Mayor Van Dusen called the Regular Meeting of the Tukwila City
Council to order and led the audience in the Pledge of Allegiance.

Noel Gelbrough, U.S. Army Corp of Engineers, was in attendance
to discuss the Corp Dike Improvement Agreement. The Lower
Green River Flood Control Study is a spin -off of a number of
studies that have been going on for several years. The studies
have been conducted by the cities on the lower Green River and
King County. The area studied is bordered by 1 -405, 1 -5, and the
Green River (down to the Atlas Van Lines property). They looked
into the flooding problems and possible solutions. The
recommended plan is to increase the height of the existing levee to
protect the area from a standard project flood. This is a flood that
might occur once in every five hundred years. The benefit cost
ratio of this proposal is in the rate of 1.7 to 1. The Corp agrees that
it is a good plan. The City has reviewed it and is in agreement. He
asked Council to authorize the Mayor to sign a letter of assurance.
The City has expressed concern that they do not want to redo a
section of the levee raised this past year. By developing a
standard project flood levy, they are fairly certain that the City will
be protected, not only from the standard project flood, but also
from any future projects that may be developed.

PROJECT.*
Council Member Hernandez asked what financial impact this has
on the City. Ron Cameron, Engineer, explained that this is a 1.7
million dollar project. The actual budget expenditures for the dike
(levee) work could be as low as $200,000 $225,000.

Council Member Duffie explained that he has had a call from Mr.
Woods who lives on Interurban Ave. The problem is that rocks are
falling off of passing trucks. The dirt is being hauled away from a
local development. Ron Cameron reported that there has been a
problem. The developer has received a letter on this complaint.
They did get a sweeper out to clean the street. The next step, if
this continues, will be to put a stop -work order on the project.

City Attorney Colgrove read an ordinance of the City of Tukwila,
Wash., pursuant to RCW 35A.14.330 and RCW 35A.14.340,
adopting a Comprehensive Land Use Policy Plan and Plan Map,
adopting zoning regulations and adopting a zoning map to
provide for the area described as Cascade View Annexation Area
and providing that said area shall become subject to said zoning
regulations and zoning map upon annexation to the City of
Tukwila.

ORDINANCE NO. 1539 ADOPTED AS READ.*
Council has allowed Vernon Umetsu, Planner, to read a letter from
Highline Hospital requesting that a parcel of land 22 acres in size
Tying directly east of Highline Hospital's Riverton Campus be
designated as R -2 for the purpose of the annexation process
under consideration at this time. Mr. Umetsu explained that this is
a lower zoning than the PO previously requested. This would
allow the option of a Planned Residential Development. This
would require them to come before Council for approval of a
development.
MOVED BY DUFFIE, SECONDED BY HARRIS, THAT AREA 9 BE
DESIGNATED R -2 ON THE ZONING MAP AND MEDIUM DENSITY
RESIDENTIAL ON THE COMPREHENSIVE PLAN.
Council Member Moriwaki felt the PO designation is more
appropriate. The Task Force recommended that. This is a way of
increasing the density on the property.
Mr. Umetsu explained that a PRD requires a very specific site plan
and comes to Council for review.

Council Member Robertson said he will vote no on this request.
The only reason they want to do a PRD is to go to 3 or 4 plex
buildings. He does not want any more four unit buildings in the
area.
Council Member Bauch said that if a developer can build on steep
slopes, he will. If they develop all of the buildings on, say, four
acres, the remaining acreage is preserved for open space. This is
a good plan.
Council Member Harris likes the idea that it allows Council to
review the development.

City Attorney Colgrove read an ordinance of the City of Tukwila,
Wash., amending Sections 14.04.240(c) and 14.16.030(1) of the
Tukwila Municipal Code amending Ordinance No. 1407, I, Section
24(c) and amending Ordinance No. 1407, IV, Section 1(1), to raise
the maximum limit on income necessary for senior citizens and
disabled persons to qualify for reduced water and sewer rates;
and setting an effective date.

(4) Extra Labor cost for three contract employees in Planning
Department ($50,000); (5) Authorize Record Clerk position in

City Attorney Colgrove read an ordinance of the City of Tukwila,
Wash., amending the 1989 budget, adopted by Ordinance #1-49-3 5 V3
to transfer a portion of estimated ending fund balance from the
Fire Equipment Cumulative Reserve Fund to the Land Acquisition,
Building and Development Fund to remodel Fire Station No. 54;
and establishing an effective date.

Mayor Van Dusen reported that the 1990 Preliminary Budget is
balanced.
It provides for basic services for the citizens. It is a conservative
budget based on past history and annexation. There are no new
positions in this budget. There are 213 full time equivalent
employees and the personnel costs are up to $10 million. This is
an increase of 53 employees over the 1989 adopted budget. Jail
fees will double in 1990; we will use King County jail only.
Insurance is increased from $89,000 to $147,000. Attorney fees
are rising. Animal control is not included in this budget. It will cost
$50,000 to use the Renton Department. Human Services are
going to be a long term fiscal impact to the City. He asked
Council to plan for this. Capital Improvements are always a
staggering figure. The quality of life for our citizens in not only
above the ground, but includes the utilities under the ground.
Money will be moved into the Surface Water Fund. A Contingency
Fund will be established for unforeseen items caused by the
annexations.

The Cascade View annexation could require additional staff,
equipment and studies. A Rainy Day Fund should be considered
to strengthen the ending fund balance in case of a down turn in
the economy. Dozens of justifiable programs could be identified,
but we need to deal with the significant items before us that will
continue into 1991 and beyond. It is important that we deal with
these. We need to stabilize the City for a few years. He is
confident that the staff can handle what we are going to face next
year.
