Mr. Rod Kirsch, representing the applicant, stated he generally agreed with the staff report but that they did not wish to hydroseed the levee area. Also stated railroad tracks will be built between the building and river levee. MOTION BY MR. SOWINSKI AND SECONDED BY MR. RICHARDS TO APPROVE THE PROPOSED LAND- SCAPE PLANS SUBJECT TO THE FOLLOWING CONDITIONS: 1. TREES BE PLANTED ALONG THE GREEN RIVER ON 30 -FOOT CENTERS. 2. THE AREA BETWEEN THE RAIL EASEMENT AND THE GREEN RIVER RIP -RAP BE HYDROSEEDED. MOTION CARRIED. Mr. Mario Segale, owner, stated they did not yet have design plans for adjacent building to the west. Stated his preference was to eliminate strip all together. Said the landscape theme of the Segale Business Park would be extended to the neighboring parcel along Southcenter Parkway. Mr. Blaylock stated there were no standards or precedents for "temporary" land- scape strips. Said any landscape area, whether temporary or permanent, should be appropriately landscaped. Mr. Segale stated there was no water main nearby so irrigation would be difficult. Discussion ensued regarding the size and spacing of trees in the temporary land- scape area and the type of groundcover which should be permitted. MOTION BY MR. SOWINSKI AND SECONDED BY MRS. AVERY TO APPROVE THE PROPOSED LAND- SCAPE PLANS SUBJECT TO THE FOLLOWING CONDITIONS: 1. DEVELOPMENT PLANS: XEROX BUILDING Mr. Blaylock read staff report and explained the displayed drawings. Omer Mithun, architect, stated he generally agreed with the staff report except for the condition regarding the location of the dumpster. Suggested the dumpster location be addressed at time of landscape plan review. Mr. Blaylock explained the proposed dumpster location was a considerable distance from the structure which might contribute to a litter problem. Also indicated the property adjacent to the north is planned for residential land use. MOTION BY MR. SOWINSKI AND SECONDED BY MRS. AVERY TO APPROVE THE PROPOSED DEVELOP- MENT PLANS FOR THE XEROX BUILDING SUBJECT TO THE FOLLOWING CONDITIONS: 1. THAT A DETAILED LANDSCAPING PLAN WITH DUMPSTER LOCATION BE APPROVED BY THE B.A.R. PRIOR TO ISSUANCE OF OCCUPANCY PERMIT. 2. THAT THE ACCESS TO THE SITE MALL BE APPROVED BY THE DEPARTMENT OF PUBLIC WORKS. 3. PARKING SCHEME "B" IN EXHIBIT #5, ATTACHED, MAY BE UTILIZED ONLY IN AREAS WHERE VEHICLES WILL NOT OVERHANG LANDSCAPE AREAS REQUIRED PURSUANT TO TMC 18.56. Mr. Richards stated he did not approve of a dumpster located near the residential district. Said the purpose of the office district was to "buffer" the residential districts, not to create nuisances for them. Said single - family properties must be protected. MOTION CARRIED. LANDSCAPE PL EGALE BUSINESS BUILDING #781 A detailed landscaping plan, prepared by Prentice Nusery, has been sub- mitted for Segale Business Park Building #781 located at 18240 Southcenter Parkway. These plans show a revision to the access provided to Southcenter Parkway. Segale Business Park has been designed as a limited access con- trol security industrial park. 1. The revised plans show no access to Southcenter Parkway except for an emergency fire lane which is 15 feet wide. 2. The temporary landscape strip west of the building is 14 feet wide and composed of oversized rock and the planting of Pinus Contorta (Shore Pine) with 4 fragrant Autumn Olives in a concrete container spaced at approxi- mately 120 foot intervals. 3. Most of the landscaping is at the north end of the building. A wide vari- ety of trees and shrubs are used to landscape the perimeter of parking lot. 1. The temporary landscaping strip west of the building does not fulfill the intent of the concept of landscaping. .The City of Tukwila has normally considered landscaping to be a planting of trees, shrubs, and groundcover. In most cases landscaping is living and provided with water. The Pinus Contorta is slow growing and will probably not provide a full crown for a considerable period of time. 2. In contrast, the landscaping proposed at the north end of the building is exemplary. It fulfills the function of buffering and screening, while being tastefully done. RECOMMENDATION: The staff recommends that the revised development and landscape plans be approved with the following conditions: 1. That the western landscaping strip be planted with trees spaced on 30 foot centers with live groundcover or bark. 2. That the Planning Division review and approve the revised landscape plans for the western landscape strip prior to issuance of final occupancy permit. 3. Slow growth, to 60 feet. AUTUMN OLIVE- A large evergreen shrub with gray green leaves. Has a rigid, sprawling, angular habit of growth 6 -15 feet high. AZALEAS- Generally a small shrub with colorful flowers. Can be evergreen or deciduous. BEARBERRY COTONEASTER- An evergreen shrub with oval bright green glossy leaves. Grows 3 -6 feet high. COAST OR SHORE PINE- An evergreen tree with dense, dark green needles. Compact and pyramidal it frows to 20 -35 feet. AGENDA ITEM V F • Development Plans: Project #781 ( Segale Business Park) Segale Business Park has proposed construction of another large multi - tenant warehouse. The building is 1250 feet in length and contains approximately 154,000 square feet. The north 380 feet of building length (±48,000 square feet of floor area) will be served only by a 24 -foot wide extension of an existing 48 -foot wide street culminating in a 30 -car parking area of irregular shape so as to pro- vide maneuvering space for trucks backing up to the doors on the north wall. No truck doors will be included along the west wall for a distance of approxi- mately 380 feet. The remaining 870 feet of building length (106,000 square feet of floor area) will be served by two (2) 24 feet wide driveways extending 200 and 300 feet from 57th Avenue to the west edge of the paved parking area. A single row of 89 parking spaces extends along the entire length of west edge of pavement; the 80 feet of pavement remaining between the parking and the building will be utilized for truck maneuvering space as truck doors will be included along the west wall. The south end of the building includes an associated parking area for 36 cars. Exterior treatment of the i -mile long building is similar to Project #771 lying east; an aggregate band along the top, smooth concrete bands along the center and bottom of the structure, with painted metal truck doors. Tenant entries will be typical and located as tenants are identified. Staff recommends approval of the development plans with the following stipula- tions: 1. Provision of 48 (of the required 154) parking spaces at the north end of the building. 2. Provision of landscape separation strip along the west line of major parking area and along the south line of the southerly parking strip. 3. When an applicant seeks to revise a sub- stantial development permit, local government shall request from the applicant detailed plans and text de- scribing the proposed changes in the permit. (1) If local government determines that the proposed changes are within the scope and intent of the original permit,. local government shall approve a revision. (2) "Within the scope and intent of the original per- mit" shall be construed to mean the following: (a) No additional over water construction will be involved; (b) Lot coverage and height may be increased a max- imum of ten percent (1070) from the provisions of the original permit: Provided, That revisions involving new structures not shown on the original site plan shall re- quire a new substantial development permit, and: Fur- ther provided, That any revisions authorized under this subsection shall not exceed height, lot coverage, setback or any other requirements of the master program for the area in which the project is located. Landscaping may be added to a project without necessitating an application for a new substantial development permit: Provided, That the landscaping is consistent with conditions (if any) attached to the original permit and is consistent with the master program for the area in which the project is located. (c) No additional significant adverse environmental impact will be caused by the project revision. (3) If the revision will violate the terms of one or more of the provisions in (2) above, local government shall require that the applicant apply for a new substan- tial development permit in the manner provided for herein. (4) The revised permit shall become effective imme- diately.' Within eight (8) days of the date of final local government action the approved revision shall be sub- mitted to the appropriate Department of Ecology re- gional office and the attorney general for the completion of their files. In addition, local government shall submit the revised site plan, text and the approved revision to persons who have notified local government of their de- sire to receive a copy of the action on a permit pursuant to WAC 173 -14 -070. Appeals shall be in accordance with RCW 90.58.180 and shall be filed within 15 days from the date of receipt of the local governments action by the Department of Ecology regional office. Appeals shall be based only upon contentions of noncompliance with the provisions of 2(a)(b)(c) above. Construction undertaken pursuant to that portion of a revised permit not authorized under the original permit shall be at the applicants on risk until the expiration of the appeals deadline. If an appeal is successful in proving that a re- vision was not within the scope and intent of the original permit, it shall have no bearing on the original permit.
