Dear Mr. Swanson:
As a result of our meeting yesterday, I would like to, through this letter, state
the positions that we appear to be in agreement on regarding the above referenced
project. They are as follows:
Buildings 3 and 4: The City will not issue occupancies on these buildings
until the northern cul -de -sac is constructed.
2. Buildings 5 through 9:
a. No building permit can be issued by the City until such time as a bond,
guaranteeing construction of both the northern and southern roads, has been
received by the City of Tukwila. The bonding figures should be $180,000
for the northern road and $200,000 for the southern road. An alternative
to the bond as specified in Section 17.12.040.3.D (3) may be used providing
the form and contents are accepted by our City Attorney in lieu of the bond.
b. It is our understanding that buildings 7 through 9 will be constructed
prior to buildings 5, 6 and 8. In addition, It is our understanding that
buildings 5 through 9 will be temporarily serviced from the northern road.
Because of this, the City is willing to allow the following:
(1) Buildings 7 and 9 will be allowed to be occupied only after construc-
tion of the northern cul -de -sac.
(2) Buildings 5, 6 and 8, cannot be occupied prior to construction of the
southern cul -de -sac.
Since the above items are important to both yourself and the City, I felt they
should be made in writing and available to you.

MEETING WITH McCANN'S REPRESENTATIVES FOR. THE PROJECT SOUTHCENTER CORPORATE SQUARE
The meeting was started at approximately 3:00 with the present people present: Lo-
well Gordon, Bill Swanson, Ed Hunt, Dick Reeves from Wilsey & Ham,
expeditor from McCann whose name is Ken Johnson, Jim Hoel, Al Pieper,
Fred Satterstrom, Hubert Crawley, Terry Monaghan and Kjell Stoknes.
The meeting was organized for several reasons. These were primarily as follows:
1. To get an overall plan of attack from McCann Co.
2. To determine when the utility drawings would be made available.
3. To make decisions regarding the temporary parking lot.
4. To make decisions regarding the occupancy of buildings 1 and 2.
5. To establish the guidelines for what needs to be received prior to issuance
of building permits for buildings 5 through 9. (The permit for buildings
3 and 4 has been issued).
6. To clarify procedures that are being used by the City in authorizing various
approvals and occupancies.
Mr. Lowell Gordon of McCann Co. explained the overall scope of the project indicating
the following:
1. Buildings 1 and 2 - These are now completed and the first floor is now occupied.
It was noted that occupancy of the first floor of building 1 had been verbally
authorized by Al Pieper, Building Official. It is their intent to have these
two buildings in stages fully occupied by June 1.
2. Buildings 3 and 4 - These are the next buildings to be constructed and pro-
jected for occupancy by June 1, 1978.
3. Buildings 7 and 9 - Projected for occupancy by June 15, 1978.
4. Buildings 5, 7, and 8 - Projected occupancy for June 30, 1978.
5. The parking lot on the southeast corner of the Southcenter Corporate Square
site is being constructed by the Boeing Co. at the Boeing Co. expense. This
parking lot is to be temporary until June 30, 1978 and this is the agreement
that the Boeing Co. has with the owners of Southcenter Corporate Square.
In discussing specifics, Dick Reeves of Wilsey & Ham indicated the following:
1. They have plans for Corporate Drive.
2. They do not have plans for the southern cul -de -sac.
2. Buildings 5, 6, 7, 8 and 9 are all served as far as utilities go directly from
Andover Park West and not from the southern cul -de -sac. The southern cul -de -sac
contains one (1) fire hydrant, otherwise there are not utilities projected to be
located in it servicing the above referenced buildings.
3. Engineering calculations on fire flow for the western buildings had not been
calculated and varified to determine if there were adequate fire flows for the
buildings. Mr. Reeves indicated that this could be turn into the City by March
8, 1978. Bill Swanson was indicated as the project person on this.

4. Kjell Stoknes indicated that the Office of Community Development can not
issue any building permits for buildings 5, 6, 7, 8 and 9 until written
approval of utilities for the site, fire hydrant location, and fire flow
calculations had been received by the appropriate city departments and
authorization to issue the permits received given by them to the Office
of Community Development.
Indications were from the representative from the McCann Co. that there was no
reason why this couldn't be accomplished during the week of March 6 through March 10,
1978. A target date for issuance of those permits was set for March 10.
Regarding the temporary parking lot on the southeastern portion of the property the
following were noted:
1. Public Works has issued a permit for street hauling.
2. The permit for the curb cut is to be issued by Public Works on March 8, 1978.
3. A permit must be applied for from Public Works by the applicant to connect to
the storm drainage system prior to issuance of the grading permit.
4. It was noted by Kjell Stoknes that one of the following alternatives would
need to be complied with regarding the construction of the parking lot:
a. No Planning Commission review, in which case the parking lot would
have to be built to the same standards and specifications as the
approved parking lot in the northwest corner of the property.
b. Planning Commission review required, if the parking lot is to be
built to a standard less than as specified in item a above. If
this is the case, the City would require a letter from the McCann
Co. or the owners indicating that they recognize the Planning
Commission review will be necessary that the Planning Commission
may require some additional changes, and that they hold the City
harmless for issuing the permit. This letter must be received by
the City prior to issuance of the grading permit.
Regarding the occupancy of buildings 1 and 2, the following items were noted:
1. A target date was set for issuing the occupancy permit certificate to build-
ings 1 and 2 of March 10, 1978.
2. It was noted that the requirements of the fire department and building depart-
ment were satisfactorily met.
3. It was noted that the landscape plan has been reviewed and approved by the
Planning Commission. Any occupancy permit issued should be temporary until
the landscaping has been satisfactorily installed. A time period should be
established for completion of this on the actual occupancy permit consistant
with the Planning Commission requirements.
4. It was noted that the Planning Commission required screening of roof mounted
vents. Fred Satterstrom was requested to varify that this was completed.

Regarding the bonding of the road, it was jointly agreed that this should be a 150%
bond of the entire cul -de -sac to avoid running into the same type of problem when the
occupancy request for buildings 3 and 4 comes about several months from now. Mr.
Lowell Gordon of the McCann Co. agreed with this concept. This bond must be received
prior to issuance of the occupancy permit under wings 1 and 2. The City's bond form
was given to Mr. Ed Hunt for their use if they choose to.
Kjell Stoknes and Lowell Gordon discussed the fact that there had been many verbal
agreements made between the McCann Co. and the City. It was jointly agreed that all
actions in the future and agreements of any sort were to be done in writing. It was
felt by both parties that this would minimize the confusion and conflict between the
McCann Co. and the City.
These minutes represent my best recolection of the major points that occurred during
this meeting.

AGENDA ITEM I I B . Development Plans: Southcenter Corporate Square
•(Phase II)
Phase II of Southcenter Corporate Square is proposed to reflect Phase I and
function as an office court of 4 structural components. Although the planned
development has not as yet fulfilled complete Subdivision review requirements,
the plans have been submitted for BAR consideration.
Buildings #3 and #4 will each be 2 -story wood -frame construction and each will
contain 20,000 square feet of floor area. This results in a parking require-
ment of 124 spaces for the two new structures. Approximately 630 spaces are
provided.
Drawings submitted for building elevations do not depict the portions of the
buildings which will be visible to the users of the park. They do, however,
indicate the exterior treatment to be stained T1 -11 plywood siding and the
canopy bridge to be metal (color not specified).
Staff recommends approval of the plans for Phase II with the following stipula-
tions:
1. Plans are subject to revision as may be required as a consequence of
review under the Subdivision Code.
2. Typical 15' landscape strip shall'parallel circumference of the cul-
de -sac.
3. Elimination of those parking spaces which will conflict with curb
cuts and /or internal circulation.
4. Accurate elevation drawings depicting the south, west and north
exteriors of the complex be approved by the Planning Commission
prior to issuance of Building Permit.
5. Architectural screening of roof - mounted equipment.
6. BAR approval of detailed landscape plan prior to issuance of Occupancy
Permit.

Mr. Crutchfield displayed site plan and typical elevation drawings.
Commissioner Bowen noted his surprise at the use of T1 -11 plywood siding.
Royce Berg, architect, stated they wanted to create something different from the
concrete industrial buildings and the finished exterior treatment will provide a
warm, wood -frame office building. Noted the excess parking is necessary to rrreet
the demands of the tenant and agreed with the recommendations of Staff.
Motion by Mr. Richards, seconded by Mr. Bowen and carried to approve the plans
with the following stipulations:
1. Plans are subject to revision as may be required as a consequence of
review under the Subdivision Code.
2. Typical 15' landscape strip shall parallel circumference of the cul-
de -sac.
3. Elimination of those parking spaces which will conflict with curb cuts
and /or internal circulation.
4. Architectural screening of roof - mounted equipment.
5. BAR approval of detailed landscape plan prior to issuance of Occupancy
Permit.
C. Development Plans: Southcenter Corporate Square (Phase III)
Mr. Crutchfield displayed and explained site and elevation drawings.
Mr. Berg, architect, noted Phase III is essentially the same as Phases I and. II
but the central landscape court is replaced with glass - enclosed central atrium
which provides pedestrian access between the 4 buildings. Displayed drawing of
atrium and explained functions.
Chairman Kirsop asked if deletion of the southernmost curb cut was amenable to
the applicant.
Mr. Berg stated his agreement with the Staff recommendation noting it would pro-
mote better channelization of traffic.
Motion by Mr. Richards, seconded by Mr. Bowen and carried to approve the plans
with the following stipulations:
1. Plans are subject to revision as may be required as a consequence of
review under the Subdivision Code.

Buildings 3 & 4
Dear Gary,
Our buildings 3 and 4. of Southcenter Corporate Square . are exactly
the same as buildings 1 and 2, and were presented with buildings
1 and 2 as the second phase. With our pending construction
schedule and this review in mind, is it possible to receive
Planning Commission approval predicated on the same requirements
of the first phase. Buildings 6, 7, 8 and 9 are the same plans,
but have the atrium concept and should require full review.
Please contact me if we can obtain the approval for 3 and 4 a
building permit can be obtained.
