are standard size. Mr. Satterstrom explained the effect of condition (1) of the recommendations is to move the edge of the curb back 12 feet. Mr. Richards said the property line will be a curved line. 't COMPREHENSIVE PLAN: Office FINDINGS: CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT REQUIEST: REZONE from R -1 -12.0 to C -1 APPLICANT: Bruce E. McCann AGENDA ITEM V C • PUBLIC HEARING: REZONE, R -1 -12.0 to C -1 (McCann #353) • LOCATION: Northeast of the intersection of Interstate Highway 5 and South 178th Street. ZONE: R -1 -12.0 The applicant is requesting a rezone from R -1 -12.0 to C -1 to allow the construction of a 49,200 square foot office building on a site containing 164,000 square feet. Specific site plans have not been submitted. The application was originally submitted on March 31, 1978. On April 25, 1978, a Declaration of Significance was signed by the Responsible Official. Since that time a Traffic and Access Study and a topo- graphic survey have veen submitted by the applicant and the Declaration of Significance has been withdrawn by the Responsible Official. 1. Current zoning of the subject site is R -1 -12.0 (singel- family dwellings). It was zoned R -1 -12.0 by Ordinance #247 in November of 1957. The property is bordered on the west by Interstate 5 and is not zoned. The property to the north and east is zoned R -1 -12.0 (single - family dwellings), while the property to the south is not within the City Limits. 2. The subject property is presently vacant. The surrounding property is also vacant. The Comprehensive Land Use Plan Map designates the subject site for office use. The properties to the east and north are designated for commercial use. These areas are located in the valley bottomland below the subject site. On the plateau south of the site across South 178th Street the property is designated for low density residential use. 4. The size of the property is approximately 164,000 square feet or 3.76 acres. The size of the proposed office structure is approximately 49,000 square feet. As a matter of comparison, the site of the new Tukwila City Hall is approximately 92,500 square feet or 2.12 acres and the size of the building is 24,000 sq. ft. 5 According to the topographic survey submitted, the slope has a general northeasterly exposure and rises from an elevation of approximately 200 feet to 250 feet. The middle of the parcel is relatively level while the edges are steep. Planning Commission Staff Report GENERAL GOALS Page 2 24 May 1979 Below are the general goals for the Tukwila Comprehensive Plan. They are broader in scope than the element goals listed on subsequent pages because they reflect a condition which can be attained only through the improvement of all elements of the community. THE CITY SHOULD: 6. According to the "Data Inventory: Tukwila Planning Area" the site is considered rough, broken and stoney land, which consists of a variety of soil types generally found on slopes in excess of 25% along the valley wall. These soils are usually thin and feebly developed. Because of the steep slope and relative instability of these soils, they do not provide good sites for development or road construction. 7. According to the "Data Inventory" the site is located within an area where stability is unknown, (SEE, Map I -3). These slopes are not classified; generally it is modified land where large excavations and fills have been made. S. South 178th Street located along the southern property line is currently a two -land road which connects the East and West Valley Highways with Military Road. It is a major east /west arterial. For the first 1,000 feet east of the intersection of I -5 and South 178th Street the gradient of South 178th Street is approximately 15 to 16 degrees. 9. The site is part of the valley wall. The one major plateau is covered with low shrub vegetation; however, the steeper slopes along the edges of the property have a dense vegetative tree cover. 10. Sanitary and storm sewers are available, but will have to be extended to the site from Southcenter Parkway. 11. No resones have occurred in the immediate area since the adoption of the Comprehensive Plan in 1977. In 1969, the property where RB Furniture and Levitz Furniture are located was rezoned from R -1 to M -1. The property south of South 178th Street was zoned when annexed in June of 1959 to R -A District (Residential Agricultural). 12. In the application of the goals, objectives, and policies of the Comprehensive Land Use Plan to the applicant's request, the following are considered by the staff as points of primary concern and possible conflict: GOAL 1 ...Through the regulation of land use and community growth, promote the health, safety, and general welfare of the public, GOAL 5 ...Strike a balance between economy and environment. While the City should encourage development and strive to provide a healthy economic climate, it should be sensitive to the natural limitations and hazards imposed by the physical environment and the tremendous natural amenities which that environment affords. Planning Commission ! Staff Report GOAL 1 GOAL 3 GOAL 8 ...Strive to provide the most effective service level needed as efficiently as practicable. 4. CO■MERCE /INDUSTRY (General Goals) pg: 18 This element deals with the working environment which includes commercial, industrial, and agricultural land use. These activities form the economic lifeblood of Tukwila, generating employment and revenue within the City and manufacturing goods which are traded to industries as far away as the North Slope in Alaska. GOAL 2 Assure a healthy pace of economic growth consistent with the City's ability to provide necessary services. S. TRANSPORTATION /UTILITIES (General Goals) pg. 19 This element deals with the community's infrastructure, or its public services and facilities such as roads, railroads, sidewalks, telephone, power, cable, and water and sewer utilities. These services and facilities serve as the backbone upon which the growth and continuance of the community depend. Provide an adequate transportation system capable of moving and goods in a manner consistent with compatible land use patterns. Assure a public service level consistent with the needs and desires of the community. • COALMERCE /INDUSTRY (Objectives and Policies) pg. 60 Page 3 24 May 1979 OBJECTIVE 1. Encourage a smooth, steady and planned growth of the business community. There are a variety of methods to achieve this objective. Some of these methods may include a technically sound and rational zoning ordinance, a supportive local city government, knowledgeable and professional city staff, capable and willing lending institutions and communication of the needs and desires of the business community to the City. The above may not be all - inclusive. However, they are a significant part of what makes up a favorable business climate that could encourage smooth, steady growth. COMPATIBILITY: POLICY 2. Allow for the location of new commercial and industrial areas and the expansion of existing ones when this expansion is compatible with surrounding land use and not detrimental to the public welfare. Just as the City strives to' provide land for the location of new business, so should it provide the.opportunity for existing businesses to expand. Due to Tukwila',s location, transportation systems, level land and local services, the City is an attractive area for the location of commerce and industry. The City has vacant lands that can accommodate additional location of new business or the relocation or expansion of local businesses. • TRANSPORTATION (Objectives and Policies) pgs. 73 - 74 DESIGN: POLICY 7. Good design principles should be followed in the maintenance of existing streets or the construction of new streets. POLICY 9. Promote the consolidation of access points to frontage properties along major arterials. Page 4 Planning Commission Staff Report 24 May 1979 OBJECTIVE 1. Establish an efficient, safe, and well- designed circulation system which promotes desired development patterns. This objective and the following policies encourage roadway design and construc- tion which will have a long life span and be aesthetically pleasing to the user. In addition, it is an objective to build in user safety while allowing efficient movement of traffic. Because the relationship between transportation and land use is so tightly interwoven, a change or improvement to the roadway system will in- extricably affect the land use pattern, and vice versa. As a result, this objec- tive supports a broad approach to roadway improvement which considers the circula- tion impact on planned land use patterns. POLICY 5. Encourage effective construction techniques, quality materials, and timely maintenance on all roads and highways. This policy encouarges a philosophy of quality development and timely maintenance on all roadways. The effect of this policy may be higher initial costs during construction. However, it is felt that through better construction techniques and more timely maintenance, the long term costs of roads as well as the ability of the City to estimate these costs will be more advantageous to the City. While this policy encourages the use of standard design concepts, local conditions and needs should also be reviewed and met if possible. Good design should incor- porate the roadways, sidewalks, landscaping, lighting and other facets which are normally apart of a roadway project. The number of access points fronting a major arterial from adjacent properties is often related to the number of traffic accidents on that arterial. That is, the more driveways or access points to the major arterial the more accidents tend to occur. Because of this, this policy encourages properties fronting major arterials to coordinate their development in such a way that they may share common access points CONCLUSIONS: 1. The proposed office use of the site appears to be consistent with the Compre- hensive Land Use Policy Plan Map. The proposed rezone does not appear to be consistent with all the Plan's goals, objectives, and policies regarding Commercial and Industrial development and Transportation /Utilities. The first general goal of promoting the health, safety, and general welfare of the public through the regulation of land use and community growth has not been sufficiently addressed by the applicant. 'Planning Commission Staff Report Page 5 24 May 1979 The Traffic and Access Study states in the Conclusion that No adverse con- sequences are anticipated other thatn those associated with the location of access roads interfacing directly with an arterial facility which has both adverse gradient and compound resverse curves." The Department of Public Works has responded to the Traffic Study and states that "during certain periods of snow and ice all access to 178th and the adjacent property in question is barred and that all vehicles whould need to access from the west via Military Road. In my opinion this represents a serious consideration." The Fire Chief expressed his concern back in April of 1978 when he specifically stated that "Any structures built on this road (South 178th) will have to have a fire protection system to fill the gap created by the steepness of the road." Today, the maximum allowable slope acceptable for new subdivision or roads is 15 percent. The City Attorney was requested to provide an opinion on five points of con- cern. The first and primary point centers on the fact that the City cannot guarantee emergency access for fire or police vehicles within a reasonable response time. In such a case can the City require the applicant to submit a hold harmless agreement? The attorney's response was to state that it was of "little practical value ". Conditions can be placed on any development or rezone; however, the City cannot sign away its responsibility for protecting the health, safety and general welfare of the public. General Goal 5 suggests that the City "should be sensitive to the natural limitations and hazards imposed by the physical environment." The valley wall is definitely a limiting factor. Soils could also be limiting because of the unknown slope stability. General Goal 8 suggests that the City "strive to provide the most efficient service level needed as efficiently as practicable." Most projects are pos- sible from an engineering point of view if there is enough time and money. However, a community must evaluate projects based on community good. A practical efficient public service level must be provided for a proposed development without endangering the health, safety, and general welfare of the public prior to community approval. Under the Commerce /Industry Element of the General Goals section, a definite statement is made to allow economic growth only if it is consistent with the City's ability to provide necessary services. Efficient fire and police protection is a necessity and the City of Tukwila cannot provide adequate public services at all times of the year because of the steep gradient of South 178th Street and South 180th Street. In•addition, Objective 1, Policy 2 of the Commerce /Industry section (page 60) intends to "encourage a smooth, steady and planned growth of the business community" when it "is compatible with the surrounding land use and not detrimental to the public welfare." To the south of the site the area is designated as Low Density Residential and would possible consider placing the property into the R -A District if annexed to be compatible with the existing R -A zoning to the east, which is south of the other rezone request discussed under item V B. Three policies from the section dealing with Transportation Objectives and Policies (pages 73 and 74) are applicable. The intent of these goals is to provide a well designed, efficient road system for the City of Tukwila. South 178th Street and South 180th Street are serious problems because of the gradient. Planning Commission Staff Report RECOMMENDATION: Page 6 24 May 1979 It is something that the City has to live with and maintain. On the application 'form for a rezone there appears the following question: "What provisions will be made to provide for necessary street widening to City minimum- standards?!: This has been adequate in the past because most developments have been on the valley floor or on relatively level pieces of property; however, development pressure is forcing development onto the less desirable property of the valley w a l l s . 3. Any application for a rezone has to be evaluated based upon whether it is designated in the Comprehensive Plan and whether it is timely. Determining it it is an appropriate land use is a simple interpretation of the Comprehensive Land Use Map. On the other hand the question of timeliness can only be evaluated by applying the goals, objectives, and policies of the Plan. The applicant has not provided specific development plans to support his premise that it is an appropriate time to rezone the property. In definitely appears that the goals delineated in Finding 12 and discussed in Conclusion 2 cannot be met. The Comprehensive Land Use Plan and Map are long range planning documents. The intent is to ultimately rezone the property for office use; however, at the present time the gradient of South 178th Street and the inability of the City to assure emergency services precludes the logical development of the property. The following conclusions are drawn from said reviews: 1. Earth: Our "Data Inventory" indicates both parcels are composed (generally) of lacustine deposits. As such, they have poor Seismic stability and poor foundation stability. Stability of slopes are unknown in modified state. The proposal may result in unstable earth conditions. Extension of utilities (sanitary sewer and water) is a necessary part of the proposal. As a result, current land uses may exper- ience increased development pressure. Proposed sites are currently zoned R -1 (Single - Family) and both are planned for Office use by the Tukwila Comprehensive Plan. Much larger land area directly south is currently zoned R -A (Resi- dential- Agricultural) and is planned (by Comp. Plan) for Low -Den- sity Residential (Single- Family). Proposal, due to extension of utilities and substantial change in current use, may result in . significant alterations to planned land use of this area. South 178th Street is only access to subject sites. Very steep and hazardous; closed during inclement weather. Proposal will increase volume of traffic, in both directions. Will also increase traffic hazards. Fire protection is severely hampered due to location and steep- ness of South 178th. Aid cars and police protection are also a problem. RECOMMENDATION: The proposed rezones (and developments) represent significant alterations to present and planned land use of the affected area. Increased traffic volumes may well affect the residential area west of I -5 and traffic hazards will proportionately increase on 178th.Street. Extension of utilities to service the subject proposals will add to the likelihood of dramatic changes in surrounding land use. In light of the foregoing, I fully recommend an EIS be required of the two projects (preferably in a single document). A light frost can close this road as well as snow, ice, or as on some occasions the spilling of diesel fuel. Any structures built on this will have -to-have a fire protection system to fill the gap created by the steepness of the road. This would almost guarantee that all buildings . would be required to be fully sprinklered and hose manifold. — stations for fire department use .installed in them. I am requiring an Environmental Impact Statement based upon the following reasons: 1. The document "Data Inventory: Tukwila Planning Area," indicates the property's geology is lacustrine deposits. Lack of utilities to the property and the impact on properties to the south should utility systems capable of serving multiple- family land use be installed.
