The Tukwila Planning Commission, at its regular March meeting, reviewed the development plans for the above - referenced project. The Commission, sitting as the Board of Architectural Review, approved the revised plans (dated 3/23/78) with the following stipulations: 1. Planning Commission review of a detailed landscape plan prior to issuance of an Occupancy Permit. 2. Architectural screening of roof - mounted equipment. Application for building permit should reflect the revisions included in the revised plans. Noted several revisions should be required. Mr. Lance Mueller, architect, presented revised drawings reflecting response to concerns expressed in the Staff Report. Mr. Satterstrom suggested some form of wood be included in exterior treatment to soften the building exterior. Discussion followed regarding exterior treatment of existing buildings in the vicinity. Concluded the proposed exterior treatment is similar. Motion by Mr. Sowinski, seconded by Mr. Hartong and carried to approve the revised plans (dated 3/23/78) with the following stipulations: 1. Planning Commission review of a detailed landscape plan prior to issuance of an Occupancy Permit. 2. Architectural screening of roof - mounted equipment. NEW BUSINESS: Proposed Schedule for Zoning Code Review Mr. Satterstrom explained the proposed schedule leading to public hearings in the fall of 1978. General concensus of Commission to schedule work meetings for 13 and 20 April 1978. OTHER BUSINESS: Mr. Crutchfield submitted a memorandum suggesting that all BAR applications in- clude legible reductions to be included in the Staff Report. Motion by Mr. Hartong, seconded by Mrs. Avery and carried to adopt Formal Motion #78 -02 as prepared. (A copy of the Formal Motion is attached as a part of these minutes.) Mr. Crutchfield announced a planning workshop to be conducted in Bellevue on 27 April 1978. Suggested those interested Commissioners attend. Motion by Mrs. Avery, seconded by Mr. Hartong and carried to adjourn the meeting. AGENDA ITE V D • Site Plan: Southcenter South Project #402 t Lot 15 of Southcenter South Industrial Park is thg location of Project #402, a multi - tenant industrial building. The site is _138,000 square feet and the building ±68,800 square feet, resulting in a site coverage of just under 50 %. Code parking requirements dictate a minimum of 69 parking spaces and the plan provides that number. Access to the development is provided by three curb cuts along Olympic Avenue South. The building appears to be of typical concrete tilt -up construction. The walls will be smooth concrete which will be painted two unidentified colors. A scored, horizontal band approximately 16 feet up the wall provides common signing area. Staff points out the following conflicts: 1. While 69 parking spaces are shown on the drawings, their design and location renders many impractical or presents conflict with truck maneuvering. 2. The southerly curb cut appears to be unnecessary. 3. The exterior treatment is not clearly identified. 1 Staff recommends the plans be tabled to allow the following revisions:. 1. Elimination of southerly curb cut. 2. Shift center curb cut at least 50 feet southerly. 3. Relocation of impractical parking spaces to the southerly curb cut area. 4. Redesign of northerly parking area to be useable. 5. Lvit.�::j Temple of Justice Olympia, Washington 24 25 32 it it r• 1 the Green River, a pond or low velocity ditch shall be installed 2 � to allow collection in the event of a contaminant spill to 3 i' the storm drains. • 4 •(3) That, as delineated on the revised site plan which 5 ' is incorporated herein as Exhibit A, public parking for ten cars will be provided for in the northeast corner and public 7 pedestrian access will be allowed throughout the length of the 8 shoreline for 30 feet inland from the outer edge of the top 9 of the dike. 10 (4) That the permittee agrees to make a formal legal 11 dedication of said public access easement which is not incon- 12 sistent with the diking easements currently existing on the 13 property. 14 (5) That no part of the railroad lead track, as delineated 15 on Exhibit A, shall lie within a 50 foot inland conservancy 16 zone (or such lesser zone as may in the future be established 17 by the City of Tukwila under its Shoreline Management Program), 18 measured from the ordinary high water mark along the westerly 19 boundary of the site. 20 (6) That, as delineated on Exhibit A, no trees larger 21 than six inches in diameter will be removed in the northern 22 portion of the site during grading and land preparation ,stages. 23 At the time of further development only such trees shall be removed as are necessary to allow development consistent with zoning and /or platting ordinances for construction of 26 streets, buildings and the development of related facilities 27 such as parking lots, driveways, rail easements, storage areas ?3 and utilities. 29 (7) That, as set forth in B, the uses of the 30 property shall be restricted to those presently allowed under 1 City of Tukwils M -1 District Light Industry. 1 Stipulation and Order of Dismissal - 2 1 2 3 that the permittee has not complied with the conditions of the 4 permit; in the event the department is of the opinion that ch noncompliance exists, the r:epartment ;lay appeal within 6 30 days to the Hearings Board for a rescission of such permit ; 7 upon written notice to the local government and the permittee, 8 all pursuant to the provisions of RCW 90.58.140(7). 9 1 DATED this day of February, 1974. 10 11 !
