The regular October Planning Commission meeting was called to order by Chairman Kirsop at 8:10 p.m. Other Planning Commission members present were Mrs. Avery, Mr. Bowen, Mr. James, Mr. Richards, Mr. Sowinski and Mr. Welsh. Roger Blaylock and Charlene Howat represented the Planning Department. Fred Satterstrom of the Planning Department Staff arrived at 9:00 p.m. Mr. Blaylock introduced Gerald James. He mentioned that Mr. James has served on the Natural Environment Committee for the Tukwila Comprehensive Plan and on the Tukwila Board of Adjustment. Chairman Kirsop welcomed Mr. James to the Commission. Mr. Richards pointed out two errors in the 28 September 1978 minutes. First, on page 2, paragraph 14, "Craigs Stereo" at the end of the paragraph should be changed to "Garfield Truck Lines ". Second, on page 4, first line under Corporate Square, should include the word "the" between the words "explained" and "drawing ". MOTICN BY MR. SOWINSKI, SECONDED BY MR. BOWEN AND CAF.RIED TO APPROVE THE REGULAR MEETING MINUTES OF 28 SEPTEMBER 1978 AS CORRECTED. CITY COUNCIL ACTIONS Mr. Blaylock explained the City Council's actions on each item in the staff report. r2(SRPORATE SQUARE Mr. Blaylock read the staff report and explained the displayed drawing. Mr. Royce Berg of Leason Pomaroy N.W. said he agreed with the staff report and brought the letter attached to the staff report to the Commission's attention. Mr. Kirsop asked with the terms of. the Boeing Company's lease, is Building #11 out? Mr. Berg said that that was true. Mrs. Avery asked about the Bedford Company's parking. Mr. Berg said the Bedford Company has parking all around the building but it is not adequate. 6230 Southcenter Boulevard • Tukwila, Washington 98188 • (206) 242 -2177 Planning Commission Page 2 Minutes 26 October 1973 Mr. Blaylock explained that the Bedford building was originally a warehouse and the 60 parking spaces were adequate but when it was converted to an office build- ing, 60 parking spaces were no longer adequate. MOTION BY MR. SOWINSKI, SECONDED BY MR. BOWEN AND CARRIED TO ALLOW CONSTRUCTION OF THE PARKING LOT WITH THE FOLLOWING CONDITIONS: 1. At such time as any additional building plans are submitted for Planning Commission review in the Southcenter Corporate Square complex, parking data shall accompany said application. Said data shall indicate method of accommodating all traffic generated by tenant(s). 2. That provision of one additional planting island in each of the two central, 50 -space parking aisles. S. That sod or other ground cover be provided to periphery of existing parking lot to east of proposed lot. 4. That all grouped trees be spaced no more than 30' apart on center. 5. That conditions 2, 3 and 4 are performed within 30 days of the com- pletion of the parking lot, but no later than April 1, 1979. 6. That the required landscaping for the temporary parking lot be completed prior to December 1, 1978. AITON BUILDING #1 Mr. Blaylock read the staff report and explained the displayed drawing. Mr. Blaylock explained the landscaping proposed by the original plan and mentioned the building is 8 or 9 feet from the north property line. Chairman Kirsop asked if the loss of two parking spaces put them below the park- ing requirements. Mr. Blaylock said it did not. There was a discussion regarding property elevation and rockery on 53rd Avenue. Mr. Alex Sasonoff, Architect for property surrounding Aiton property, mentioned his concerns regarding irrigation, rockery strength, elevation of land and property boundary dispute. There was a discussion regarding the property boundary dispute and ordinance #809. Mr. Sasonoff said the building changed from an office use to a retail use. Mr. Blaylock explained the property is commercially zoned so there is no violation and that a business license for the building is reviewed by the Planning, Build- ing, Public Works and Fire Departments. Mr. Richards asked if a loading /unloading zone was required for retail uses. Automatic irrigation along major landscape corridors and areas of landscape concentrations; g. Submittal of revised landscape plan incorporating above stipula- tions to Planning Commission for review at the regular June 1978 meeting; h. Provision of 25 -foot wide landscape strip along Southcenter Park- way; same to be bermed 4 feet in height. 4. The entire hillside lying west of the rail line shall remain undisturbed. Development Plans: Project #761 (Seaale Business Park) Mr. Crutchfield read the staff report explaining the site and elevation drawings. Mr. Lance Mueller, architect, stated his agreement with the proposed conditions. Motion by Mr. Richards, seconded by Mr. Bowen and carried to approve the . plans with the following stipulations: 1. Detailed landscape plan to complement the adjacent development be approved by Planning Commission priorto issuance of Occupancy Permit. 2. Architectural screening of roof - mounted equipment. 3. The landscape plan shall include provision of sidewalk to complement adjacent developments. Landscape Plan: Phase II & III (Southcenter Corporate Square) Mr. Crutchfield read the staff report and explained the materials and manner of landscaping. Motion by Mr. Bowen, seconded by Mr. Sowinski and carried to approve the land- scape plans as presented. andscape Plan: Parking Lot (Southcenter Corporate Square) fir. CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 25 May 1978 8:00 P.M. AGENDA ITEM V D • Landscape Plan: Parking Lot (Southcenter Corporate Square) The landscape plan for the temporary parking lot at Southcenter Corporate Square, as required by the Planning Commission, includes sod as groundcover and London Plane trees along both Andover Park West and Corporate Drive South. The curb cut presently situated on Andover Park West is indicated to be moved to a point approximately 100 feet west on Corporate Drive South. The Commission, sitting as the Board of Architectural Review, approved the plans with the following stipulations: 1. Applicant shall submit a detailed landscape plan for BAR review no later than the regular May 1978 meeting of the Tukwila Planning Com- mission. 2. Upon issuance of an Occupancy Permit for buildings 3 and 4 of South- center Corporate Square, this parking lot shall be landscaped in accordance with a BAR - approved landscape plan. The curb cut providing ingress /egress for the parking lot shall be relocated to an appropriate point along the south line of the adjacent cul -de -sac at such time as the cul -de -sac is improved; such curb cut permit shall not be issued without Planning Commission approval. 4. Use of this temporary parking lot shall cease at such time as an Occu- pancy Permit is issued for Buildings 3 and 4; future use as auxiliary parking is subject to Planning Commission review. Revised Landscape Plan: Southcenter South Project #377 Mr. Crutchfield displayed and explained the revised landscape plan and Staff Report. Mr. Ed Hunt, McCann Construction Company, noted all landscape areas will be irrigated. Motion by Mr. Sowinski, seconded by Mrs. Avery and carried to approve the revised landscape plan with the following stipulations: 1. The poplars to be planted along the dike be of 2 -inch caliper, minimum. 2. Automatic irrigation be provided. �. Site Plan: Parking Lot @ Southcenter Corporate Square Mr. Crutchfield displayed and explained the site improvement plans and the Staff Report. Discussion centered on potential use after 2 June 1978. Concluded the parking lot will physically remain and may be useable as auxiliary parking for other tenants. Motion by Mrs. Avery and seconded by Mr. Sowinski to approve the site improvement plan for the temporary parking lot with the following stipulations: 1. Applicant shall submit a detailed landscape plan for BAR review no later than the regular May 1978 meeting of the Tukwila Planning Commission. 2. Upon issuance of an Occupancy Permit for buildings 3 and 4 of Southcenter Corporate Square, this parking lot shall be landscaped in accordance with a BAR - approved landscape plan. 3. Original motion, as amended, carried. 23 March 1978 PLANNING COMMISSION STAFF REPORT CITY OF TUKWILA PLANNING DIVISION 8:00 P.M. AGENDA ITEM v_ : Site Plan: Parking Lot @ Southcenter Corporate Sauare Occupancy of buildings 1 and 2 of Southcenter Corporate Square has resulted in a lack of parking area. To provide adequate parking for teh tenants of buildings 1 and 2 while buildings 3 and 4 are being constructed, McCann Con- struction has proposed to develop a temporary parking lot situated at the south end of the Southcenter Corporate Square project area. Inasmuch as the proposed parking lot is a physical improvement which has not been reviewed by the BAR, Staff required the matter to be brought before the Commission. During the interim, the parking lot has been constructed and McCann Construction Company has indicated in writing their intention to satisfy the Commission's concerns. (SEE, Exhibit A) The temporary parking lot is requested for use until 2 June 1978 or until occupancy of buildings 3 and 4. In all practicality, the use of the parking lot should be tied only to occupancy of buildings 3 and 4 which include enough auxiliary parking to relieve the need for the temporary lot. Moreover, occu- . pancy of buildings 3 and 4 could occur prior to or after 2 June 1978. A second and more pertinent question exists as to what should be done with the parking lot at such time as buildings 3 and 4 are occupied and the need for this parking lot is relieved. Staff feels, in all practicality, the parking lot will physically remain until such time as the property owner proposes con- struction of a new facility on that land area. Consequently, it should be oppropriately landscaped and the curb cut provided for its ingress /egress should be relocated to the adjacent cul -de -sac at the appropriate time. Staff recommends the Planning Commission approve the site plan for the parking lot with the following stipulations: 1. Applicant shall submit a detailed landscape plan for BAR review no later than the regular May 1978 meeting of the Tukwila Planning Com- mission. 2. Upon issuance of an Occupancy Permit for buildings 3 and 4 of South- center Corporate Square, this parking lot shall be landscaped in accordance with a BAR- approved landscape plan. 3. Section 18.32.040 requires site plans and landscape plans related to structures for which a Building Permit is requested to be reviewed by the BAR. Inasmuch as Building Permits #1305 and 1306 did not include the subject parking area and therefore has not been reviewed by the BAR, the proposed parking lot requires BAR review prior to issuance of any permits necessary to facilitate its develop- ment. This position has been assumed in the past, specifically with respect to the . parking area developed for UPS, a Cabot, Cabot & Forbes tenant.
