This is to inform you that we have met with VIP's representative on regrading the slope behind the restaurant. The results of this meeting are summarized in the attached letter from Bob Altman to Al Peiper. Since this meeting, VIP's has submitted a revised grading plan indicating a method for bank stabilization and recontouring. Once this regrading is complete, they will be required to landscape the slope. Install catch basin and perforated tile at bench area to trap water leaching from marshy area above. Install 12" culvert pipe from hillside catch basin to parking lot area catch basin. Regrade bench area approximately two (2) feet lower and maintain a 6' wide bench area. Regrade area from hillside bench area to parking lot with a 1 to 1 slope wherever possible. Plant all ex cs1^ graded hillside areas with ivy as a temporary measure to try and control erosion this winter. Basically, we agreed to accomplish three things as promptly as possible. First, to control the drainage coming from the swamp above the excavated area. Second, to decrease the slope of the silty area in the lower half of the slope. Third, and after completion of the first two items, to apply vegative cover to the slope in order to protect against erosion and improve the appear- ance of the area. From a timing standpoint, work would begin on the first item immediately, provided Dick Winter is able to retain a willing contractor who has the required equipment. The second phase of the work would commence immediately upon completion of the first. The landscaping would have to await completion of items one and two. All of the work would be done substantially as recommended by Hart Crowser Associates,Inc. in their letter dated August 8,1978, except the terrace would have to be retained to comply with the UBC. The width of the terrace will be reduced to six feet. As you know, the soils experts did not recommend retention of the terrace - bench. The requirement that the bench remain will probably eliminate any chance of reducing the lower slope to 1- 3/4:1, but the slope will be reduced to about 11/2:1. The landscaping to be applied this year will consist of English Ivy protected by burlap or straw matting. On the lower half of the slope the ivy will be planted on one foot centers. The density will be reduced somewhat at the upper level where erosion is not a problem. Prior to completion of the restaurant remodel, we will submit to you a revised landscaping plan for the site. This will take into account the latest soils information. Because of the uncertainty of the fall weather, we probably will have to do the final landscaping and the work on the footpath next spring. The delay in stabilizing and landscaping the slope is un- fortunate. This work would have been completed easily this season, had it not been for the unforseen problems with the swamp area and the silty soil at the lower level of the cut. We have spent a tremendous amount of time and money trying to resolve the problems and we do not believe the occupancy permit for the restaurant should be jeopordized. Application of Code parking regulations results in a minimum requirement of 60 spaces (1/5 persons of capacity). Although a total of 70 spaces are indi- cated, will any additional parking be provided at the east end of the restaurant? If so, it should'be indicated so I may determine its adequacy. B. The site plan fails to properly indicate property lines of the site proposed for development. Consequently, the site plan requires the addition of those respective lines. Revision should also indicate ownership of the adjacent parcels. C. Chapter 18.56.055 (TMC) requires special landscape provisions. Consequently, 15 feet measured from the property line adjacent the street must be landscaped. This will result in revision of the 90- degree parking proposed along that property line. All landscape associated with this development must be included with the building permit with the acknowledgment that all such landscape shall be installed prior to issuance of an occupancy permit for this facility. D. Ordinance #1039 (reclassifying the property) mandates architectural screening of the refuse disposal area. Such is not apparent in the drawings. E. Any signing included in this application is nullified by virtue of Title 19 (TMC) which requires separate permit for such. The existing non- conforming freestanding sign must be brought into conformance with Title 19 prior to issuance of an occupancy permit for this facility. Please withhold issuance of this permit until the necessary revisions have been completed.
