As per our telephone conversation of Tuesday, February 27, 1979, the plans which
were submitted to the Tukwila Building Department for the construction of the
above project provided inadequate parking as required by Section 18.56 of the
Tukwila Municipal Code. Sixty -three (63) parking spaces are required. Only
forty -nine (49) were provided. Therefore, either plans must be submitted which
provide the required parking or the building must be reduced in size. A restau-
rant of approximately 1,700 square feet of public assemble (dinning room, bar,
etc.) could be built on a site that provided forty -nine (49) parking spaces.
I have attached a copy of the original staff review, dated 28 September 1979.

Dear Mr, Blaylock,
Reference your letters of December 20, 1978 and October 10, 1978
regarding the review comments for the proposed Village Inn Pancake
House Restaurant to be located in Tukwila, Wash. Enclosed are
revised plans responding to the review comments made in your
letter of October 10, 1978. The response to those review comments
is as follows:
1. Subdivision Ordinance Requirements
The proposed restaurant will comply with the subdivision ordinances
2. Sidewalk Fronting Southcenter Parkway
A 5' wide sidewalk will be provided along the entire eastern
property line including pavement between the railroad tracks.
3. Landscaping Plan
A detailed .landscaping plan will be submitted prior to execution
of the landscaping and prior to occupancy permit. This plan will
include a 15' wide landscape strip adjacent to the sidewalk
along Southcenter Parkway. All portions of the proposed site
not designated for building or paving will be landscaped.
4. Curb Cut Width
The maximum curb cut width . at property lines will not exceed
24'.
5. South- Eastern Curb Cut Access
The curb cut on the south -east corner of the property has been

redesigned as requested.
6. Parking Stalls
We have redesigned the parking stalls to meet the require-
ment of a 9x20 parking stall. Modification of this require-
ment was made for the parking in front of the building to
utilize the existing space and fulfill the requirements of
the City for landscaping and parking criteria.
7. Railroad Fencing
Per our discussion on February 21, 1979 the requirement of
a fence along the railroad right -of -way would not be re-
quired unless the portion of the property located on the
north -west side of the railroad right -of -way is developed
as parking. At this time no parking is being planned across
the railroad right -of -way. If, in the future, this area is
to be developed as parking the requirement for the fence
will be provided.
8. Trash Enclosure
The trash area is enclosed by a masonry enclosure. This
enclosure has gates with metal slats so that the trash is
not visible from the parking area.
9. Screening of Roof-Mounted Equipment
The roof - mounted equipment has been screened from Southcenter
Parkway and both sides of the building. The mansard has been
deleted from the rear of the building. As discussed the en-
bankment at the rear of this property minimizes this rear
exposure.
10. Parking Lot Lighting
Since the portion of the lot north -east of the rail road right -of-
way is not being developed as parking this area will act
as a buffer between the parking lot lighting and the adjacent
property on the north and west sides of the site.
11. Signage
Approval of these plans and specifications does not . constitute
approval of the signage. All free - standing signs will be
reviewed separately by the Planning Commission.
12. Coordination with the Railroad Company
These plans will be coordinated with the Railroad Company
for site and clearance requirements. .
Enclosed are two (2) copies of the plans and specifications which
should replace our previous submittal. Also enclosed are three (3)

extra copies of the site drawing and a reduced copy of the
site plan.

As per our telephone conversation of 19 December, please find enclosed
a copy of the letter sent to Mr. Bob Sandwick of the Jack A. Benaroya
Company concerning the approval of development plans for the Village
Inn Pancake House.
The Building Department received the application for a building permit
on September 20th. These plans are out dated by the stipulations im-
posed on 28 September 1978 by the Tukwila Planning Commission. A
revised site plan showing compliance will have to be submitted.

The Tukwila Planning Commission at their last regular meeting on Thurs-
day, September 28, 1978, approved the site plan for the Village Inn
Pancake House with the following conditions;
1. Compliance with subdivision ordinance prior to issuance of
building permit.
2. Provision of a 5' -wide sidewalk along the entire eastern
property line, including pavement between railroad tracks.
3. Submittal of a detailed landscaping plan prior to occupancy.
Such plan to include 15' -wide landscape strip adjacent to edge
of sidewalk along Southcenter Parkway and all portions of the
site plan, dated 24 September 1978, not proposed for building
or paved parking area are to be landscaped.
4. Maximum curb -cuts at property line not to exceed 24'.
5. Redesign of south ingress /egress point.
6. Provision of 9' x 20' parking stalls.
7. Fencing along rail service line except at crossings.
8. Architectural screening of trash disposal.
9. Architectural screening of roof - mounted equipment.
10. Parking lot lights not to produce glare onto R -1 property to the
north and west of site.

There was a discussion regarding sight distance of train conductor at blind corner
of building.
Mrs. Avery thought it was good to confine pedestrian movement at certain locations.
Mr. Bob Sandwick, representing Village Inn, explained project and inquired about
size of curb -cut.
MOTION BY MR. RICHARDS, SECONDED BY AVERY AND CARRIED TO APPROVE THE PRO-
POSED RESTAURANT SITE PLAN AND ELEVATION DRAWINGS WITH THE FOLLOWING STIPULA-
TIONS:
1. COMPLIANCE WITH SUBDIVISION ORDINANCE PRIOR TO ISSUANCE OF BUILDING PERMIT.
2. PROVISION OF A 5' -WIDE SIDEWALK ALONG THE ENTIRE EASTERN PROPERTY LINE,
INCLUDING PAVEMENT BETWEEN RAILROAD TRACKS.

AGENDA ITEM V D : DEVELOPMENT PLANS: Village Inn Pancake House, Inc.
Village Inn Pancake House, Inc. is proposing a one -story restaurant facility
of 4,900 square feet.
The proposed structure is to be located at 17305 Southcenter Parkway, directly
to the north of the existing Carriage House Furniture Store, with the east
elevation facing Southcenter Parkway and the west elevation facing onto the
nearby hillside. The north elevation faces onto property zoned R -1 and the
Union Pacific Railroad easement crosses the site.
Exterior treatment of the proposed building is to be hollow, buff colored
brick with grain texture. Windows are to be aluminum storefront, dark bronze
with caustic etch. They are to be cedar trimmed. Entry doors will be dark
bronze aluminum storefront type.
The building setbacks are well in excess of the required 15' for front and
sides, and 5' for the rear.
The site plan indicates a total of 69 parking spaces. 63 spaces are required.
Staff recommends approval of the proposed restaurant site plan and elevation
drawings with the following conditions:
1. Compliance with subdivision ordinance.
2. Provision of a 5' wide sidewalk along the entire eastern property
line, including pavement between railroad ties.
3. Submittal of a detailed landscaping plan prior to occupancy. Such
plan to include 15' -wide landscape strip adjacent to edge of side -
walk along Southcenter Parkway and all portions of the site plan,
dated 14 September 1978, not proposed for building or paved parking
