Box 88314 Tukwila, Washington 98188 RE: Southcenter Corporate Square Dear Mr. Swanson: As a result of our meeting yesterday, I would like to, through this letter, state the positions that we appear to be in agreement on regarding the above referenced project. They are as follows: 1. Buildings 3 and 4: The City will not issue occupancies on these buildings until the northern cul -de -sac is constructed. Buildings 5 through 9: a. No building permit can be issued by the City until such time as a bond, guaranteeing construction of both the northern and southern roads, has been received by the City of Tukwila. The bonding figures should be $180,000 for the northern road and $200,000 for the southern road. An alternative . to the bond as specified in Section 17.12.040.3.D (3)may be used providing the form and contents are accepted by our City Attorney in liey of the bond. b. It is our understanding that buildings 7 through 9 will be constructed prior to buildings 5, 6 and 8. In addition,' it is our understanding that buildings 5 through 9 will be temporarily serviced from the northern road. Because of this, the City is willing to allow the following: (1) Buildings 7 and 9 will be allowed to be occupied only after construc- tion of the northern cul -de -sac. (2) Buildings 5, 6 and 8, cannot be occupied prior to construction of the southern cul -de -sac. Since the above items are important to both yourself and the City, I felt they should be made in writing and available to you. Development Plans: Southcenter Corporate Square (Phase II) Mr. Crutchfield displayed site plan and typical elevation drawings. Commissioner Bowen noted his surprise at the use of T1 -11 plywood siding. Royce Berg, architect, stated they wanted to create something different from the concrete industrial buildings and the finished exterior treatment will provide a warm, wood -frame office building. Noted the excess parking is necessary to meet the demands of the tenant and agreed with the recommendations of Staff. Motion by Mr. Richards, seconded by Mr. Bowen and carried to approve the plans with the following stipulations: 1. Plans are subject to revision as may be required as a consequence of review under the Subdivision Code. 2. Typical 15' landscape strip shall parallel circumference of the cul- de -sac. 3. Elimination of those parking spaces which will conflict with curb cuts and /or internal circulation. 4. Architectural screening of roof- mounted equipment. 5. BAR approval of detailed landscape plan prior to issuance of Occupancy Permit. 0 7 Development Plans: Southcenter Corporate Square (Phase III) Mr. Crutchfield displayed and explained site and elevation drawings. Mr. Berg, architect, noted Phase III is essentially the same as Phases I and II but the central landscape court is replaced with glass - enclosed central . atrium which provides pedestrian access between the 4 buildings. Displayed drawing of atrium and explained functions. Chairman Kirsop asked if deletion of the southernmost curb cut was amenable to the applicant. Mr. Berg stated his agreement with the Staff recommendation noting it would pro- mote better channelization of traffic. Motion by Mr. Richards, seconded by Mr. Bowen and carried to approve the plans with the following stipulations: 1. AGENDA ITEM I I C • Development Plans: .Southcenter Corporate Square (Phase III) Phase III of Southcenter Corporate Square consists of five structural components arranged to provide a second office court. Each of the buildings will contain the typical 20,000 square feet of floor area. However, four are interfaced with a common atrium which rises in the center of the court and provides common pedestrian access. 555 spaces are provided by the plans and are well oriented to each component. Elevation drawings submitted for this Phase do not accurately depict the effect to the users of the park. They do, however, indicate stained T1 -11 plywood siding. In addition, the atrium exceeds the 35' height limit of the CM zone. Although circulation is well defined, there appears to be an overabundance of curb cuts on Andover Park West. Staff recommends approval of the plans for Phase III with the following stipula- tions: CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 1.
