There has been minor surficial soils creeping, but there is no evidence of recent or potential massive movemement." The soils study, however, also suggests that a qualified soils engineer inspect all footing excavations prior to construction because "... soil conditions vary widely across the site." CRITERIA #1: Is the proposed action consistent with the presently emerging Land Use Policy plan? ANALYSIS: Several policies of the emerging Comprehensive Plan relate to this proposal NATURAL ENVIRONMENT Objective 1, Policy 1: "Maintain the wooded character of the steep slopes and upland plateau..." "Strive to retain viable areas of wooded hillsides, agricultural lands, wet lands, streams, and the Green River for wildlife habitat." "Discourage development on slopes in excess of 20 percent." "Preserve= anhpromote:.the..qua1_i ty : of - natural landform." "Discourage development in areas where slopes are known to be unstable. In areas where the stability of slopes is questionable, allow development only after a qualified professional can demonstrate that slopes will be stable even after site modification." As mentioned, the proposed action is the construction of 130 units on approximately 3.1 acres. This represents about 42 units per acre, or about the same gross density as the Stardust apartments, (See, "Data Inventory," p. 45). With this type of density, a high degree of disturbance to the natural environment is expected and the ppoposed action is no ex- ception. The proposed action comtemplates 130 units in six buildings and 268 associated parking stalls with maneuvering space. The cut - and -fill profile submitted with the waiver application shows the grading and fill activities affecting virtually the entire site. With such intensive de- velopment, most or all of the existing vegetation (fruit trees, alders, and some large maples) will be removed. Natural land form will be mod- ified to a step -like terrace to accommodate buildings on one level, parking on the next. Habitat for wildlife will be reduced drastically. Because the proposed action will have such dramatic environmental impacts on the site due to its intensity of use, it appears that it is not con- sistent with the policy direction of the emerging Land Use Policy Plan. Page 3 CRITERIA #2: Does the proposed acton represent a unique condition which is insignificant in scale and to which no other apparent alternatives are reasonable? ANALYSIS: As stated by the applicant in the waiver application, the proposed action is not insignificant in scale. This is due to the number of units pro- posed and the dramatic environmental effect it will have on the subject property. Other reasonable use alternatives are available under current RMH zoning which would have far less environmental impact on the site. These alternatives would include a lowering of the overall proposed den- sity which would reduce the size of the buildings and the required parking area and, consequently, reduce the total environmental impact of the project. CRITERIA #3: If the request for waiver involves grading, excavation, filling, or development in geographical areas identified as having potential natural limitations for development, are mitigating measures provided? ANALYSIS: The proposed action is located in an area where the stability of the land is questionable and must be investigated prior to construction. Some slopes on the property are steep and tend to limit development for this reason. However, a soils study done in 1969 by Pacific Testing Laboratories recommended that certain structural alterations could be made to overcome any stability prpblems and that compaction should occur on any area whicy is filled. While implementation of the recommendations of the soils report may achieve better stability of the buildings, nothing to mitigate the impact of the proposal on the environment. Development plans call for regrading of the entire site and the complete change of the site's character. CRITERIA #4: Do the requirements contained in Resolution #489 impose a special hardship to a site for which a waiver of the provisions would not necessitate a major policy commit- ment prior to adoption of the Land Use Policy Plan? ANALYSIS: As analyzed earlier, the proposed action does not seem to conform with the policy direction of the Natural Environment. Since other reason- able alternatives are available under current RMH zoning, including a lessening of density, it does not appear that a special hardship exists for the site. RECOMMENDATION: Based on the analysis of the criteria, staff recommends that the City Council deny the waiver and instruct the applicant that he may apply for another waiver but not until such time as the development plans are revised to reflect a greater concern for the natural environment. Mullins, Professional Land Surveyor. 0 STRATIGRAPNY The stratigraphy of the site is best illustrated by the enclosed drilling logs and Geologic Profile, but in general, foundation soils consist of grey hard clay overlain by 1031 feet of grey, dense, interbedded silty clay and silt, and lilto 3 feet of brown, loose, silty, sandy organic topsoil. Test - boring No. 3 (See location map) was placed in the upper end of a shallow draw that trends northwesterly across the north -cast portion of the site and shows grey, dense, interbedded silty clay and clayey silty sand over- lain by 5 feet of soft brown peat and 31 feet of sandy artificial fill. Test - boring No. .5 is on an artificial hill in the north -east property corner and shows grey, very dense sand overlain by 14 feet of grey medium fine sand and silt, and 11 feet of artificial fill. The property at some time in the past was heavily wooded with large timber and contains many stump -holes that 935.3 A WASHINGTON STATE. ENGINEERING CORPORATION LICENSE NO. C•79 0 C Sub -grade Investigation Anderson Property Page -2- PACIFIC TESTING LABORATORIES have accumulated organics and silt (See Test - borings Nos. 2 $ 4). STRUCTURAL RMOMMINDATIONS The proposed structures may be safely supported by means of con- ventional spread footings using a safe - allowed soil pressure of 4000 psf, however, in order to obtain this bearing value, care must be exercised in setting footing elevations. In the westerly half of the site, footings should be placed to bear in the medium dense silty sand found in test - borings Nos. 1, 2, and 4. Care should be exercised to place all footings below local organic soft spots. Depths to bearing in this portion of the site are listed below. Test - Boring No. Depth to Bearing, ft. below present grade 1 6 feet 2 6 feet 4 7 feet * * (T.B.I4 was inadvertently placed in a stump hole) It is recommended that the organic peat in the above mentioned draw be removed, and the excavation back - filled with select granular fill compacted to at least 95% of maximum dry density, in accordance with ASIM Standard D 1587 -58T, under all structures, and that the column footings in this area then be extended through the fill to bear on dense original soils. Fill under parking and paved areas should be compacted to at least 90% of maximum dry density. In no case should footings for a structure be allowed to bear partially on fill and partially on original soils. It is our understanding that the artificial hill in the northwest property corner is to be removed, and although the fill in the hill appears to be quite compact, it is recommended that care be taken to place footings below all remnants of this fill. Depth below present grade to bearing at Test - boring No. 3 is 9 feet, at test- boring No. 5, 11 feet. Because soil conditions vary widely across the site it is also re- commended that a qualified soils engineer be engaged to inspect all footing :excavations prior to construction. Sub -grade Investigation Anderson Property Page -3- It has been suggested that the proposed site has at sometime in the past been part of a large massive slide area, however, all bedding noted in the soils of the test - borings was found to be horizontal, and large trees and stumps on the site are quite vertical. There has been minor surficial soils creeping, but there is no evidence of recent or potential massive movement.
