Mr. Rod Kirsch, representing the applicant, stated he generally agreed with the
staff report but that they did not wish to hydroseed the levee area. Also stated
railroad tracks will be built between the building and river levee.
MOTION BY MR. SOWINSKI AND SECONDED BY MR. RICHARDS TO APPROVE THE PROPOSED LAND-
SCAPE PLANS SUBJECT TO THE FOLLOWING CONDITIONS:
1. TREES BE PLANTED ALONG THE GREEN RIVER ON 30 -FOOT CENTERS.
2. THE AREA BETWEEN THE RAIL EASEMENT AND THE GREEN RIVER RIP -RAP BE HYDROSEEDED.

LANDSCAPE PLAN: SEGALE BUILDING #781
Mr. Blaylock read the staff report and explained the "temporary" landscape strip
on the west margin of the building site.
Mr. Mario Segale, owner, stated they did not yet have design plans for adjacent
building to the west. Stated his preference was to eliminate strip all together.
Said the landscape theme of the Segale Business Park would be extended to the
neighboring parcel along Southcenter Parkway.
Mr. Blaylock stated there were no standards or precedents for "temporary" land-
scape strips. Said any landscape area, whether temporary or permanent, should be
appropriately landscaped.
Mr. Segale stated there was no water main nearby so irrigation would be difficult.
Discussion ensued regarding the size and spacing of trees in the temporary land-
scape area and the type of groundcover which should be permitted.
MOTION BY MR. SOWINSKI AND SECONDED BY MRS. AVERY TO APPROVE THE PROPOSED LAND-
SCAPE PLANS SUBJECT TO THE FOLLOWING CONDITIONS:
1. THAT THE WESTERN LANDSCAPING STRIP BE PLANTED WITH TREES SPACED ON 30 FOOT
CENTERS WITH LIVE GROUNDCOVER OR BARK, HOWEVER, PINUS CONTORTA ACCEPTABLE.
2. THAT THE PLANNING DIVISION REVIEW AND APPROVE THE REVISED LANDSCAPE PLANS FOR
THE WESTERN LANDSCAPE STRIP PRIOR TO ISSUANCE OF FINAL OCCUPANCY PERMIT.
3. PLANNING DIVISION REVIEW AND APPROVAL OF AN IRRIGATION PLAN PRIOR TO ISSUANCE
OF FINAL OCCUPANCY PERMIT.

OFFICE of COMMUNITY DEVELOPMENT
The Tukwila Planning Commission at their regular meeting of 24 August 1978
approved the site plan for the above - referenced project with the
following conditions:
1. Approval of a detailed landscape plan by the B.A.R. prior
to issuance of 'occupancy permit;
2. Architectural screening of roof - mounted equipment;
3. Provision of 9' x 20' parking stalls, per TMC 18.56;
4. Landscape treatment of river zone to be done . in compliance
with the Tukwila Shoreline Program, and indicated on the
landscape plan mentioned above in item #1;
5. That the location of the parking lot be as specified per
code.
Please indicate the above conditions on any application for building permit
at the time of application.

Minutes of the meeting, 24 August 1978.
The regular meeting of the Planning Commission was called to order by Chairman
Kirsop at 8:05 p.m. Other Planning Commission members present were Richards,
Bowen, Avery and Hartong. Fred Satterstrom and Charlene Howat were present
representing staff. Mr. Sowinski and Mr. Welsh had informed staff that they
would not be present.
MOTIOI BY MR. BOWEN, SECONDED BY MR. RICHARDS AND CARRIED TO APPROVE THE JULY
27, 1978 REGULAR MEETING MINUTES AS PREPARED.
MOTION BY MR. RICHARDS, SECONDED BY MR. BOWEN AND CARRIED TO APPROVE THE AUGUST
17, 1978 SPECIAL MEETING MINUTES AS PREPARED.
CITY COUNCIL ACTIONS
Mr. Satterstrom read the staff report.
Mr. Satterstrom mentioned that the Interurban Corridor Study and Design Plan has
been completed. He passed around and explained a one page synopsis of the Study.

Mr. Satterstrom read the staff report. He mentioned that Mr. Ed Hunt of McCann
Construction Company had delivered the site plan to him in the afternoon, after
the staff report had been written, and that he did not have time to review the
plan and prepare a new staff report.
Mr. Al Croonquist, architect, displayed and explained site plan and how semi -
trucks would maneuver on the site.
Chairman Kirsop asked if the number of parking stalls had been changed. Mr.
Croonquist said no.
Mr. Richards asked how trucks would get on the site from the road if they were
headed south. Mr. Croonquist explained.

Mr. Hartong voted NO.

Mr. Hunt explained that the trucks probably won't come from that direction because
the main entrance was from Todd Boulevard.
Mr. Lloyd McDonald of Pacific Metals, explained that truck drivers do not like to
back in from the right because it is a blind side. He also mentioned that the
trucks were making the back up maneuver in a 60 foot area at their present location
on First Avenue.
Mr. Hartong stated the trucks could not back in without running over the curb or
going over parking stalls.
Chairman Kirsop asked what kind of tracks were located behind the proposed build-
ing. Mr. Croonquist said one main line track and one spur track.
Mr. Croonquist mentioned that they had discussed the site plan with Mr. Satterstrom.
Mr. Satterstrom explained that he had talked with Mr. Tom Croonquist and had told
him that the maneuvering was tight.
MOTION BY MR. RICHARDS, SECONDED BY MR. BOWEN AND CARRIED TO APPROVE THE SITE PLAN
FOR McCANN PROJECT #433 WITH THE FOLLOWING CONDITIONS:
1. APPROVAL OF A DETAILED LANDSCAPE PLAN BY THE B.A.R. PRIOR TO ISSUANCE
OF OCCUPANCY PERMIT;
2. ARCHITECTURAL SCREENING OF ROOF - MOUNTED EQUIPMENT;
3. PROVISION OF.9' x 20' PARKING STALLS, PER TMC 18.56;
4. LANDSCAPE TREATMENT OF RIVER ZONE TO BE DONE ICJ COMPLIANCE WITH THE

MOTION BY MRS. AVERY, SECONDED BY MR. BOWEN AND CARRIED TO DROP BUILDING #11,
SOUTHCENTER CORPORATE SQUARE, FROM THE AGENDA UNTIL THE REQUESTED INFORMATION
IS SUBMITTED.
REVISION OF ZONING ORDINANCE
Mr. Satterstrom read the staff report.
Chairman Kirsop called a work session for 14 September 1978.

By noon today, applicant had not submitted revised drawings or turning
radii information as requested by the Planning Commission at the special
meeting of 17 August 1978. Therefore, staff was unable to prepare a
proper report on this item.
Staff recommends that the Planning Commission review the revised drawings
and truck maneuvering data, if any, and take action if they feel comfortable
with the new information. Otherwise, staff recommends the Planning Commis -
tion table this item to their regular September meeting.

Dear tor. Hunt:
The Tukwila Planning Commission sitting as the Board of Architectural Review
on 17 August 1978 reviewed the development plans for McCann Project #433.
The Planning Commission tabled action on this item until the next regular meet
® ing to allow the owner to be present to represent the project. In addition,
the Commission requested that a diagram be presented to them, sketched by an
architect, showing how a legal sized semitruck will manuever in the 65 foot area.
The next regular meeting of the Planning Commission is scheduled for 24 August
1978 at 8:00 p.m. in the Tukwila City Council Chambers located at 14475 - 59th
Avenue South.

Mr. Satterstrom read the staff report, explained displayed drawings and explained
condition #3 of staff report.
Mr. Ed Hunt, McCann Construction Company, stated he was sure that the parking
stalls would be a minimum of 9' x 20'. Mr. Hunt further explained the site plan
and elevations.
Mr. Hunt mentioned that the building would be served by rail.
There was a discussion on truck maneuvering. Mr. Hunt assured the Commission
that trucks definitely would not be backing into the facility from the street.
MOTION BY MR. BOWEN AND SECONDED BY MR. SOWINSKI TO TABLE THIS ITEM UNTIL THE
NEXT MEETING TO ALLOW OWNER TO BE PRESENT.
MOTION BY MR. RICHARDS, SECONDED BY MRS. AVERY AND CARRIED TO AMEND THE ORIGINAL
MOTION TO REQUIRE A DIAGRAM, SKETCHED BY AN ARCHITECT, SHOWING HOW A LEGAL SIZED
SEMI -TRUCK SWILL MANEUVER IN THE 65 FOOT AREA.
MOTION CARRIED AS AMENDED.
Mr. Hunt asked the Commission to reconsider this item and approve it with condi-
tions to meet requirements so work could continue.
The Commission generally agreed that they rather discuss the item further at the
next meeting where a detailed sketch of truck maneuvering and a larger site plan
would be available.
SCHNEIDER OFFICE BUILDING: SITE PLAN REVISION
Mr. Satterstrom read the staff report, read memorandum from Terry Monaghan, Public
Works Director .(Exhibit "B" of staff report) and explained site plan.
Mr. Carl Bloss, Schneider Homes, further explained the site plan. He mentioned
the driveway entrance would be signed for delivery trucks only.
Commissioners reviewed previously approved site plan.
Mr. Satterstrom mentioned that a delivery truck, parked on the 12 foot wide
driveway, might block other delivery trucks forcing them to back up onto the
street in order to exit. Mr. Bloss explained that the driveway could be made
wider to prevent this.

The above - referenced project is a proposed 75,900 sq. ft. warehouse located
along the westside of the as yet unconstructed Olympic Avenue in the South -
center South Industrial Park.
The proposed site plan calls for two access points off of Olympic Avenue
with parking located primarily in elongated rows along the north and south
sides of the building. Landscaping'is proposed only along the street and
the building's east elevation.
Exterior treatment of the proposed structure is typical of other develop-
ment in the Southcenter South Industrial Park. Essentially, the building
is precast 'concrete with smooth painted panels.
Staff recommends approval of the proposed site plan with the following con-
ditions:
1. Approval of a detailed landscape plan by the B.A.R. prior to issu-
ance of occupancy permit;
2. Architectural screening of roof - mounted equipment;
3. Provision of 9' x 20' parking stalls, per TMC 18.56;
4. Landscape treatment of river zone to be done in compliance with
the Tukwila Shoreline Program, and indicated on landscape plan
mentioned above in item #1.

After review of the building and site plans by Alfred H. Croonquist and
Associates, Sheets 1, 2 and 3 dated 8 -1 -78 including revisions dated
8 -2 -78, 8 -6 -78, 8 -7 -78 and 8 -9 -78, for Pacific Metal Company, Mt..
Baker made a motion that they be approved subject to the following:
1. Plans for screening of roof- mounted equipment which would be visible
from the street, surrounding rural areas and from the river dike
area shall be submitted to the Architectural Control Committee for
approval prior to installation and occupancy.
2. Plans for signing of building and yard area are to be submitted to
the Architectural Control Committee for approval prior to occupancy
and acquisition and /or installation of any and all signs.
3. Landscape and irrigation system plans shall be submitted to the
Architectural Control Committee for approval prior to occupancy and
prior to installation. Landscape plans for the dike area are also
to be submitted for approval by the ACC prior to installation and
prior to occupancy.
4. Color scheme and other exterior treatment are to be submitted to
the Architectural Control Committee prior to occupancy.
5. Approval by the appropriate City of Tukwila ordinances and compliance
with City regulations.
Mr. McCann seconded the motion.
Plans for Pacific Metal Company building and site are approved subject
to Items 1 through 5 above.
The meeting was adjourned.
