Revised Development Plans: Skarbo Furniture Mr. Crutchfield read the Staff Report and explained the proposed revisions. Mr. John Mahlum, architect, noted care had been exercised in the design of the penthouse addition so as to complement the basic structure. Mr. Richards noted potential conflicts of truck maneuvering with parked automobiles. Mr. Mahlum stated the truck deliveries at night may conflict with certain parking spaces but will be controlled. Mr. Sasonoff stated agreement with the staff recommendation and presented a rendering of the exterior treatment. Explained materials to be metal roof similar to Colonial II which he had designed. Walls would be principally rough -sawn 1" x 4" cedar, diagonal, and concrete. Also presented general landscape scheme. Commission discussed driveway, landscaping, grading and access. Upon inquiry, Mr. Crutchfield explained the westerly residence would remain but staff had received letter from Foster's certifying the entire tract was devoted to this proposal. Motion by Mrs. Avery, seconded by Mr. Bowen and carried to approve the development plans with the following stipulations: 1. Chairman Kirsop reconvened the meeting at 10:20 P.M. NEW BUSINESS: Recommendation of Density: 90 Condominiums @ South 152nd (Mora) Mr. Satterstrom read Staff Report and explained drawings. Mr. Enrique Mora, applicant, noted the location of the low, medium and high density residential areas on the Comprehensive Plan map are somewhat debatable and actual placement of those lines severely impact the density. Cost of land demands higher density. Compared the proposed density (30 /acre) to King County's RM -1800 in con- trast to Tukwila's R -4 zone (43 /acre) and King County's RM -900 (48 /acre). Commission discussed exterior treatment, cost of units and site design in general. Mr. Satterstrom noted the Staff Report depicts a very close estimate of the Compre- hensive Plan designations. Commission discussed building heights and relationship of views to other buildings in the vicinity. Mr. Mora suggested this proposal be granted but the 30 -unit proposal to the north could provide the transition in bulk and density. Motion by Mr. Richards and seconded by Mr. Bowen to recommend the City Council authorize a maximum of 60 units on the site; further, that the medium density transition area be firmly established on the eastern one -half of the property by the construction of duplexes, triplexes and fourplexes, bulk and height diminishing as the east property line is approached. Motion carried with Mr. Sowinski voting NO. Mr. Mora asked if the development could be concentrated on the westerly portion of the site. Mr. Richards noted his intention was to reduce the number on the westerly portion to allow transition toward the east property line. Recommendation of Density: 30 Condominiums @ South 152nd (Mora) Mr. Satterstrom read the Staff Report and explained drawings of the proposed development. Such agreements shall be certified in writing to the satisfaction of the City Attorney prior to issuance of the Building Permit. 6230 Southcenter Boulevard • Tukwila, Washington 98188 • (206) 242 -2177 Due to recent conversations between the Public Works Department and OCD, staff requests that stipulation #4 of the recommended conditional approval of the above - referenced project be revised to read as follows: This revision is deemed necessary to facilitate the most desirable method of street improvement which may not be an L.I.D. Also, it is necessary to define the potential need for on -site revisions to accommodate actual street design. Although the aforesaid improvements are essential to accommodate full devel- opment of this vicinity, they are not considered critical at this point in time. CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 26 January 1978 8:00 P.M. AGENDA ITEM VI C Development Plans: Foster's Unusual Furniture A retail furniture outlet is proposed for '12.1 acre parcel located at the south end of 53rd Avenue South lying immediately north of the Interstate 405 freeway in the vicinity of the Colonial House development. (SEE, Exhibit A) This parcel of land was rezoned from residential to C -2 (Local Retail) under Ordinance #809 in September 1973 and included a "Declaration of Restrictive Covenants ". (SEE, Exhibit B) The covenants placed on this land essentially require the following: 1. Use of the property shall be as defined in the Declaration. 2. All development plans must be approved by the Planning Commission. 3. Buildings must be setback from streets a distance equal to the building height and 20 feet from any otherpublic line. 4. Ten (10) foot wide landscape strip adjacent a public street; except the freeway. 5. Five (5) foot wide landscape strip adjacent all other property lines. 6. Driveways which intersect with public streets shall not exceed 30 feet in width. 7. Driveways which do not intersect with public'streets shall not exceed 24 feet in width. 8. In addition to other landscape requirements,. paved areas exceeding 10,000 square feet in area shall landscape 5% of its total area. 9. All landscape areas shall be served by an automatic sprinkler system. 10. Outside storage shall not occur. 11. Trash receptacle must be within a structure or walled enclosure com- posed of brick or better material. Such enclosure shall be surrounded on at least 3 sides by 5 -foot wide landscape strips. 12. A ten (10). foot wide strip of land adjacent the west line of 53rd Avenue South shall be dedicated for public right -of -way at no cost to the City. The Declaration also requires the Planning Commission to review development plans including but not limited to: Planning Commission Page 2 Staff Report 26 January 1978 A. Buildings or other structures; B. Removal of vegetation; C. Filling or grading; D. Landscaping; E. Access. The proposed development includes a total floor area of 19,664 square feet. 15,614 square feet are devoted to commercial display and office functions while the remaining 4,050 square feet will be used for warehouse. Total parking require- ment is 43 spaces and the plan provides 57. With respect tothe criteria established under the Declaration, Staff offers the following findings: 1. Section I of the Declaration specifically allows "furniture stores ". 2. The plans have been submitted for reivew by the Planning Commission. 3. The height of the building does not exceed 30 feet and conforms to the setback requirement. 4. The site plan provides more than enough land area adjacent 53rd Avenue to fulfill this requirement. 5. At least 5 -foot wide landscape /rockery is provided along the freeway right -of -way. The entire north property line, however, is the centerline of a 20 -foot wide common access and utility easement which serves the property lying immediately north as well. Consequently, the 5 -foot wide landscape strip is not provided for. 6. The curb cut at 53rd Avenue is less than 30 feet in width. 7. Inapplicable. 8. The paved area approximates 25,000 square. feet. 5% of the total paved area equals 1250 square feet. The site plan indicates 7 landscape areas within the paved area and each approximates 200 square feet for a total of approximately 1400 square feet. 9. A landscape plan has not been submitted but should be required prior to occupancy of the structure. 10. The plans submitted provide no indication of any outside storage. 11. The plans submitted do not include any improvements construed to accommo- date a trash receptacle. 12. The owner is in the process of dedicating to the City the required ten (10) foot wide strip. Planning Commission Page 3 Staff Report 26 January 1978 Inasmuch as the site generally rises at a near 10% rate between 53rd and 51st Avenues, substantial grading will occur to allow the building to be set into the westerly portion. The most significant grading will occur in this area and the finished grade should be revegetated. It must be noted that 53rd Avenue South does not provide a well - improved street and this development is located at the very end of it. Although the Declaration requires dedication of necessary right -of -way, it does not mention improvement. Neither do the plans submitted for this development. Consequently, in an effort to recognize the problem and a reasonable solution without healting all development in this vicinity, Staff urges a written commitment be provided by the property owner to certify equitable participation in any future LID for improvement of 53rd Avenue South. RECOMMENDATION: Staff recommends the development plans for Foster's Furniture be approved by the Planning Commission with the following stipulations: 1. Exterior treatment of structures be approved by the Planning Commission prior to issuance of Building Permit. 2. Detailed landscape plans, to include automatic irrigation, be approved by the Planning Commission prior to Occupancy Permit. 3. The landscape plan.shall also identify method of treatment of any land area affected by grading /filling activities associated with these plans. 4. First, your application for Building Permit constitutes an action which requires review under the State Environmental Policy Act.(SEPA) and Tukwila Ordinance #986. This requirement should be implemented by completing and submitting the attached Environmental Checklist to this office. Please note that your application for building permit will not be considered as "accepted for filing" until the Checklist has been submitted. Further, your application will not be considered as "accepted for processing" until a decision has been reached regarding the Checklist. That Agreement, among other matters, requires all plans to be approved by the Planning Commission. The Commission conducts its regular monthly meeting on the 4th Thursday of each month.
