Please contact Fred Satterstrom of the Planning Division and he will give you the necessary information to get the process started. Neither of your requests will be placed on the Planning Commission agenda until after a final environmental impact statement has been published. How soon this is completed can to a large degree be controlled by whoever you choose to do the E.I.S. I'm sorry for this delay, however, I feel the City Council and Planning Commission can use the additional information coming from the E.I.S. to reach a decision on your rezone requests. This decision was made after review by the lead agency of a completed environmental checklist and other information on file with the lead agency. It is separated by a major land burm from I -5 and lies approxi- mately 150 feet above the Green River Valley floor. Resolution 489 of the City of Tukwila stated the following,' among other things: "It is clear that the Comprehensive Plan for the City of Tukwila no longer reflects currently held values of the community, its legislative body or the currently recognized state of the art of planning and community development." and "The City Council finds that the present Comprehensive Plan which indicates public land use policy is no longer adequate to provide guidance for future decision making and land use management." Resolution 489 then proceeded to put certain mechanisms to work to, among other things, not allow rezone applications to be processed without a waiver first by the City Council. This waiver was granted by the Council on December 6, 1976. I am requiring an Environmental Impact Statement based upon the following reasons: 1. The document Data Inventory: Tukwila Planning Area," indicates the property's geology is lacustrine deposits. Characteristics of this are poor seismic stability and poor foundation stability. 2. The proposed Comprehensive Plan revision being prepared for the City shows this property as being single- family. 3. The property is presently zoned R -1 -12.0 (Single - family). The uses allowed under the requested R -4 zoning allows significantly higher population densities and intensity of development than the R -1 -12.0 zone. 4. The proposed zoning could dramatically affect land use trends to the south of this property, which is proposed as single - family use in the proposed Comprehensive Plan. 5. The amount of traffic using South 180th Street would increase significantly. Wintertime hazards with this increased traffic would be increased. 6. Lack of utilities to the property and the impact on properties to the south should utility systems capable of serving multiple- family land use be installed. The proposed zoning could dramatically affect land use trends to the south of this property, which is proposed as single- family use in the proposed Comprehensive Plan. 5. The amount of traffic using South 180th Street for access would increase. Wintertime hazards under freezing conditions may have significant traffic impacts. As you noted in your cover letter of 5 January 1977, we also received the Environmental Questionnaires on 3 November 1976 in conjunction with our receipt of the related waiver applications. Since a waiver application does not constitute an action, as defined by the adopted SEPA Guidelines, a determination or decision regarding the significance of the proposed action could neither be required nor made until the proposed action was one which falls within that definition. The rezone applications do so, thus beginning,the Environmental Questionnaire review. In beginning our review of the two separate Questionnaires, it was discovered that the last two pages of both Questionnaires were inadvertently not completed. I have enclosed both for you to complete and return at your earliest convenience so as to allow as early a determination as possible regarding such.' In addition, the rezone applications are void of the Affidavit which must be signed and notarized, and attached to each application, documenting your owner- ship of the property. I have attached two such affidavits, one for each appli- cation, and suggest they be appropriately completed and returned in conjunction with the Environmental Questionnaires.
