Perhaps the most crucial matter to be resolved is the status of ownership for that portion of the Duwamish River from which you actually propose to extract shoreline resources. In June, 1978, Mr. Stoknes advised you in writing that your application would have to be co- sponsored by the agency actually controlling the riverbank excavation site. This requirement remains in effect at this time, unless you can demonstrate conclusively that you actually own the excavation site. Also, as it appears that you will access the excavation site through lands currently owned by King County, you will be asked to substantiate the County's willingness to grant an easement to you for commercial hauling ingress and egress, should the Shoreline Management Permit be granted. The foregoing information is pre - conditional to reactivating your Shoreline Management Development Application, and does not in any way obligate the city staff or Planning Commission to advocate your project. Be assured, however, that we shall make every effort to analyze your proposal with a sense of fairness and objective judgment, prior to making a final decision thereon.
