The Board of Adjustment, at a meeting held January 23, 1979, approved a
variance from Section 19.32.020 of the. Tukwila Municipal Code. The
variance has certain restrictions, namely -- setback equal to height
of sign; the display portion of the sign to be limited, to four feet
by ten feet; the base to be one foot above grade; the sign on the
Building 255 site to be removed and no other free standing signs to
be located on the subject site plus the eight feet by one hundred feet
turn out as proposed in the application for variance.
The design of subject sign must be approved by the Planning Commission
per T.M.C. Section 19.32.020.
The next Planning Commission meeting is scheduled for February 22, 1979.
All items to be considered.by the Planning Commission must be submitted
to staff for review and recommendations no later than February 8, 1979.
Please inform me of your intentions regarding this subject.

Minutes of the special January meeting, January 23, 1979.
The special January meeting was called to order by Chairman Duffie at
8 :07 p.m. Board members present were Mrs. Altmayer, Miss Morgan, Mrs. Regel,
Mr. Duffie, and Mr. Goe. Al Pieper, Tukwila Building Official, was present
representing the Building Division.
Mrs. Rudolf Regel was appointed to the Board of Adjustment on January 15th
by Mayor Bauch upon the resignation of Mrs. Rinehart.

Mr. Ed Hunt of McCann Construction Company representing Corporate Investors,
the applicant, was present.
Mr. Pieper explained that the applicant had revised the variance request.
They were no longer requesting a variance for size, but one for shape. The
information had been received on January 19th and the Building Division staff
did not have enough time to prepare a formal staff report.
Chairman Duffie opened the hearing to the public. Mr. Hunt stated the reasons
for revising the application. The Board Members asked Mr. Hunt questions
concerning the demensions of the sign and base. Further discussion centered
around the setback and heighth of the sign.
MOTION BY MR. GOE, SECONDED BY MRS. ALTMAYER, THAT IN CONSIDERING THAT THE
TRAFFIC HAZARDS WILL BE REDUCED BY THE DEVELOPMENT OF A TRAFFIC TURN OUT,
THAT THE SIZE OF THE INDUSTRIAL PARK INCLUDES 80 OR MORE TENANTS AND THAT
THE INCLUSION OF A MAP ALONG WITH THE TENANT DIRECTORY FOR SUCH A GROUP OF
TENANTS WOULD REQUIRE THE MAXIMUM SIGNING SURFACE, I MOVE THAT A VARIANCE
FROM THE DEFINED TEN (10) FOOT HIGH AND FOUR (4) FOOT WIDE BE FOUR (4) FOOT
HIGH AND TEN (10) FOOT WIDE OF SIGNING SURFACE IN ADDITION TO THE MAXIMUM
BASE HEIGHT OF ONE (1) FOOT ABOVE AVERAGE GRADE WITH A SINGLE SIGNING SURFACE,

The regular January Meeting was called to order by Chairman Duffie at
8:12 p.m. Board members present were Miss Morgan, Mrs. Rinehart, Mr. Duffie
and Mr. Goe. Al Pieper and Linda Stansfield representing the Building
Division and Roger Blaylock representing the Planning Division were present.
Chairman Duffie called for approval of the minutes dated 7 December 1978.
Mr. Blaylock informed the Board that Garfield Transfer had withdrawn
their application for a variance. Garfield Associates was constructing
a facility in Renton that would house both Garfield Transfer and Strains
Transportation.

Croonquist & Associates,- Architects were present representing the applicant,
Corporate Investors.
The staff report and background information was presented by Mr. Pieper.
He also read the letter denying the original request of McCann Construction
Company for a sign permit.
Chairman Duffie opened the hearing to the public. Mr. Hunt explained the
reasons why they believed a sign of the size requested was necessary.
The Board discussed at length the.•intended size, shape, location, style,
and function of the shared directional sign. The traffic hazard problem
and other methods of signing were discussed.
The general consensus of the Board members was that an adequate review
of the variance request could not be completed until the interrelationships
of design, size, number of tenants, location and function of the sign were
formally presented by the developer. The staff would then review the proposal
and specifically look at alternatives.

The Board continued their discussion and review of the proposal by applying
the established review criteria for variances. After completing the criteria
review, both Mr. Goe and Miss Morgan expressed concern that the request did
not fully comply with the criteria.

Corporate Property Investors,*950 Andover Park East, Tukwila.
Northwest corner of intersection of Todd Blvd. and Cascade Ave. S.,
in the Southcenter South Industrial Park.
INTRODUCTION:
The plans for the proposed free standing sign for the Southcenter South
Industrial Park have been reviewed by the Building Division for compliance
with Title 19 of the Tukwila Municipal Code. The proposed sign is to be
shared by the project tenants, on the selected location with the respective
names and addresses listed on the sign. Such a structure constitutes a
shared directional sign per 19.32.020. Since the sign exceeds the size
restrictions provided for the shared directional classification, application
for a sign permit has been denied. The applicant has applied to the Board
of Adjustment for a variance to the Sign Code.
FINDINGS:
1. The proposed sign is a 165 square foot single face structure; its height
is seven feet; its width is 23 feet 6 inches.
2. By Code, a shared directional sign is restricted to a maximum face area
of 50 square feet for two faces, with height limited to ten feet and
width limited to four feet for a single face structure.
CRITERIA FOR GRANTING VARIANCE /CONCLUSIONS:
1. The variance shall not constitute a grant of special privilege incon-
sistent with the limitation upon uses of other properties in the vicinity
and in the zone in which the property on behalf of which the application
was filed is located;

Conclusion: The Tukwila Municipal Code provides for the privilege of
those doing business in the City to use shared directional signing in
order to promote efficient utilization of commercial property. Since
these provisions do not easily accommodate the Southcenter South complex
due to its size and shape, a varying of code requirements would, in this
case, be a means of extending the intent of Title 19 to allow this complex
to take advantage of the allowed privilege of shared directional signing.
2. That such variance is necessary because of special circumstances relating
to the size, shape, topography, location or surrounding of the subject
property, to provide it with use rights and privileges permitted to other
properties in the vicinity and in the zone in which the subject property
is located;
Conclusion: The size and shape of the Southcenter South property do not
allow for easy accommodation to the size restrictions for shared directional
signs. The nature of the complex requires that a map appear on the sign so
that the public might more easily use the property; this along with the
large number of tenants who will be housed in the complex cause the
directional signing needs to exceed the restrictions found in the code.
3. That the special conditions and circumstances do not result from the
actions of the applicant;
Conclusion: The size and nature of the development, as approved by the
City of Tukwila in accordance with the Comprehensive Plan, and the large
number of tenants who will be housed within the buildings on the premises,
make shared directional signing a necessity for the efficient use of the
Southcenter South Industrial Park site. The conditions that cause the
applicant to seek a variance from the Sign Code are inherent in the nature
of a large commercial- industrial complex.
4. That the granting of such variance will not be materially detrimental
to the public welfare or injurious to the property or improvements in
the vicinity and in the zone in which the subject property is situated;
Conclusion: The proposed sign is shown to be located in such a position
that vehicular (especially truck) traffic using the directory may block
the intersection of Todd Boulevard and Cascade Avenue South thus the
proposed location may create a traffic hazard that could be detrimental
to the public welfare.
5. The authorization of such variance will not adversely affect the imple-
mentation of the Comprehensive Land Use Plan;
Conclusion: Tukwila's Comprehensive Plan stipulates that the area in
which the Southcenter South Industrial Park lies may be developed for
commercial and industrial uses; this project falls within the guidelines
of the plan. Authorization of a variance to Title 19 will not have an
adverse effect on the implementation of the plan, but will act to enhance
a property use stipulated in the Comprehensive Plan.

6. That the granting of such a variance is necessary for the preservation
and enjoyment of a substantial property right of the applicant possessed
by the owners of other properties in the same zone or vicinity.
Conclusion: The orderly and efficient use of the property constitutes
a right that the applicant is entitled to enjoy. Shared directional
signing is a means of facilitating this right of the property owner.
ANALYSIS:
There is a need for those businesses located in the Southcenter South
Industrial Park to make use of the privilege of shared directional signing.
However, due to the large size of the complex, the limitations imposed by
Title 19 for such signs are insufficient for the needs of the applicant,
and a variance to the provisions of the Sign Code is necessary for the
efficient utilization of the property. However, the sign for which the
permit application was made is greatly in excess of the provisions of the
code. The need for directional signing could be satisfied by allowing a
sign with less face area, thus reducing the dominance of such an excessively
oversized sign.
It is further felt that in order to prevent a potential hazard caused by
traffic stopping in the intersection to make use of the directional sign,
a new location could be selected that would allow for the efficient directing
of traffic through the complex while eliminating the need for any blockage
of the intersection by truck traffic.
RECOMMENDATION:
Based on the findings and conclusions stated in this report, staff recommends
that the variance from Section 19.32.020 be granted with the following stipu-
lations:
1. Shared directional signing be accomplished through the erection of a
single sign not to exceed 150 square feet, with a maximum height of
7 feet.
2. Sign design be submitted to Planning Commission for review per 19.32.020.
3. Directional sign be located so that traffic seeking direction will not
block intersection.
4. No further free - standing signs be allowed on the same site; wall signs
permitted per Title 19 requirements.
5. Temporary sign currently on site to be removed prior to erection of
directional sign.

Attached is a copy of the Building Department letter to Ed Hunt of
the McCann Company dated January 8, 1979 and a copy of the letter
from the McCann Company to the Building Department dated January
19, 1979, plus copies of a new proposed site.
The letter from the McCann Company dated January 19, 1979 revising
the application for variance and the revised site location was
received late Friday, January 19, 1979. This did not allow suffi-
cient time for Building Department personel to evaluate the proposal
and make recommendations.
Therefore, the Building Department takes no position on the merit
of the revised, proposal.

The regular December meeting was called to order by Vice - Chairman Richard Goe at 8:12
p.m. Board members present were Mrs. Altmayer, *Miss Morgan, Mrs. Rinehart and Mr. Goe.
Roger Blaylock represented the Planning Division.
Acting Chairman Goe called for approval of the minutes dated 2 November 1978.
MOTION BY MRS. ALTMAYER, SECONDED BY MRS. RINEHART TO APPROVE THE MINUTES OF 2 NOVEMBER
1978. MOTION CARRIED.
DOUBLETREE INN /CONFIRMATION OF VARIANCE INTENT
The staff report and background information was presented by Mr. Blaylock.
Mr. Duffie came in and Acting Chairman Goe turned the Chairmanship over to him.
The public hearing was opened by Chairman Duffie. Mr. Timothy Dubois, Manager of the
Doubletree Inn was present to answer questions of the Board.
The Board discussed the modifications in design from 312 rooms to 393 rooms plus the
elimination of the free standing restaurant. The problems of pedestrian and motor
vehicle traffic on Southcenter Parkway and Strander Boulevard were discussed. Increased
traffic congestion especially on Strander Boulevard prompted the

The discussion returned to the intent of original variance granted to the Doubletree
Inn.

NOT INCLUDED IN THIS REPORT THAT MR. DUBOIS HAS MENTIONED TONIGHT, FOR A TOTAL OF NINE
AND ALSO BASED ON THE RECOMMENDATION OF THE STAFF, I MOVE THAT WE CONFIRM THE VARIANCE

Chambers to the Board of Adjustment for regular meetings. Chairman Duffie turned
the chair over to Vice - Chairman Goe so he could make the following motion:

LEDGE RECEIPT OF HIS LETTER AND WE THANK HIM.
Mr. Duffie, Mrs. Rinehart, Miss Morgan and Chairman Goe voted yes.
Mrs. Altmayer voted no based on the belief that it is unnecessary. She did not
object to the use of the conference room, but the Board should feel free to use
the Council Chambers if necessary. She wanted it clearly understood that it was
not a demand of the Mayor or the City Council to use the Council Chambers.
The possibility of the Southcenter Office Building having to apply for a variance
was discussed. The staff informed the Board that the Planning Commission had
reviewed the site plan and had approved the development plans with certain condi-
tions; however, the developer had not been able to meet one of the conditions.
It is possible that meeting all the conditions could result in the proposal not
complying with the Tukwila Municipal Code and a variance having to be requested
by the applicant.
The Board discussed the implementation of their definition of a "truck terminal ".
Mr. Goe felt the staff's method of reviewing business licenses was too slow and
ineffective. The Board was informed that a variance request for Garfield Trucking
from the automobile parking requirement would be on thier January 4th agenda.

Gentlemen:
The Board'of Adjustment determined at their last hearing on
our application for a non - conforming directional sign at
Southcenter South that further information be supplied by this
applicant. After due consideration of the comments of board
members, this applicant wishes to revise its application for a
directional sign in the following manner:
We refer to site plan and layout drawing by A.H. Croonquist and
Associates, AIA, dated and revised 1 -1979. It is proposed to
provide a traffic turnout approximately 100 feet long and 8 feet
wide on the incoming driveway of Todd Boulevard. A directory
sign of dimensions of forty square feet on one face would be
positioned at the westerly end of this turnout in order that
vehicles may come to a stop and read the sign from a vision
distance of approximately twelve feet.
This revised proposal is prompted by the following considerations:
1. To avoid a potential traffic hazard at the' intersection between
Todd and Cascade Avenue South caused by the previous sign
location.
2. To erect a sign in conformance with the City ordinance ie.
maximum one side surface area of 40 square feet.
3. That the sign lettering be adequate to serve the purpose of
a directory sign by being easily visible by the public from
a vehicle.

We apply to the Board of Adjustment for a variance to allow the
dimension of the sign to be ten feet wide and four feet high.
The reason for this request is that the sign may be of as low
a profile as possible and be more functional in its layout,
pleasing in appearance, and as unobtrusive as possible fromithe
consideration of sight .distances at the :intersection.

This letter is in response to the 4 January 1979 meeting of the Board of
Adjustment, at which the Board members requested additional information regard-
ing the proposed directional sign for the Southcenter South Industrial Park.
In order for the review of the request for a variance from the requirements of
the Sign Code to be completed, you will need to furnish staff with the follow-
ing information:
1. A more detailed design of sign so that functionability or lack of it
may be more readily determined.
2. Data indicating letter size in relationship to legibility at appropriate
distances.
3. Proposals for alternate locations.
4. Additional data supporting the need for an oversized sign.
With the receipt of this information, staff will be able to write an adendum to
the report to the Board of Adjustment, enabling them to reach a decision regard-
ing this request for a variance.

denied for the following reasons.
The Tukwila Municipal Code, Section 19.08.110, restricts on premise sign copy
to advertise business, services or goods, sold or delivered on the immediate
premises. (Copy enclosed)
The "premises" on which the sign is to be located is the site for Building #255.
The copy on the sign is intended to advertise goods and services and companies
other than those occupying Building #255. Therefore, the application is denied.
If the sign were to be classified as a shared directional sign per TMC Section

Re: Additional Comments Demonstrating the Need for the Size of
the Directory Sign
The proposed directory sign dimensions are considerably larger than
those permitted by the existing sign codes. The size of the directional
map and number of occupant names has determined the overall dimensions
of the sign. The intent and the function of the sign is that information
can be solicited from it without leaving a vehicle. In as much as there
are already seventeen buildings in the park with a projected total of
maybe fifty buildings and over eighty occupant names, we consider the
size of the lettering and detailing of the directional map to be a
minimum to achieve the intended purpose of the sign. The nature of the
multi -tenant buildings makes the small tenant of approximately 10,000
feet very difficult to pinpoint on the map viewed from a distance and
we consider the proposed scale of the map to be an absolute minimum
for it to perform its vital directory function.

The Southcenter Industrial Park Development has to date twenty or more independant
businesses operating in the park with an ultimate potential total of eighty plus owners
and tenants. All traffic. to and from the park is directed to and from the only access,
namely the West Valley Highway, by means of Todd Boulevard, a divided entryway.
All incoming traffic immediately faces a decision as to which direction to take as the park
is served by a loop road system and one dead end cul -de -sac with the majority of the
buildings being out of sight of this "decision intersection" location. It is and has been
our experience that the majority of the park's first time users almost blindly head off
in one direction or another and can be frustrated returning to the same spot without
having passed their intended destination.
It is to prevent this circulating traffic, particularly large commercial rigs, and as
a convenience to the owners, tenants and visitors to the park that the directory sign will
serve a valuable function. The common form of giving a new -comer directions by direct
street address and being : close to "such and such", a landmark, building, etc., proves
to be an elusive exercise when such buildings are hidden from view and reached only
by means of an "exploratory" excursion.
We attach copies of letters from one of the more concerned owners in the park, namely
Anixter Prusan, stating the difficulties they are experiencing. We, ourselves, as the
building contractors continually have non - delivery by suppliers at this location and
another of similar disposition, namely Warehouse Buildings A, B, C, D, and E located
on Andover Park West, where certain buildings are not readily visible and so identifi-
able.
We trust the Board of Adjustment will be assured the granting of a directory sign for the
Southcenter South Industrial Park will be the difference between good and bad business
conditions for the present and future park occupants.

We have had a number of complaints from customers
trying to find us in our new location. This is
partly due to our problems with the City of Tukwila
in getting a sign approved for the building. That
problem has now been solved and.will help
considerably.
The reason for this letter is to request that a
tenant directory be placed somewhere toward the
front entrance of the complex. It is especially
important to us due to the number of will -call
customers with whom we do business. Since we are
at the rear of the complex, we feel that additional
identification is necessary.

Two matters involving our occupancy of facilities at Southcenter
South Industrial Park are of concern to us.
Last November, you indicated you would keep us posted on the
installation of a Tenant Directory. We have heard nothing from
you on this matter and with the increased construction and
development of the park, we feel that it is becoming more and
more difficult for truck drivers, customers and other guests
to locate us. I would appreciate knowing what is being done
about this Directory Sign at your earliest convenience.
Another matter has us greatly concerned -- that is the problem
of turning into the West Valley Highway at peak traffic hours.
While this is a difficult situation now, I am sure that it
will become increasingly difficult and we anticipate a great
deal of traffic congestion when the 300 to 350 employees of
Farwest Garment begin work here.
We would appreciate your help and advice with regard to
petitioning for a traffic control device or at least a left
turn pocket in the middle of the West Valley Highway, so that
we can enter from Todd Boulevard.
I know that it is your desire to have a first -rate industrial
park with a high level of tenant satisfaction and I hope that
we can work together to achieve this.
