Dear Mr. Croonquist:
The Tukwila Planning Commission on Wednesday, December 20, 1978,
reviewed the development plans for the McCann Project #447 in
Southcenter South Industrial Park. They approved the Plans
submitted with the following stipulations:
1. That the applicant comply with TMC 17 regarding subdividion
prior to issuance of a Building Premit.
2. Architectural screening of Roof - Mounted Equipment,'if any.
3. That this approval does not include the location tlf the South -
West access or the location of the Fire Hydrant.
4. Landscaping Plan approval required prior to issuance of
occupancy permit.
5. That doors be provided on the east side of the building, which
provide a safe entry and exit for employces::and visitors.

LANDSCAPE PLAN: McCANN PROJECT #380 (FAR WEST GARMENTS)
Mr. Blaylock read the staff report and explained the displayed drawings.
Mr. Bruce Johnson of Evergreen Services stated that he generally agreed with the
staff report and suggested the north property line be barked and planted with
cedar trees.
MOTION BY MR. SOW'INSKI AND SECONDED BY MR. BOWEN TO APPROVE THE PROPOSED LANDSCAPE
PLAN WITH PROVISION OF GROUNDCOVER ALONG THE NORTH SIDE OF THE BUILDING, SPECIFIC
TREATMENT TO BE APPROVED BY PLANNING STAFF PRIOR TO ISSUANCE OF OCCUPANCY PERMIT.
MOTION CARRIED.
LANDSCAPE PLAN: McCANN PROJECT #294
Mr. Blaylock read the staff report and explained the displayed drawings.
Mr. Kirsop stated the landscaping as depicted on the plans is quite sparse but
the site is relatively hidden from view from streets by other buildings.
MOTION BY MR. SOWINSKI AND SECONDED BY MR. WELSH TO APPROVE THE LANDSCAPE PLAN
FOR PROJECT #294 AS SUBMITTED. MOTION CARRIED.
LANDSCAPE PLAN: SOUTHCENTER CORPORATE SQUARE /BUILDING #10
Mr. Blaylock read the staff report and explained the displayed drawings.
MOTION BY MRS. AVERY AND SECONDED BY MR. BOWEN TO APPROVE THE LANDSCAPING
WITH THE CONDITION THAT ALL PLANTING AREAS BE IRRIGATED IN AN ACCEPTABLE MANNER.

report and explained the drawings in relation to conditions of the report.
MOTION BY MR. BOWEN AND SECONDED BY MR. SOWINSKI TO APPROVE THE PROPOSED DEVELOP-
MENT PLANS SUBJECT TO THE FOLLOWING CONDITIONS:

DEVELOPMENT PLANS: FIBERCHEM (ADDITION)
Mr. Blaylock read the staff report and explained the displayed drawings.
Mr. Kirsop noted that the development plans for the Fiberchem addition had been
approved by the A.C.C. last month.
Mr. Tom Sconzo, architect, explained the plans for addition to Fiberchem. Stated
that the number of employees will not exceed 20 and that there is presently truck
maneuvering on the street.
Mr. Don Leuthold, representing the Fiberchem Company, stated that the proposed
plans will merely enclose a storage area which is presently fenced. He stated
they wished to protect certain items from the elements. Stated that most trucks
maneuver on -site, only the 42+ trucks must maneuver into loading spaces from the
public street. Also, stated that he did not contemplate an increase in activity
on the site. Only 18 employees currently working at Fiberchem.
Mr. Blaylock informed the Commission that the building could be sold in the
future and new owner may need all of the parking area.
Mr. Satterstrom explained the intent of the staff report is to allow additional
time for applicant to explore alternative site plans in order to accommodate as
much truck maneuvering on -site as possible. Explained that proposed site plan
requires on- street truck maneuvering by all trucks.
Mr. Sconzo stated that warehouses in Andover Park have historically been designed
for truck maneuvering on the streets.
Mr. Gene Colen stated that he felt the roads in the Andover area were put in for
industrial access not for access to Southcenter. He also stated that there was
nothing on the site plan which was not in conformance with city codes.
Mr. Bowen said that this matter is not an easy one to solve. Said that staff
has done much research and has identified a problem. Added that the owner has
to look out for his own interests.
Mr. Sconzo stated that the City's ordinances must have changed since the indus-
trial park first began to develop. Stated that the parking required at Fiber-
chem would be less if they had developed years ago.
Mr. Blaylock explained the policy employed by staff to determine whether the
office function in a warehouse was actually incidental to the principal ware-
housing use of a structure. Added that the Planning Commission has required
"useable" parking spaces in past B.A.R. actions. Cited McCann Project #294 as
an example.

AGENDA ITEM V E DEVELOPMENT PLANS: McCANN PROJECT #447
REQUEST: REVIEW OF DEVELOPMENT PLANS for the construction of a
85,090 square foot warehouse on a 182,000 square foot
(4.17 acres) site. (Exhibit B and C)
APPLICANT: McCann Construction Company
LOCATION: The site is located north of Riverside Drive and south
of Green River in Southcenter South Industrial Park.

ZONE: M -2 (M -1 defacto zoning under Shoreline Permit)
COMPREHENSIVE PLAN: Light Industrial
ANALYSIS:
The total development of Southcenter South Industrial Park complied with SEPA
in 1973 and subsequently the City of Tukwila issued Shoreline Management
Permits (MF #73 - 35 - SMP) in 1973 and (MF #76 -5 -SMP) in 1976. The applicant has
complied with the provisions of those permits. However, it should be noted
that MF #73 -35 -SMP limited the uses of the property to those presently allowed
under the M -1 district (Light Industry).
Under TMC 18.40, M -1 District Light Industry, the proposed complies with the
required setbacks. The parking provided on site fulfills the requirement for
both size and number under TMC 18.56. However, the location of the curb cut
on the southwest corner of the proposed lot is dependent upon the approval of
a modified access road under the subdivision provisions as reviewed by the
Short Subdivision Committee. The applicant must comply with Title 27 prior
to issuance of a building permit.
It would appear that Building #447 and the building immediately to the west will
be sharing the same major access corridor. Parking should be carefully reviewed
on the next building to make certain that adequate maneuvering space is maintaied.
The location for parking and design of the building are very unusual. The build-
ing shows no rear doors so it must be assumed that the employees or visitors will
have to walk around the building for access.
The present fire hydrant shown in the middle of the eastern curb -cut will have
to be relocated according to wishes of the Fire Department and their review
through the Short Subdivision Committee. However, the Planning Commission could
again require something that is in conflict with the future requirements of the
Short Subdivision Committee.

RECOMMENDATION:
Staff recommends that the Planning Commission approve the Development Plans sub -
mitted for McCann.Building #447 with the following conditions:
1. That the applicant comply with TMC 17 regarding subdivision prior to
issuance of a building permit.
2. Architectural screening of roof - mounted equipment, if any.
3. That this approval does not include the location of the southwest
access or the location of the fire hydrant.
4. Landscaping plan approval required prior to issuance of occupancy
permit.
5. That doors be provided on the east side of the building, which provide
a safe entry and exit for employees and visitors.
BUILDING PERMIT PLAN CHECK - McCANN #447 TENANT IMPROVEMENTS

PARKING:
14 September 1979
88 stalls are shown for use on this site; the two proposed tenant spaces together
use about 44.5 stalls. There is about 45,000 square feet of warehouse space to
"build- out ", requiring 45 spaces. Only 39.5 stalls are left, indicating a future
shortfall of 5.5 spaces. The two tenant improvement plans are approved with the
understanding that future permit applications for Building #447 will not be
approved by the Planning Division unless the applicants demonstrate that adequate
parking exists to serve such future improvements according to zoning standards.

RE: Buildings 421 and 1447 Development Plans
I just opened the letter that you dropped on my desk on Friday, The
new short plat proposed shows significant changes in the dimensions
of proposed lots 21 and 22 where Projects 421 and 447 would be located.
•The Board of Architectural Review addresses each project based on
specific dimensions. Therefore, the approval granted to Buildings
421 and 447 will have to be reconsidered by the B.A.R. prior to
issuance of a building permit, if the lots are approved by the Short
Subdivision Committee as shown.
I have distributed the new short plat. The basic points of conern have
remained the same, therefore, I presume the Committee could reach a
decision.
