Bauch, Mayor RE: Building g4'21 and 447 Development Plans Sincerely, 2 January 1979 I just opened the letter that.you dropped on my desk on Friday, The new short plat proposed shows significant changes in the dimensions of proposed lots 21 and 22 where Projects 421 and 447 would be located. The Board of Architectural Review addresses each project based on specific dimensions. Therefore, the approval granted to Buildings 421 and 447 will have to be reconsidered by the B.A.R. prior to issuance of a building permit, if the lots are approved by the Short Subdivision Committee as shown. I have distributed the new short plat. The basic points of conern have remained the same, therefore, I presume the Committee could reach a decision. CFSLILAIWk, Roger J. Blaylock Assistant Planner • Planning Commission Minutes 16 November 1978 Mr. Fehnel mentioned they are still going to put in conduit in case a signal is allowed in the future. There was a discussion regarding the crosswalk at entrance driveway. Mr. Fehnel informed the Commissioners of an "island" in the middle of the driveway. He said they considered this factor in their design. Chairman Kirsop asked when the plan for the additional parking area to the north would be submitted. Mr. Fehnel said probably next month. Mr. Blaylock mentioned the deadline for receiving plans for Planning Commission review at next month's meeting was December 7th. MOTION BY MR. RICHARDS AND SECONDED BY MR. BOWEN THAT THE PLAN SHOWN AS EXHIBIT 2 AND DATED OCTOBER 31, AND NOVEMBER 3, 1978 BE APPROVED WITH THE FOLLOWING CONDI- TIONS: Page 6 1. THAT A 25 -FOOT WIDE LANDSCAPING STRIP BE PROVIDED ALONG SOUTHCENTER PARK - WAY; THE SAFE TO BE BERMED 4 FEET IN HEIGHT. 2. THAT A SIDEWALK A MINIMUM OF 5 FEET IN WIDTH BE PROVIDED ON THE SOUTH SIDE OF THE ENTRANCE ROAD, IN ADDITION TO SIDEWALK SHOWN ON NORTH SIDE. 3. THE TREES ON THE NORTH AND SOUTH SIDE OF TILE ACCESS ROAD SHALL BE SET BACK TO PROVIDE A MINIMUM OF 500 FEET SIGHT DISTANCE CLEARANCE WITHOUT EXTENDING THE VEHICLE INTO THE CROSSWALK. 4. THAT THE LANDSCAPING BE COMPLETED PRIOR TO ISSUANCE OF OCCUPANCY PERMIT. 5. THE ENTIRE HILLSIDE LYING WEST OF THE RAIL LINE SHALL REMAIN UNDISTURBED. 6. APPROVAL OF SITE AND LANDSCAPE PLANS FOR THE PARKWAY PLAZA BUILDING SHALL NOT BE CONSTRUED AS APPROVAL OF ANY PLANS IN THAT AREA DESIGNATED AS "FUTURE DEVELOPMENT." MOTION CARRIED WITH MR. JAMES VOTING NO. cCANN PROJECT #421 - DEVELOPMENT PLANS Mr. Blaylock read the staff report and noted that a tree location and revised parking plan were submitted. Mr. Tom Croonquist, representing McCann, explained new tree location plan. He mentioned the owner has a problem with curb cut relocation and explained reasons for wanting it where it is proposed on drawing. He also mentioned that Ray Con is the proposed tenant and they manufacture light electrical devices. He said Ray Con is concerned about having an outdoor recreation area for employees. Mr. Dan Blattman, owner of Ray Con, mentioned small delivery type trucks would utilize the site and will occupy north end of building and sublet the rest: Mr. Satterstrom suggested adding a fourth stipulation regarding approval of land- scape plan prior to issuance of occupancy permit. Planning Commission Minutes Page 7 16 November 1978 Chairman Kirsop asked what authority the Planning Commission has in waiving curb cut requirements of TMC 18.56.040. Mr. Satterstrom explained that they do not have this authority. Curb cut locations are a code requirement and presently there is no property line established. He also mentioned the site needs to be subdivided. Mr. Satterstrom explained the alternatives which would enable the applicant to comply with code requirements. MOTION BY MR. BOWEN AND SECONDED BY MR. RICHARDS TO APPROVE THE DEVELOPMENT PLANS FOR McCANN PROJECT #421 WITH THE FOLLOWING CONDITIONS: 1. THAT THE APPLICANT COMPLY WITH TMC 17 REGARDING SUBDIVISION. 2. AGENDA ITEM V F McCann Project #421/Development Plans Development plans have been submitted for McCann Project #421 in the South - center South Industrial Park by Alfred H. Croonquist A.I.A. and Associates. (SEE, Exhibit 1) The proposed site is 125,038 square feet or 2.87 acres. The parcel is located north of Riverside Drive and south of the Green River. (SEE, Exhibit 2) The general area was originally a homested site and is covered with large, beautiful, old trees. The specific locations and t ?pe of trees are not known. The construction and associated parking will probably eliminate a majority of the existing natural landscape. The plans call for a two tenant building under approximately 35,174 square feet of roof. (SEE, Exhibit 3) Tenant A will occupy 22,288 square feet, which utilizes a mezzanine for offices and storage. Tenant B will be a warehouse of approximately 19,000 square feet. The parking area proposed • contains 90 spaces, while only 59 parking spaces are required per T "!C 1S.56. Elevations and architectural treatment of the tilt -up concrete building can be seen in Exhibit 4. 1. The area was annexed to the City of Tukwila in 1959. 2. An Environmental Impact Statement was ')repared in 1973 analyzing the total development. 3. A Shorelines Management Permit (HF #76- 5 -SMP) was issued by the City of Tukwila on the total development of the Southcenter South Industrial Park in 1976. It restricted development within 50 feet of the ordinary high water line. In addition a 30 foot easement for public access and a fire lane was indicated. 4. The property has not been divided per TMC 17 and will require compliance before issuance of a building permit. S. TMC 18.32.040, which establishes the Board of Architectural Review, entrusts the Board with "the duty...to protect and preserve the natural beauty and charm existent in and inherent to these and peripheral properties." 1. The proposed Project #421 continues development of the Southcenter South Industrial Park within the concept and scope of the original EIS and Shoreline Management Permit. APlanninc; Commission Staff Report Tne proposal does not consider the natural charm and beauty of the existing vegetation in the placement of the building and parking areas. 3. The proposal complies with the parking requirements of TMC 18.56, but it does not comply with the subdivision requirements of TMC 17. RECOM'JE \DATI ON : C Evidence indicates that the request has failed to take into account the important aesethic factor of existing vegetation. Usually, in such cases a recommendation to table the item is made by the staff; however, the majority of the vegetation is in that area designated for parking. Therefore, it is the staff's recommenda- tion to approve the building location only and to table action on the parking and landscape portions of the site plan until the following conditions are met: 1. A parking and landscaping plan is submitted to the B.A.R. showing the location of all trees over 6 inches in diameter and the method used to blend these trees into the parking lot design. 2. That the applicant comply with TMC 17 regarding subdivision. 3. That the easterly curb cut comply with TMC 18.56.040. 4. Architectural screening of roof- mounted equipment, if any.
