DR-14-78 18375 OLYMPIC AVENUE SOUTH FARWEST GARMENTS Minutes for meeting held on Monday, August 14, 1978. The meeting was called to order at 3:30pm. Attending: FARWEST GARMENTS DESIGN REVIEW Mr. Baker made a motion to reject the Evergreen Ser s Corporat Landscape Plan, Sheet 1 dated July 21, 1978, as pre 44U3i M requirement that new landscape drawings be prepared w ich i the following changes. ON OF 'IUKW LA 1. Kwanzan Flowering Cherry Trees, 1 -1/4" to 1 -1/2" caliper, planted at 30 -foot intervals be substituted for the Red Sunset Maples proposed to be planted in the Utility Corridor. 2. Pyramidalis or similar columnar type junipers, minimum of 8 -foot in height, to be planted at 12 -foot to 15 -foot intervals, be substituted for the Western Red Cedar proposed to be used for screening along the north and south property lines. 3. Quaking Aspen or Lombardy Poplar trees with a minimum caliper of 2" each to be planted at 30 -foot intervals adjacent to the dike area in addition to the proposed Hydroseeding of the dike area. 4. The landscape plan should include a cross - section of the raised planters. 5. The revised landscape plan to be presented to the Architectural Control Committee for review and approval prior to occupancy of the building. It is the intent of the ACC that the remaining plantings shown on said Sheet 1 dated July 21, 1978 of the landscape plan be retained in the revised landscape plan. Mr. McCann seconded the motion. Development Plans: Project #294 (Boeing) Commissioner Richards excused himself from participation in this item due to con- flict of interest. Mr. Crutchfield read the staff report explaining the site and elevation drawings for the proposed multi- tenant warehouse. Mr. Jack Link, representing the applicant, noted the building is designed for multi- tenancy and occupants are unknown at this time. Assured the Commission that 100 useable parking spaces will be provided as tenants are identified. Motion by Mr. Sowinski, seconded by Mr. Bowen and carried to approve the develop- ment plans subject to the following stipulations: 1. Architectural screening of roof - mounted equipment. 2. Provision of 100 useable parking spaces. 3. Planning Commission approval of detailed landscape plan prior to issuance of occupancy permit. Commis ioner Richards returned to the Commission table. Development Plans: Farwest Garments Mr. Crutchfield read the staff report explaining the location of the project and its site and elevation drawings. Mr. Keith Maehlum, Architect, explained the exterior treatment will be painted concrete, aluminum store front; architectural screening of roof - mounted equipment will be provided; and revision required as a result of Shoreline Program should be no problem since an excess of parking is provided. Mr. Ed Hunt, McCann Construction Company, noted the property line on the site plan indicates the inside top edge of dike. Thus; there should be no problem in con- forming to the Shoreline Program. Also noted the curb cut revisions recommended by staff would be an improvement to the site plan. Upon inquiry from the Commis- sion, Mr. Hunt assured the Commission no retail activities would occur. Motion by Mrs. Avery, seconded by Mr. Sowinski and carried to approve the devel- opment plans with the following stipulations: 1. Curb cuts be modified in accordance with the staff recommendation. 2. No parking shall be placed within the river zone, as defined by the Shoreline Program. 3. Development Plans: Benaroya Office Building Mr. Crutchfield read the staff report explaining the location and nature of the proposal. Noted the staff recommendation to table action on this item until the regular May meeting to allow completion of environmental review. Mr. Robert Fehnel, Benaroya Company, stated the applicant feels the criteria of Section 18.60.035 are met and requested approval of the Planning Commission. Explained contractual obligation to the Boeing Company to have the building com- pleted by December of 1978. The delay recommended by staff will seriously inhibit the Benaroya Company's ability to meet that deadline. Mr. Chet Lindsey, Architect, noted the exterior of the building will include brick and solar bronze glass. Stated this will be highly compatible with the development in the area. Also explained the hillside to the rear of the project is higher than the building, thus it will not be adversely affected by shadows. Chairman Kirsop recalled the cutting of the hillside behind Carriage House. Mr. Jack Benaroya, proponent, assured the Commission the hillside behind this project would not be touched. Mr. Ken Long, Benaroya Company, stated the project conforms to the Comprehensive Plan; building set back to eliminate problem to adjacent uses, set into hillside which provides excellent backdrop as well as a view for office building occupants. Noted ownership of adjacent parcels, any shadows will fall on Benaroya property. Landscape theme established at existing and surrounding developments will be con- tinued in this project. Mr. Benaroya stated the proposed office building is the highest and best use for the ten acres of land affected. Chairman Kirsop asked if any on -site eating facilities will be included. Mr. Ben- aroya stated the office building will contain a cafeteria and one or two on -site restaurants are being planned. Noted the building is of a multi- tenant design with more elevators than required. As of now, the building is planned to be exclusively occupied by Boeing. Mr. Fehnel explained a traffic consultant hired by the Benaroya Company has indicated the possible need for a traffic light at the main entrance on Southcenter Parkway. Commissioner Richards noted potential traffic conflicts with adjacent properties and rechannelization on Southcenter Parkway. Mr. Long noted meetings between the Benaroya Company and the Public Works Department more than a year ago had resulted in the conclusion that ultimate development of the Parkway Plaza West area should include no more than 4 curb cuts. The proposed office building reflects this guideline. Traffic lights and channelization on Southcenter Parkway are anticipated. Commissioner Richards pointed out the common driveway situated on the adjacent property owned by Levitz. Mr. Benaroya stated a copy of the agreement with Levitz to utilize their property for access will be provided tomorrow. ' Page 4 27 April 1978 27 April 1978 CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT AGENDA ITEM V E : Development Plans: Farwest Garments 8:00 P.M. Attached to this Staff Report are reductions of the site and elevation draw- ings for the proposed development. The building area totals 131,000 square feet and will be occupied by a single tenant, Farwest Garments. Staff notes the following points: 1. The "River Zone" (40' from ordinary high water mark), as required by the Shoreline Program, is not indicated. Parking must be located outside the River Zone and said River Zone must be landscaped per the Shoreline Program. 2. The site plan provides 4 curb cuts, each being 30 feet in width. Curb cut #1 (proceeding northerly from the S.E. property corner) should be wider to accommodate truck traffic; #2 will conflict with the nearby street intersection and will be unnecessary if #1 is widened for trucks; #3 and #4 could be combined to provide one 40 -foot wide curb cut at least 250' offset from Todd Blvd. 3. The landscape proposed along Olympic Avenue exceeds the standard established with existing developments in Southcenter South Indus- trial Park while, the strip provided in front of the office area is typical of surrounding developments. 4. The elevation drawings fail to indicate exterior treatment and roof - mounted equipment. Staff recommends the Commission approve the development plans with the following stipulations: 1. Curb cuts be modified in accordance with the Staff Report. 2. No parking shall be placed within the River Zone, as defined by the Shoreline Program. 3. The River Zone shall be treated in accordance with the Shoreline Program; to be included in a detailed landscape plan. 4. Planning Commission approval of a detailed landscape plan prior to issuance of Occupancy Permit. 5. Exterior treatment complement surrounding developments. 6.
