Also noted that exterior treatment has not been decided upon by the client and they desire to do that at a later time. Commissioners discussed the alternative exterior treatments (face brick or cement plaster) with the applicant, concluding it should be decided now if a building permit is being pursued prior to the regular June meeting. Mr. Gabert stated the face brick with stucco accent will be used. Motion by Mrs. Avery, seconded by Mr. Sowinski and carried to approve the develop- ment plans with the following stipulations: 1. Eliminate one curb cut and relocate the other so as to be at least 250 feet from the centerline of Andover Park West. 2. Relocate the single parking space from the southeast corner to that area gained by elimination of one curb cut. 3. Exterior building treatment consist primarily of face brick and stucco accent; colors to be of earth tone to complement surrounding developments. 4. Architectural screening of roof - mounted equipment. 5. Planning Commission approval of a detailed landscape plan prior to issuance of Occupancy Permit. Mr. Larry Canaan, owner of the land, objected to the preclusion of a curb cut on Andover Park West. Mr. Crutchfield, recalling discussions occurring at the time. Upland platted the land, pointed out the concept is not a new one but that the actual decision as to the issuance of a curb cut permit for access on Andover Park West is with the Public Works Department. Mr. Canaan noted the proposed development plan does not require such a curb cut but noted it might be necessary should this development not proceed. Chairman Kirsop noted the next work meeting of the Zoning Ordinance Revisions will be conducted on 8 June 1973 to review proposed zoning regulations for the office, C -1 and C -2 zones. Motion by Mr. Richards, seconded by Mrs. Avery and carried to adjourn the regular meeting. AGENDA ITEM V 1' Building Revisions: Bedford Building (Andover Park West & Minkler The Bedford building, located at the northeast corner of Minkler and Andover Park West, is being revised to accommodate tenant requirements. First, the portion occupied by Diebold (south area) is being modified to provide a ramped overhead door on the south wall. Exhibit 1 (site plan) and Exhibit 2 (elevation) depict the proposed door. Second, the office use to be situated in the north half of the building is providing windows along the north and east walls. Exhibit 3 depicts the result to the building exterior. AGENDA ITEM V J • Landscape Plan: Bedford Building (Andover Park West & Minkler The Bedford site landscape is proposed to reflect the general theme established by Cabot, Cabot & Forbes. That is, bermed lawn along the streets with London Planes as street trees. Interspersed are Douglas Firs and Japanese Black Pines. Azaleas are used along the building front. The rail easement is proposed to be covered with "washed river rock" as is the 15 -foot wide north yard. Staff recommends approval of the plan with the following stipulations: 1. Mr. Fehnel explained drainage provisions have been incorporated into the design process. Commissioner Richards noted the circulation problem inherent in the design of the parking lot, specifically the frontage road. Mr. Fehnel acknowledged the problem and explained the traffic engineer has suggested revisions to eliminate that problem. Mr. Long distributed a traffic study to the Commissioners. Mr. Satter - strom noted the traffic study has been given to the Public Works Department as a part of the environmental review process and the Planning Division is awaiting their response. Commissioner Richards asked if traffic lights and crosswalks would be installed prior to occupancy of the building. Mr. Fehnel stated yes and that approval of the project can and should be conditioned as the Commission deems appropriate. Commissioner Avery noted the extent of over - parking. Mr. Satterstrom explained that Boeing, the planned occupant, has parking peculiarities. Explained most multi- tenant office buildings do not require the planned extent of parking. Commissioner Avery asked how the proposed building height compared to the Com- prehensive Plan. Mr. Crutchfield read two policies from the Commerce /Industry element of the Comprehensive Plan (Policy 3 under Objective 1; Policy 2 under Objective 4). Commissioner Richards asked if sufficient landscaping was provided in front of the building, noting the sea of parking provided.between Southcenter Parkway and the building itself. Considerable discussion ensued regarding site revisions which could be incorporated into the project. Chairman Kirsop requested a motion for preliminary approval of the building noting that site revisions could be accomplished within 60 days. Motion by Mr. Bowen and seconded by Mr. Richards to approve the location of the structure subject to Planning Commission review of all site improvements, except foundation, within 60 days. Chairman Kirsop, upon inquiry, explained the intention of the motion is to allow the applicant to meet contractual deadlines and reserve revision details (traffic, landscape, etc.) for future Planning Commission approval. Staff noted that building permits were not issued in the absence of site design details. Motion carried. Chairman Kirsop declared a brief recess. Chair Kirsop reconvened the meeting at 10:25 p.m.. Mr. Crutchfield, noting this item had been submitted after preparation of the agenda, read a memorandum describing the proposed improvements to accommodate an office tenant. Explained original Commission approval of this development including concern regarding distribution of parking spaces and was based on industrial use. Page 5 27 April 1978 Planning Commission Minutes Mr. Ned Pike, Bedford, explained the office tenant has no problem with the dis- tribution of parking spaces on site. Also noted the existence of a parking lot on the west side of Andover Park West which could alleviate any problem experienced. Commission discussed parking requirements for office tenants. Motion by Mr. Sowinski, seconded by Mrs. Avery and carried to approve the proposed improvements. VI. SIGNS: A. Wall Sign at Southcenter: House of Fabrics Mr. Crutchfield read the staff report explaining the proposed sign would be located on the exterior north wall of Southcenter. Noted Section 19.32.150, Sign Code, requires Planning Commission approval of such signs. Motion by Mrs. Avery, seconded by Mr. Bowen and carried to approve the sign as presented. VII. NEW BUSINESS: A. Public Hearing: Rezone, R -1 to C -1 (McCann #352) (Tabled to regular May meeting.) B. Public Hearing: Rezone, R -1 to C -1 (McCann ##353) (Tabled to regular May meeting.) C. Public Hearing: Rezone, R -1 and R -3 to R -1 through R -4 (Park Place) Mr. Crutchfield explained a draft environmental impact statement has been distributed for the proposed action. Recommended the hearing be opened for presentation of the proposal and receipt of any comments regarding the proposal or the draft impact statement. Chairman Kirsop opened the public hearing at 10:45 p.m. Mr. Robert Thorpe, representing applicant, presented graphics and explained the relationship of the proposed development to the Comprehensive Plan, natural sys- tems, surrounding development and density. Mr. Dick Gilroy, applicant, stated his intention to provide a model development in the City of Tukwila. £4r. Thorpe presented and explained a slide presentation. Mr. Len Milbrandt, architect, explained site design characteristics and architectural design of the development. Also explained a slide presentation. Mr. Dave Halinen, engineer, explained access provided for emergency vehicles. Also explained existing and proposed drainage systems. Inasmuch as parking and office use was a concern expressed by the Planning Commission during their initial review of the development, staff is forwarding the request to the Commission for consider- ation. (See attached letter and drawing). Although the total requirement for parking is exceeded on -site, the basic concern is in regard to the number of parking spaces provided at the northeast corner of the building. The orange area has a total of 10,780 square feet of which 3,100 square feet will be built out as office. Using the standard formulas this means that 12 stalls for the office area plus 7 stalls for the warehouse area totaling 19 stalls, would be required. The green area is 6,375 square feet, with only two offices being built out. Using the formula once again shows that 6 parking stalls total would be required. The area marked in yellow totals 19,125 square feet. This entire area will be occupied by one tenant. The entire space will be built out as office area. Using the formula of four stalls per one thousand square feet, it shows that 76 stalls would be required. It is important to note here that the tenant desiring to occupy the space is Boeing Computer Services Company. It should be brought to your attention that they have recently paved the land accross the street to serve as an additional parking area for their facilities. In addition, the property to the North can be used by Boeing Computer Services Company for parking because it is tied to the building formerly occupied by Ingersoll Rand. When we add up the number of required parking stalls it totals 101. The available stalls on the site total 109. As far as code is concerned the number of stalls provided exceeds that required.
