Please be advised that the Tukwila Planning Commission at their regular
July meeting voted to remove the Ehmke -Kato rezone from their July
agenda and readvertise it for next month's meeting, 24 August 1978.
This action was taken in light of the fact that the application had
been revised to include a greater land area.
Also, please be advised that this rezone action has been advertised
for said August meeting and shall consider the enlarged area.

ZONE: R -3 AND C -1 TO R -4 (EHMKE -KATO)
Mr. Satterstrom read the staff report and drawings of the proposal were displayed.
Chairman Kirsop opened the public hearing at 8:20 P.M.
Mr. Stoknes explained that the applicant had met with the City's Public Works,
Planning and Fire Departments and had made revisions. They wish to take it off
the agenda and put it back on the agenda for next month.
Mr. Horst Ehmke and Mr. Bruce Mecklenburg displayed and explained drawings.
Mrs. Avery asked how much recreation space was allowed to be in concrete. Mr.
Satterstrom explained that 50% is allowed to be "covered," per recreation space
ordinance.
Chairman Kirsop asked to see elevations. Hr. Mecklenburg displayed and explained
elevation drawings.
Mrs. Avery asked if the proposal was for apartments or condominiums. Mr. Mecklen-
burg said it was for condominiums.
MOTION BY MR. BOWEN, SECONDED BY MRS. AVERY AND CARRIED TO TAKE THE EHMKE -KATO
REZONE OFF OF THE AGENDA AND RE- ADVERTISE IT FOR NEXT MONTH'S MEETING.
Mr. Richards voted NO.
REZONE: R -1 TO C -1 (McCAI1N #352 AND #353)
Mr. Ed Hunt explained that additional information was needed and was not complete
as yet.
MOTION BY MR. SOWIUSKI, SECONDED BY MRS. AVERY AND CARRIED TO TABLE McCANN PRO-
JECTS #352 AND #353 REZONES INDEFINITELY UNTIL THE McCANN COMPANY REPORTS TO STAFF
AND HAS IT REINTRODUCED TO THE AGENDA.
Mr. Richards voted NO.
CONDITIONAL USE PERMIT: TUKWILA BAPTIST CHURCH
Mr. Satterstrom read the staff report and drawings of the proposal were displayed.
Chairman Kirsop opened the public hearing at 8:45 P.M.
Mr. Leon Cook, Chairman of the Building Committee, represented Tukwila Baptist
Church. He explained the drawing and proposal. He stated he felt redesigning
is not in the best interest of the City and delaying will not help anything.
•Mrs. Velma Lee, 5529 South 149th, stated she preferred the church facing her
property rather than a parking lot.

Dear Mr. Mecklenburg:
This is to confirm that the above - referenced rezone application will be on the
Planning Commission with a full staff report during their regular meeting of
July 27, 1978.
It has been the City's position in the past that they do not rule favorably
upon rezone requests unless the applicant can demonstrate substantially what
he intends to build on the property. In this case, it would involve a detailed
site plan, building elevations, and specification of exterior finish material
on the structures.
I feel that this office has everything at this time, with the exception of
the specification of exterior material finish. Please be sure of what you
are proposing since these will more than likely be attached as conditions of
any rezone, should they act favorably upon it.
I hope this answers the question addressed to me in your letter of June 26,
1978.

PUBLIC HEARING: REZONE, R -1 to C -1 (McCann #352 and McCann #353)
Mr. Stoknes read the Staff Reports explaining that an Environmental Irnpact State-
ment was required for both proposals and that he sent a letter to Mr. McCann
stating alternative to Environmental Impact Statement. Staff has not received
a response from them'as yet. He suggested that the Commission table both items
one more time and if there is still no response, the items should be stricken
from the agenda until staff does receive a response.
Motion by Mr. Bowen, seconded by Mrs. Avery and carried to table the hearings
on these matters until the next regular meeting.
PtlBLIC HEARING: REZONE, R -3 and C -1 to R -4 (Ehmke -Kato)
Mr. Stoknes recommended that this item be tabled to the next regular meeting.
Motion by M•lr. Sowinski, seconded by Mrs. Avery and carried to table the hearing
on this matter until the next regular meeting.
PUBLIC HEARING: CONDITIONAL USE PERMIT (Tukwila Baptist Church)
Mr. Stoknes explained that the environmental review was not complete yet but
should be soon. He suggested holding a special 13 July 1978 meeting to review
this matter.
Motion by Mr. Sowinski seconded by Mr. Bowen and carried to table this matter

PUBLIC HEARING: CONDITIONAL USE PERMIT (Garfield Truck Lines)
Mr. Stoknes explained that an Environmental Impact Statement would not be required
but staff is waiting for the filing fee. Suggested that Commission hold a special
13 July 1978 meeting to review this matter.
Motion by Mr. Sowinski, seconded by Mrs. Avery and carried to table this matter
until the next regular meeting.
BOARD OF ARCHITECTURAL REVIEW
DEVELOPMENT PLANS: R. B. Furniture Addition
Mr. Stoknes read the Staff Report and displayed development plan. Mr. Stoknes
mentioned that applicant should be advised that a retail building requires more
parking than a warehouse.

by the Planning Commission only after City Council action regarding this recommen-
dation for reclassification.

Motion by Mr. Bowen, seconded by Mr. Sowinski and carried to table the hearing
on this matter until environmental review has been completed.
BOARD OF ARCHITECTURAL REVIEW
Development Plans: Benaroya Office Building (continued)
Mr. Crutchfield read the staff report and explained the revised drawings. Distri-
buted and read the revised staff recommendation in response to the recently revised
plans. Mr. Bob Fehnel, representing applicant, explained the potential for a
restaurant to be located at the southeast corner of the area rather than the north-
east.
Mr. Crutchfield also pointed out that the landscape plan should indicate a minimum
landscape strip along Southcenter Parkway of 15 feet and staff recommends that it
be bermed. tor. Fehnel noted his agreement.
Mr. Richards asked if the traffic problems associated with the proposed develop-
ment have been resolved. [qtr. Fehnel explained they are working with the Depart-
ment of Public Works as well as consulting traffic engineers to resolve the details.
Motion by Mr. Richards, seconded by Mrs. Avery and carried to approve the site plan
dated 10 May 1978 and elevation drawings with the following stipulations:
1. Relocate parking indicated in northeast or southeast corner of the site
to the vacant northwest area near the rail line; this will provide approx-
imately 100,000 square feet of vacant land abutting Southcenter Parkway
for commercial development.
2. Provision of sidewalks along entire frontage of Southcenter Parkway and
both sides of main entrance road. Also, provision of sidewalks along
west side of the north -south internal roadway.
3. The landscape plan dated 15 May 1978 be approved with the following
stipulations:
a. Live groundcover of all landscape areas;
b. Trees along Southcenter Parkway and major internal drives to be of
a complementary mix of evergreen and deciduous, each of 3 -inch cali-
per, minimum, and situated in clusters no more than 30 -feet apart;
c. Trees provided around the building of 3 -inch caliper,'minimum;

Mrs. Darlene Sipe, 14961 - 59th Avenue South, inquired as to the planned develop-
ment of the northeast corner of the site. Mr. Milbrandt explained the lots will
be platted and sold for single - family development with restrictive convenants.
No further public comments were offered.
Motion by Mrs. Avery, seconded by Mr. Bowen and carried to recess this public
hearing to the regular May meeting.
