RE: D.G.H. Office Building, Tukwila
Dear Mr. Peterson:
The Tukwila Planning Commission, at its regular May meeting, considered the
development plans proposed for the above - referenced project.
The Commission, sitting as the Board of Architectural Review, approved the
plans with the following stipulations:
1. Eliminate one curb cut and relocate the other so as to be at least
250 feet from the centerline of Andover Park West.
2. Relocate the single parking space from the southeast corner to
that area gained by elimination of one curb cut.
3. Exterior building treatment consist primarily of face brick and
stucco accent; colors to be of earth tone to complement surrounding
developments.
5. Planning. Commission approval of a detailed landscape plan prior
to issuance of Occupancy Permit.
As a point of information, precise location of curb cuts is determined by
the Public Works Department through the curb cut permit system. The Commis-
sion's stipulation constitutes a reconunendation to that department for con-
sideration within that system. Drawings submitted for building permit should

AGENDA ITEM V H • Development Plans: D.G.H. Office Building (Upland Drive)
D.G.H. Enterprises has proposed development of a two -story office building .
on lot 2 of Upland's Industrial Park. This site is situated immediately
south of the U.P.R.R. office building and is approximately 300 feet south
of the Minkler Boulevard- Andover Park West intersection.
The building will contain 25,500 square feet of floor area; the 79 required
parking spaces are provided in a somewhat irregular fashion. Two curb cuts,
both situated on Upland Drive, provide ingress /egress for the site. Exterior
treatment consists of face brick along the top band and the entire wall facing
Andover Park West, stucco for both the center and bottom bands; bronze glass.
Staff recommends approval of the development plans with the following stipula-
tions:
1. Eliminate one curb cut and relocate the other so as to be at least 250 feet
from the centerline of Andover Park West.
2. Relocate the single parking space from the southeast corner to that area .
gained by elimination of one curb cut.
3. Exterior building treatment, specifically color combinations, be clarified
prior to issuance of Building Permit.
4. Architectural screening of roof - mounted equipment.
5. Planning Commission approval of a detailed landscpae plan prior to
issuance of Occupancy Permit.

Landscape Plan: Project #364 (Southcenter South Industrial Park)
Mr. Crutchfield read the staff report explaining the materials and manner of
landscape.
Motion by Mr. Sowinski, seconded by Mrs. Avery and carried to approve the land-
scape plan as presented.
Development Plans: Project #781 (Segale Business Park)
Mr. Crutchfield read the staff report explaining the site and elevation drawings.
Mr. Lance Mueller, architect, presented revised site plan responding to the staff
concern regarding parking at the north end of the building. Explained the owner
desires to postpone installation of landscape along the west line of the major
parking area until such time as development of that adjacent land area is identi-
fied.
Motion by Mr. Richards, seconded by Mrs. Avery and carried to approve the revised
site plan and elevations dated 10 May 1978 with the following stipulations:
1. Provision of landscape separation strip along the west line of major
parking area and along the south line of the southerly parking strip.
2. Planning Commission approval of a detailed landscape plan prior to
issuance of Occupancy Permit.
3. Planning Commission approval of these plans are subject to revision as
may be required under Building Permit review with specific regard to the
24 -foot wide driveways.
Development Plans: U.P.R.R. Office Building (Andover Park West)
Mr. Crutchfield read the staff report explaining the proposed development.
Mr. Lance Mueller, architect, presented revised site plan which responded to the
staff recommendation regarding the curb cut.
Motion by Mr. Bowen, seconded by Mr. Sowinski and carried to approve the revised
site plan dated 10 May 1978 with the following stipulations:
1. Planning Commission approval of detailed landscape plan prior to issuance
of Occupancy Permit.
2. Signing must be authorized in accordance with Title 19, TMC.

Mr. Gabert, architect, stated he had discussed the curb cut recommendations with
the Public Works Department with the common conclusion that the exact location
could be worked out with that office. Also noted that exterior treatment has
not been decided upon by the client and they desire to do that at a later time.
Commissioners discussed the alternative exterior treatments (face brick or cement
plaster) with the applicant, concluding it should be decided now if a building
permit is being pursued prior to the regular June meeting. Mr. Gabert stated
the face brick with stucco accent will be used.
Motion by Mrs. Avery, seconded by Mr. Sowinski and carried to approve the develop-
ment plans with the following stipulations:
1. Eliminate one curb cut and relocate the other so as to be at least
250 feet from the centerline of Andover Park West.
2. Relocate the single parking space from the southeast corner to that
area gained by elimination of one curb cut.
3. Exterior building treatment consist primarily of face brick and stucco

Mr. Larry Canaan, owner of the land, objected to the preclusion of a curb cut
on Andover Park West. Mr. Crutchfield, recalling discussions occurring at the
time Upland platted the land, pointed out the concept is not a new one but that
the actual decision as to the issuance of a curb cut permit for access on Andover
Park West is with the Public Works Department. Mr. Canaan noted the proposed
development plan does not require such a curb cut but noted it might be necessary
should this development not proceed.
Building Revisions: Bedford Building (Andover Park West & Minkler)
Mr. Crutchfield read the staff report explaining the two revisions proposed.
Commissioners and Mr. Milt Reimers, representing applicant, discussed the con-
flict inherent in the proposed ramp and door on the south wall.
Motion by Mr. Richards, seconded by Mr. Bowen and carried to reject the new door
and ramp on the south wall and to approve the alterations to north and east walls
as proposed.

Mr. Crutchfield read the staff report explaining the material and manner of land-
scaping.
