Dear Mr. Hunt:
This office has reviewed the Certificates of Segregation (parcels #2, 3 and 4)
submitted to facilitate development of Phases II and III of Southcenter Corporate
Square.
Segregations #2 and 3 can, after minor revision, be approved in accordance with
the Binding Site Improvement Plan (B.S.I.P.) recorded under King County Recording
Certificate #7710070582. Essentially, segregation #2 should be enlarged westerly
so as to provide enough land area to accommodate, as a minimum, the number of
parking spaces required by the Tukwila Municipal Code. At the same time, segre-
gation #3 should be proportionately reduced. •
Segregation #4 cannot be approved at this time for the following reasons:
1. The existing B.S.I.P. does not identify any roadway or utility service
to the land area affected by segregation #4.
2. Section 17.16.070 (1) requires all segregations complement both the
approved B.S.I.P. and the purpose of the Subdivision Code.
Inasmuch as the approved B.S.I.P. and the proposed segregation do not complement
one another and inscription #4 of the approved B.S.I.P. explicitly notes that
additional public roadways may be required, this office must require a new B.S.I.P.
be submitted for approval by the Short Subdivision Committee. The new plan should
depict the entire 19 -acre parcel, existing easements, Corporate Drive and utility
easements as well as proposed streets and easements. Submittal of the new B.S.I.P.•
must be accompanied by a fee of $50 plus $10 per acre of total land area. Because
the new B.S.I.P. will not affect that portion lying north of Corporate Drive, the
total fee should be $50 (base fee) plus $120 ($10 /acre for 12 acres), or $170.

Attached hereto are certificates of segregation for Parcels 2, 3 and 4 of
Southcenter Corporate Square. They reflect the suggested revisions made by
the Planning Division on previous applications.
Certificates #2 and #3 appear to be in order and I recommend signing them.
Certificate #4 should be conditioned to include that the proposed southerly
cul -de -sac bordering the south boundary of Parcel #4 must be either constructed
or bonded (at 150% cost of construction) prior to issuance of occupancy permit
for any buildings on the parcel.
