SHORT SUBDIVISION COMMITTEE
Kjell Stoknes opened the Short Subdivision Committee meeting at 2:00 P.M. with
the following members present: Terry Monaghan, Hubert Crawley and Kjell Stoknes.
The only item on the agenda was a short subdivision application for lot 15 of the
Southcenter South Industrial Park by McCann Construction Company.
This item had been tabled from an earlier meeting and the concerns of the Commit-
tee had been satisfied by a joint easement into both lots with a common curbcut.
Without any further discussion, a motion was made by Kjell Stoknes and seconded
by Hubert Crawley to approve the subdivision as proposed upon a vote on the motion,
all members voted in favor of approval.
Without further discussion, the Short,Subdivision Committee was adjourned•at approxi-
mately 2:05 P.M.

Mr. Blaylock read the staff report and explained the displayed drawings
Mr. Bruce Johnson of Evergreen Services stated that he generally agreed with the
staff report and suggested the north property line be barked and planted with
cedar trees.
MOTION BY MR. SOWINSKI AND SECONDED BY MR. BOWEN TO APPROVE THE PROPOSED LANDSCAPE
PLAN WITH PROVISION OF GROUNDCOVER ALONG THE NORTH SIDE OF THE BUILDING, SPECIFIC
TREATMENT TO BE APPROVED BY PLANNING STAFF PRIOR TO ISSUANCE OF OCCUPANCY PERMIT.

Mr. Blaylock read the staff report and explained the displayed drawings.
Mr. Kirsop stated the landscaping as depicted on the plans is quite sparse but
the site is relatively hidden from view from streets by other buildings.

Mr. Tom Croonquist, architect, stated that he generally agreed with the staff
report and explained the drawings in relation to conditions of the report.
MOTION BY MR. BOWEN AND SECONDED BY MR. SOWINSKI TO APPROVE THE PROPOSED DEVELOP -
MENT PLANS SUBJECT TO THE FOLLOWING CONDITIONS:
1. THAT THE APPLICANT COMPLY WITH INC 17 REGARDING SUBDIVISION PRIOR TO
ISSUANCE OF A BUILDING PERMIT.
2. ARCHITECTURAL SCREENING OF ROOF- MOUNTED EQUIPMENT, IF ANY.

Mr. Kirsop noted that the development plans for the Fiberchem addition had been
approved by the A.C.C. last month.
Mr. Tom Sconzo, architect, explained the plans for addition to Fiberchem. Stated
ts the number of employees will not exceed 20 and that there is presently truck

REQUEST: REVIEW OF DEVELOPMENT PLANS for the construction of a
85,090 square foot warehouse on a 182,000 square foot
(4.17 acres) site. (Exhibit B and C)
APPLICANT: McCann Construction Company
LOCATION: The site is located north of Riverside Drive and south
of Green River in Southcenter South Industrial Park.

ZONE: M -2 (M-1 defacto zoning under Shoreline Permit)
COMPREHENSIVE PLAN: Light Industrial
ANALYSIS:
The total development of Southcenter South Industrial Park complied with SEPA
in 1973 and subsequently the City of Tukwila issued Shoreline Management
Permits (MF #73- 35 -SMP) in 1973 and (MF #76- 5 -SMP) in 1976. The applicant has
complied with the provisions of those permits. However, it should be noted
that MF #73 -35 -SHIP limited the uses of the property to those presently allowed
under the M -1 district (Light Industry).
Under TMC 18.40, M -1 District Light Industry, the proposed complies with the
required setbacks. The parking provided on site fulfills the requirement for
both size and number under NC 18.56. However, the location of the curb cut
on the southwest corner of the proposed lot is dependent upon the approval of
a modified access road under the subdivision provisions as reviewed by the
Short Subdivision Committee. The applicant must comply with Title 27 prior
to issuance of a building permit.
It would appear that Building n447 and the building immediately to the west will
be sharing the same major access corridor. Parking should be carefully reviewed
on the next building to make certain that adequate maneuvering space is maintaied.
The location for parking and design of the building are very unusual. The build-
ing shows no rear doors so it must be assumed that the employees or visitors will
have to walk around the building for access.
The present fire hydrant shown in the middle of the eastern curb -cut will have
to be relocated according to wishes of the Fire Department and their review
through the Short Subdivision Committee. However, the Planning Commission could
again require something that is in conflict with the future requirements of the
Short Subdivision Committee.

Staff recommends that the Planning Commission approve the Development Plans sub-
mitted for McCann.Building #447 with the following conditions:
1. That the applicant comply with TMC 17 regarding subdivision prior to
issuance of a building permit.
2. Architectural screening of roof - mounted equipment, if any.
3. That this approval does not include the location of the southwest
access or the location of the fire hydrant.
4. Landscaping plan approval required prior to issuance of occupancy
permit.
5. That doors be provided on the east side of the building, which provide
a safe entry and exit for employees and visitors.

McCann Project =421/Development Plans
=heve io ";cat plans have been submitted for McCann Project #421 in the South-
center South industrial Park by Alfred H. Croonquist A.I.A. and :associates.
,:SEE, Exhibit 1) The proposed site is 125,03S square feet or 2.87 acres.
The parcel is located north of Riverside Drive and south of the Green River.
SEE, Exhibit The general area was originally a homested site and is
:ovorec with large, beautiful, Old trees. The specific locations and type
of t:_._ are not known. The construction %'nd associ parking will probably =li ;ain te a majority of the existing natural landscape.
The plans call for a two tenant building under approximately 55,174 square
feet of roof. (SEE, Exhibit 3) Tenant A will occupy 22,28S square feet,
which utilizes a mezzanine for offices and storage. Tenant B will be a
warehouse of approximately 19,000 square feet. The parking area proposed
contains 90 spaces, while only 59 parking spaces are required per T'!C 13.56.
.Elevations and architectural treatment of the tilt -up concrete building can
be seen in Exhibit 4.
The area was annexed to the City of Tukwila in 1959.
An Environmental Impact Statement was •arepared in 1973 analyzing the
total development.
5. A Shorelines Management Permit (MF '76- -SMP) was issued by the City
of Tukwila on the total development of the Southcenter South Industrial
Park in 1976. It restricted development within 50 feet of the ordinary
high water line. In addition a 30 foot easement for public access and a
fire lane was indicated.
The property has not been divided per T`IC 17 and will require compliance
before issuance of a building permit.
5. TMC 28.32.040, which establishes the Board of Architectural Review,
entrusts the Board with "the duty...to protect and preserve the natural
beauty and charm existent in and inherent to these and peripheral properties.'
CONCLUSIONS:
1. The proposed Project #421 continues development of the Southcenter South
Industrial Pail: within the concept and scope of the original EIS and
Shoreline Management Permit.

Tn Yr•opusal does not consider the natural charm and beauty of the existing
vegetation in the placement of the building and parking areas.
3. The proposal complies with the parking requirements of TMC 18.56, but it does
not comply with the subdivision requirements of TMC 17.
d n.:e indicates that the request has failed to take into account.the important
aesethic factor of existing vegetation. Usually, in such cases a recommenation
to table the item is made by the staff; however, the majority of the vegetation
is in that area designated for parking. Therefore, it is the staff's recommenda-
tion to approve the building location only and to table action on the parking and
landscape portions of the site plan until the following conditions are met:
1. A parking and landscaping plan is submitted to the B.A.R. showing the
location of all trees over 6 inches in diameter and the method used to
blend these trees into the parking lot design.
?. That the applicant comply with NC 17 regarding subdivision.
3. That the easterly curb cut comply with TMC 18.56.040.
4. Architectural screening of roof - mounted equipment, if any.

Mr. Fehnel mentioned they are still going to put in conduit in case a signal is
allowed in the future.
There was a discussion regarding the crosswalk at entrance driveway. Mr. Fehnel
informed the Commissioners of an "island" in the middle of the driveway. He said
they considered this factor in their design.
Chairman Kirsop asked when the plan for the additional parking area to the north
would be submitted. Mr. Fehnel said probably next month. Mr. Blaylock mentioned
the deadline for receiving plans for Planning Commission review at next month's
meeting was December 7th.
MOTION BY MR. RICILARDS AND SECONDED BY MR. BOWEN THAT THE PLAN SHOWN AS EXHIBIT
2 AND DATED OCTOBER 31, AND NOVEMBER 3, 1978 BE APPROVED WITH THE FOLLOWING CONDI-
TIONS:
1. THAT A 25 -FOOT WIDE LANDSCAPING STRIP BE PROVIDED ALONG SOUTIICENTER PARK-
WAY; THE SAME TO BE BEPMED 4 FEET IN HEIGHT.
2. THAT A SIDEWALK A MINIMUM OF 5 FEET IN WIDTH BE PROVIDED ON THE SOUTH
SIDE OF THE ENTRANCE ROAD, IN ADDITION TO SIDEWALK SHOWN ON NORTH SIDE.
3. TEE TREES ON THE NORTH AND SOUTH SIDE OF THE ACCESS ROAD SHALL BE SET
BACK TO PROVIDE A MINIMUM OF 500 FEET SIGHT DISTANCE CLEARANCE WITHOUT
EXTENDING THE VEHICLE INTO THE CROSSWALK.
4. THAT THE LANDSCAPING BE COMPLETED PRIOR TO ISSUANCE OF OCCUPANCY PERMIT.
5. THE ENTIRE HILLSIDE LYING WEST OF THE RAIL LINE SHALL RE' UNDISTURBED.
6. APPROVAL OF SITE AND LANDSCAPE PLANS FOR THE PARKWAY PLAZA BUILDING SHALL
NOT BE CONSTRUED AS APPROVAL OF ANY PLANS IN THAT AREA DESIGNATED AS "FUTURE
DEVELOPMENT."

',cCANN PROJECT #421 - DEVELOPMENT PLANS
Mr. Blaylock read the staff report and noted that a tree location and revised
parking plan were submitted.
Mr. Tom Croonquist, representing McCann, explained new tree location plan. He
mentioned the owner has a problem with curb cut relocation and explained reasons
for wanting it where it is proposed on drawing. He also mentioned that Ray Con
is the proposed tenant and they manufacture light electrical devices. He said
Ray Con is concerned about having an outdoor recreation area for employees.
Mr. Dan Blattman, owner of Ray Con, mentioned small delivery type trucks would
utilize the site and will occupy north end of building and sublet the rest.
Mr. Satterstrom suggested adding a fourth stipulation regarding approval of land-
scape plan prior to issuance of occupancy permit.
Chairman Kirsop asked what authority the Planning Commission has in waiving curb
cut requirements of TMC 18.56.040. Mr. Satterstrom explained that they do not
have this authority. Curb cut locations are a code requirement and presently there
is no property line established. He also mentioned the site needs to be subdivided.
Mr. Satterstrom explained the alternatives which would enable the applicant to comply
with code requirements.

Short Plat No. 78 -45 -SP
We have been contacted by the King County Assessors Office in
connection with the above - numbered short plat. There are some
minor errors in the legal description of Lot 24, and for tax
purposes it is necessary to correct and re- record the legal
description.
Pursuant to our telephone conversation this morning, I am enclos-
ing a copy of the corrected legal description together with a
copy of the previously recorded short plat. It would be appreci-
ated if you could review this matter at your earliest convenience

Street Dedication
Southcenter South Plat
Pursuant to our telephone conversation of June 21, please review the following
facts and give me your opinion and suggestions on whether or not the dedication
of the streets in question should be further pursued.
As part..of the approval of Southcenter South Plat, a future roadway reservation
was required. This requirement specified that 60- foot.reservation.would be
dedicated to the City for street use provided that the property adjoining on the
south was platted in such a way as to cause a dedication of a linkage roadway and
that this be done within five years. The five years will expire after August 7,
1979. The property adjoining on the south is before the Kent City Council in the
form of a preliminary plat. The Kent City Council last Monday tabled their decision
on the preliminary plat for 28 days. The Kent Public Works Department and I have
discussed including as a plat requirement the linkage roadway, and it appears they
are willing to do this. This linkage roadway would then provide an internal circu-
lation and auxiliary access for both plats -- the Southcenter South Plat which
exists now and the proposed plat which would be within the city limits of Kent.
As it is now, the existing Southcenter South :'Plat had only one access which could
be a problem if blocked during an emergency situation.
The problem I see is.with timing. It would appear that it is impossible to have the
plat before the Kent City. Council finalized and filed prior to August 7, 1979. There-
fore the linkage road, as a result.of the plat filing, would not occur within the
five -year period as specified on the Southcenter South Plat. However, I think the
intent was that if the road linkage to the south was possible, that the City could .
require that it be dedicated to it. I have suggested to the Kent_Public Works Director
that they, in their preliminary plat approval, could require that the right -of -way for
the linkage road be in fact dedicated before they would approve the preliminary plat
and before August 7, 1979. This, in effect, would give the City of Kent the linkage
right- of- way.in their name before August 7. This being done, Tukwila could re-
quire the dedication of the reservation to -the City for the linkage road since the .
right -of -way to the south had already been dedicated.

The first short plat committee hearing of the subject application
was held on January 4, 1979. It is this applicant's understanding
the application was tabled pending revision of a proposed common
driveway access to the new lots 21 and 22 as created by a short
subdivision.
Attached is a sketch indicating the manner in which that
common driveway access is now being presented in order to
satisfy the City codes. A common access driveway forty (40)
feet wide centered on a common property line is positioned so
that the curb cut will be twenty (20) feet or more from the
next adjacent property line. Our engineering consultants, Wilsey
and Ham,have reviewed this layout and have stated there is excellent
sight distances for this driveway on both Cascade Avenue South and
Riverside Drive.
We request a resumption of this short plat hearing at the next
available Short Subdivision Committee meeting. A title report
and revised legal description, covering the necessary common
access easements have been prepared and will be submitted under
separate cover.

The Short Subdivision Committee has been rescheduled to meet on Thursday,
March 1, 1979, at 1:30 p.m.
The presentation that has been made for the proposed short plat is not
correct. Presently, Lot 15 contains all of the property proposed to be
the new Lots 15, 21, 22 and 23. The short plat consists of those four
lots. It appears that you have assumed that the short plat is only for
three lots excluding the new proposed Lot 15. Proposed Lot 15 could only
be excluded if it was larger than 5 acres as specified in RCW 58.17.040.
Therefore, the legal description of the parcel being divided will be Lot
15 of Southcenter South Industrial Park. The short plat, when filed with
the County Auditor, will be known as Short Plat 78- 45 -SP.
I should mention that any private or public organization dealing with the
new legal descriptions will become confused if they have any basic know-
ledge of short platting. Short plats have a maximum of four lots. When
someone reads Short Plat 78 -45 -SP Lot 21, they won't believe you. It
could cost you time and money. However, the City of Tukwila cannot tell
you how to identify the lots, I only suggest that they be identified
conventionally as A, B, C, D or 1, 2, 3, 4.
A new legal description will be needed for the proposed Lot 15 and the
total parcel to be short platted.
